Terms of Reference1. General Background:
Libya has always been a country of both transit and destination. Yet, in the wake of more than seven years of conflict, political turmoil and widespread human rights violations, the magnitude of protection challenges and needs have increased exponentially. With the increase of influx of Refugees in the East and the expected increase of the staff and activities in Benghazi, this position has been created to address the new operational needs.
The Driver in the UNHCR Field Office of Benghazi will be supervised directly by the Senior Admin Assistant. Besides driving, the incumbent is responsible for upkeep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organization. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.
With the availability of medical facilities in Benghazi, the driver will be requested to undergo a full medical examination on a yearly basis, including eye test to ensure the suitability and fitness to perform this function, minimizing the risk of exposure to high occupational health hazard as Affiliate Workforce.
The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRโs core values of professionalism, integrity and respect for diversity.
2. Purpose and Scope of Assignment:
- Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
- Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
- Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
- Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
- Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
- Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
- Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
- Ensures valid documentation for passengers, items or cargo in vehicle.
- Perform other related duties as required.
3. Monitoring and Progress Controls
Reporting dates:
Monthly reports to the Supervisor.
Final Evaluation: The final evaluation will be carried out by the Supervisor.
4. Qualifications and Experience:
a. Education (Level and area of required and/or preferred education)
Completion of Primary Education or High School Diploma or higher.

For G2D - 2 years relevant experience with Completion of Primary Education or High School Diploma or higher
Certificates and/or Licenses:
*Driving Licenses.
Functional Skills:
* DV-Driving Rules and Regulations.
DV-Basic Vehicle Mechanical Skills.
Language Requirements:
For General Service jobs: Knowledge of English and/or UN working language of the duty station if not English.
b. Work Experience
Required:
โข Minimum 2 years of relevant work experience as a driver with a safe driving record.
โข Experience in driving a variety of vehicles, including manual and automatic transmission.
โข Familiarity with local traffic laws and routes, including ability to navigate in both urban and rural areas.
โข Experience in transporting personnel, goods, or documents in a professional environment.

โข Knowledge of local road networks, routes, and prevailing security conditions is required.
โข Ability to perform basic vehicle maintenance and daily technical checks; a background in mechanics and knowledge of vehicle electronics is considered an asset.
โข Familiarity with radio and communication equipment, as well as GPS and navigation systems, is desirable.
โข Strong commitment to road safety, protocols, and adherence to security procedures is mandatory.
โข High level of responsibility, reliability, and punctuality.
โข Ability to remain calm and exercise sound judgment under pressure and in challenging environments.
โข Demonstrated respect for confidentiality, integrity, and organizational rules and protocols.
โข Previous driving experience with armored vehicles is considered a strong asset.
โข Must possess a valid (A/B) driverโs license.
โข Minimum of one year of driving experience; experience with the UN, International NGOs, transportation, and/or logistics is considered a strong asset.
