Background:

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Frameworkโ€™s (UNSDCF) outcomes:

Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector. Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities. Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.

UN Women Palestineโ€™s three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1). Governance and participation in public life; (SP Impact 2). Womenโ€™s Economic Empowerment; (SP Impact 3). Ending Violence Against Women and Girls; SP Impact 4. Women peace and security, Humanitarian & Disaster Risk Reduction.

After the escalation of hostilities following 7 October 2023, the situation in OPT has changed dramatically. The Flash Appeal for the Occupied Palestinian Territory is targeting 2.7 million people in critical need of assistance across the OPT, where humanitarian needs have been driven by the protracted Israeli occupation of more than 56 years, 16 years of the Gaza blockade, and recurrent hostilities between Israeli security forces and Palestinian armed groups. Today, the Palestinians in Gaza are seeking to survive under an ongoing siege and heavy Israeli military operations. Between 7 October 2023 and 14 May 2025, the humanitarian crisis in Gaza has reached catastrophic levels, with more than 52,862 Palestinians have been killed (8,304 women) and more than 119,648 injured in the Gaza Strip. 90% the population of Gaza has been forcibly internally displaced, many of them multiple times. The loss of life and severe humanitarian needs are at unprecedented levels. According to IPC analysis, 470,000 people face catastrophic (Phase 5) levels of acute food insecurity. No humanitarian aid has entered Gaza since March 2, 2025, due to Israel's blockade, exacerbating the food and medical crises.

Violence has continued to spread beyond Gaza, with unprecedented number of 970 Palestinians killed (21 women) and 8,578 injured by Israeli forces or settlers, in the West Bank. Demolitions of public infrastructure and housing continue, and the revocation of Israeli work permits, and other movement restrictions have also significantly impacted the livelihoods of Palestinians in the West Bank. Beyond the severity of everyday needs, the immense psychological toll of the crisis on the population in the OPT is devastating.

The Crisis Response Framework of UN Women Palestine is structured around three pillars: 1) Providing life-saving assistance to women and girls, including through supporting womenโ€™s organizations, 2) Strengthening accountability towards gender commitments in the coordination and implementation of the humanitarian response, and 3) Supporting Palestinian women to meaningfully influence political decision-making at all levels.ย 

UN Women Palestine is an active member of HCT and coordinates efforts to integrate gender across the humanitarian programme cycle in close partnership with other humanitarian actors through the Gender in Humanitarian Action Working Group (GiHA WG) which UN Women co-chairs. Throughout the current crisis, UN Women and the GiHA WG have produced thematic Gender Alerts on the gendered impacts of the crisis. UN Women also leads the efforts to establish and operationalize an interagency community feedback mechanism in the Occupied Palestinian Territory (OPT).ย 

One of the challenges to successful gender coordination is the lack of gender disaggregated and gender-specific data to generate meaningful structured analysis that will inform the decisions, advocacy, and programme design of the humanitarian community, including the Humanitarian Country Team and the HC/RC. There is also a need to enhance the interagency information management capacities to support accountability to the affected population in OPT. Lastly, GiHA WG in OPT works closely with OCHA and through this request, GiHA WG will support OCHA and other stakeholders to ensure gender data is streamlined in the HNO/HRP, the MSNA as well as cluster response plans where relevant.

Thus, the Country Office is seeking to hire an Information Management Specialist to highlight the gendered impact of the crisis, and to inform and enhance the humanitarian response and the coordination efforts of humanitarian actors. The requested support will benefit the COโ€™s efforts both in the West Bank and Gaza.ย  The consultant will help highlight the various contributions of UN Women in the humanitarian sphere while supporting the humanitarian coordination mechanisms in Palestine as part of the country humanitarian response effort through the provision of timely and accessible gender data. This will also benefit the humanitarian actors overall in their interventions.ย 

This consultancy is urgently needed to maintain and expand the level of support to the humanitarian community at the time of unprecedented humanitarian crisis, to build an information base for response planning, and to expand advocacy efforts on multiple fronts using gender and social inclusion analysis.ย 

The Information Management Specialist will be home-basedย and willย report directly to the Head of Gaza sub-office and work closely with WPSHA colleagues, in particular the GiHA Specialist/GiHA WG co-chair.ย 

Description of Responsibilities /Scope of Work

Integrate gender focus in upcoming data collection and analysis for humanitarian action.

Lead the production of gender/SADD data in Palestine, through primary and secondary data collection and ensure the systematic application of the new UN Women data collection tools in emergencies, in close collaboration with the data and results team.ย  ย  Advise on gender integration in inter-agency assessments, analysis and methodologies planning to ensure that data collection efforts are gender responsive and will capture gendered impacts of the war. Support the information management of the new interagency community feedback mechanism and producing and disseminating accurate information and data on trends, needs, priorities of affected people. Participate and contribute inputs to the humanitarian data and information management bodies (such as the Information Management Working Group, the Assessments and Analysis Working Group)) Coordinate specific efforts in mainstreaming gender in sectoral assessments including WASH, Education, SGBV, CP, Health, Nutrition, Shelter, Food Security and MSNAs Work closely with the Regional Data and Results team and contribute to the development and promotion of a regional gender in emergencies dashboards, GenForm. Build capacities for WLOs/WROs in data collection and gender analysis.

Improve accessibility of gender data for cluster leads and humanitarian leadership.

Develop data collection and analysis systems in coordination with the information management efforts at the inter-cluster level and develop strategies that optimize statistical efficiency and quality humanitarian affected area. Conduct data collection and analysis, support UN Women and GiHA WG in producing Gender Alert infographics as needed. Provide technical support to inter-agency coordination groups on to ensure gender mainstreaming on assessments and data presentation and utilization.ย  Provide key gender data to UN Women leadership and GiHA WG co-chairs to adequately brief the HCT, ICCG and other coordination mechanisms on the gender dynamics in the current crisis Support the development of visualization and data dissemination strategies for GiHA WG (e.g. map, dashboards, infographics, etc)ย  Participate in and provide support to joint inter-agency UN planning processes and similar exercises. Identify and disseminate lessons learned and good practices in collaboration with the Country and Regional offices and humanitarian team of UN Women.

Provide information management support to UN Womenโ€™s programmatic activities in Palestineย 

Working closely with M&E colleagues, collate reach data from UN Women partners, and share aggregated results through the design of snapshots and reports Provide technical and capacity building support to UN Women partners on humanitarian analysis, SADD, data collection, and M&E. Support the preparation of technical reports, data snapshots and provide inputs for documentation ensuring accuracy, timeliness and relevancy of information and results. Develop visualization, collection and quality assurance of primary data and information elements (e.g., maps, dashboards, infographics and financial/resource analysis).

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Qualifications

Education and Certification:

Masterโ€™s degree or equivalent in gender, international relations, international development, or other social science fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.

Experience:

At least 5 yearsโ€™ experience in humanitarian information management, including M&E, results-based management, and humanitarian action Experience working on cross cutting issues including gender and/or protection and/or accountability to affected populations (AAP) is required Experience working in humanitarian response and on humanitarian coordination, including experience with the cluster system is strongly desirable. Experience working with diverse stakeholder groups or multi-stakeholder partnerships is highly desirable. Experience working with the UN and/or NGOs is desirable; andย  Experience working in the Arab region is desirable.

Languages:

Fluency in English is required Working Knowledge in Arabic is desirable.ย
