Office/Unit/Project Description
UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience in order to sustain development results. The Bureau for Management Services (BMS) is based in UNDP Headquarters, New York, and with outposted locations across multiple country locations, regional hubs, and global shared service centers. Within BMS are various units and under its Directorate is the Compliance Unit which provides client-centered, data-driven, cross-cutting solutions to support agile operations, enabling UNDP to deliver effective and sustainable development results. The unitย supports UNDPโs operational performance and organizational effectiveness through the provision of the corporate audit coordination support, analysis and advice; Enterprise Risk Management (ERM) support in partnership with relevant stakeholders across UNDP; and leading the maintenance of UNDPโs Programme and Operations Policies and Procedures (POPP) portal and works closely with the policy owners to update the corporate platform when policies and procedures are updated by them.
The Programme and Operations Policies and Procedures (POPP) is UNDPโs centralized online resource of UNDPโs Regulations, Rules, Policies and Procedures. The POPP is the single authoritative source of prescriptive content on UNDP programming and operational requirements. The POPP platform (https://popp.undp.org) incorporates updates on a periodic basis, to align the organizationโs changing business processes and needs. The POPP platform is managed by BMS/ Compliance Unit.ย
As part of the corporate audit coordination role, the Compliance Unit supports external and internal audit preparation, coordination, corporate analysis, periodic monitoring, and reporting (including to the OPG), and related improvement initiatives in partnership with the relevant bureaus, offices and other relevant stakeholders in UNDP and in line with best practices, by providing audit management support, advice, and coordination. The Compliance Unit ensures constructive dialogue, while maintaining positive relationships, with the Executive Board and oversight bodies i.e., United Nations Board of Auditors (UNBOA), the Office of Audit and Investigations (OAI), Joint Inspection Unit (JIU) and the Audit and Evaluation Advisory Committee (AEAC).ย
Scope of Workย
Under the direct supervision and guidance of the Management Specialist - Corporate Policies and Procedures, the Content Management Specialist supports BMS in its day-to-day role as the corporate custodian of UNDPโs centralized online resource of regulations, rules, policies and procedures - POPP platform (https://popp.undp.org).ย
Key responsibilities include:
Content management of the POPP platform comprising of:
Management and coordination of the publications of policies, procedures and documents. Ensuring content readability and consistency in UNDP terminology. Alignment to POPP formatting standards. Content accuracy validation, including links to other library content, policy focal points and policy review/effective dates. Archiving outdated content and management of content archive and content versions.Translation management of POPP content into French and Spanish comprising of:
Update and publication of POPP content in French and Spanish. Liaising with reviewers of translated content during quality assurance (QA) review process.Communication related to POPP content updates comprising of:
Continuous update of policies, procedures, documents, Whatโs New and policy area landing pages.ย Liaising and collaborating with policy owners on POPP updates.ย Development, update and publications of business process visual guides of the POPP platform.ยNextGen POPP comprising of:
Contribution and collaboration on the NextGen POPP implementation, evolution and transition to subsequent Drupal versions. Development and maintenance of taxonomies and vocabularies to support the search functions of the NextGen POPP. Management of the POPP Google Analytics. Collaboration on the implementation of the POPP Azure OpenAI Chatbot Service and integration with other UNDP chatbot services.ยPerform other work as assigned by the Chief of the Compliance Division, Office of Budget, Performance and Compliance, BMS. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Content Management Specialist will work under day-to-day guidance and supervision of the Management Specialist - Corporate Policies and Procedures, and with a dotted reporting line to the Chief of the BMS/Compliance Unit. The incumbent will be responsible for the fulfilment of the duties and responsibilities as specified above. The incumbent will be responsible for arranging their own laptop and Internet access. UNDP will provide the incumbent with access to UNDPโs digital resources, systems, training and tools.

Minimum Education requirements
Advanced university degree (masterโs degree or equivalent) in Communications, Journalism, Information Management, Digital Media, Development Studies, Languages or a related discipline is required OR.ย A first-level university degree (bachelorโs degree) in one of these fields in combination with two additional years of qualifying experience will be given due consideration in lieu of Masterยดs degree.Minimum years of relevant work experience
Minimum 5 years (with masterโs degree) or 7 years (with a bachelorโs degree) of progressive working experience in content management is required.Required skills
