Work LocationRemotely Expected duration4 months Duties and ResponsibilitiesScope and Objectives The UNRSF “Safe & Inclusive Road Design in North & West Africa” project led to the development of nationally formulated recommendations to strengthen the safety offered by road infrastructure, particularly with regard to vulnerable users, in Mauritania, Senegal & Morocco This work now paves the way for the development of national roadmaps aimed at ensuring a coherent, progressive and measurable implementation and futureproofing of these recommendations, which form the subject of these Terms of Reference specifically for Morocco. The objective of the present assignment is to develop a structured, realistic and shared roadmap aimed at the effective implementation and future proofing of the recommendations within a national framework for Morocco. Specific objectives: Review the results of the 2025 road design standards assessment and recommendations in order to identify responsibilities and sequence actions appropriately. Propose an implementation framework (timeline, responsibilities, resources, indicators) including a process to support further periodic reviews. Promote ownership of the roadmap by national stakeholders through a participatory seminar. Duties and Responsibilities The consultant is responsible for the following tasks: Analysis and framing: 1. Study the results and conclusions of the periodic standards review process (2025); 2. Propose a time phasing (short, medium, long term); 3. Identify the responsible actors and the mechanisms for institutional coordination. 4. Define monitoring and evaluation indicators. 5.Identify risks and constraints, as well as mitigation measures. Preparation and facilitation of the seminar: 1. Design the agenda, objectives and methodology of the one-day seminar. 2. Prepare presentation materials and participatory work tools. 3. Present the roadmap to the participants. 4. Facilitating and guiding multi-stakeholder discussions and exchanges. 5. Collect and structure feedback and recommendations from participants. Finalization: 1. Incorporate the comments from the seminar. 2. Finalize the roadmap. Write a summary report of the seminar, including the main conclusions and avenues for implementation. Qualifications/special skillsFirst level university degree in Civil Engineering, Transport Engineering, Road Safety Engineering, Urban/Transport Planning, or a closely related field with a strong focus on road design and traffic safety is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 6 years of professional experience in the field of road safety is required. Demonstrated experience in developing national or sectoral strategies, implementation roadmaps, or policy frameworks, including translating assessments and plans into actionable priorities, timelines, institutional roles, and monitoring and evaluation mechanisms is required. Knowledge of the road design guidelines and institutional road safety structure in the host country is desirable. LanguagesEnglish and French are the working languages of the United Nations secretariat and Arabic is a working language of ESCWA. For this position, Fluency in French is required. Knowledge of Arabic is desirable. Notes: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “knowledge of” equals a rating of ‘confident’ in two of the four areas.
