Result of ServiceThe objective of this assignment is to develop a structured, realistic and shared roadmap aimed at the effective implementation and future proofing of the recommendations within a national framework for Mauritania. Respective Outputs The consultant will be required to produce the following deliverables in French, in editable formats (Word and PowerPoint). Output 1- Provisional roadmap The first deliverable will be a draft roadmap, presented in a preliminary version. This document will establish the strategic and operational framework for implementing the recommendations established by 2025, based on the results of the national plan and the standards assessment. It will specify the priorities for action, the timeline, institutional responsibilities, and the main elements of monitoring and evaluation. This preliminary version will serve as a working document for discussions and validation during the seminar and will be submitted to the International Road Federation (IRF) for preliminary review. Output 2- Agenda, materials and tools for the seminar The consultant will prepare all the necessary materials for planning and facilitating a one-day seminar. This will include a detailed and structured agenda, as well as presentation materials to outline the project context, the results of the standards assessment, and the proposed roadmap. The consultant will ensure that these materials facilitate understanding, discussion, and active participation. All of these materials will be shared with the IRF prior to the seminar for approval. Output 3- Final roadmap Following the seminar, the consultant will produce the final version of the roadmap, incorporating in a structured manner the comments, recommendations, and adjustments resulting from discussions with stakeholders. This final version will serve as an operational reference document to support the gradual implementation of the national recommendations and must reflect a sufficient level of consensus among the relevant actors. The final roadmap will be submitted to the IRF for formal validation. Output 4- Seminar Summary Report The consultant will prepare a summary report of the seminar, outlining the day's proceedings, the main discussions, and the key messages that emerged. This report will highlight the recommendations made by participants, the areas of convergence identified, and the proposed next steps for implementing the roadmap. It will aim to document the consultation process and facilitate subsequent monitoring of the agreed-upon actions. All deliverables must be submitted within the deadlines agreed with the International Road Federation (IRF) and take into account the comments made during the review phases. Work LocationRemotely Expected duration4 months Duties and ResponsibilitiesScope and Objectives The UNRSF โSafe & Inclusive Road Design in North & West Africaโ project led to the development of nationally formulated recommendations to strengthen the safety offered by road infrastructure, particularly with regard to vulnerable users, in Mauritania, Senegal & Morocco This work now paves the way for the development of national roadmaps aimed at ensuring a coherent, progressive and measurable implementation and futureproofing of these recommendations, which form the subject of these Terms of Reference specifically for Mauritania. The objective of the present assignment is to develop a structured, realistic and shared roadmap aimed at the effective implementation and future proofing of the recommendations within a national framework for Mauritania. Specific objectives: Review the results of the 2025 road design standards assessment and recommendations in order to identify responsibilities and sequence actions appropriately. Propose an implementation framework (timeline, responsibilities, resources, indicators) including a process to support further periodic reviews. Promote ownership of the roadmap by national stakeholders through a participatory seminar. Duties and responsibilities Analysis and framing: Study the results and conclusions of the periodic standards review process (2025); Propose a time phasing (short, medium, long term); Identify the responsible actors and the mechanisms for institutional coordination. Define monitoring and evaluation indicators. Identify risks and constraints, as well as mitigation measures. Preparation and facilitation of the seminar: Design the agenda, objectives and methodology of the one-day seminar. Prepare presentation materials and participatory work tools. Present the roadmap to the participants. Facilitating and guiding multi-stakeholder discussions and exchanges. Collect and structure feedback and recommendations from participants. Finalization: Incorporate the comments from the seminar. Finalize the roadmap. Write a summary report of the seminar, including the main conclusions and avenues for implementation. Qualifications/special skillsA Bachelor's degree in Civil Engineering, Transport Engineering, Road Safety Engineering, Urban/Transport Planning, or a closely related field with a strong focus on road design and traffic safety is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 6 years of professional experience in the field of road safety is required. Demonstrated experience in developing national or sectoral strategies, implementation roadmaps, or policy frameworks, including translating assessments and plans into actionable priorities, timelines, institutional roles, and monitoring and evaluation mechanisms is required. Knowledge of the road design guidelines and institutional road safety structure in the host country is desirable. LanguagesEnglish and French are the working languages of the United Nations secretariat and Arabic is a working language of ESCWA. For this position, Fluency in French is required. Knowledge of Arabic is desirable.
