Qualifications
Background
The Health Systems, Governance and financing unit is supporting countries within the Region to generate evidence at country levels to support advocacy for the needed legal reforms for Universal Health Coverage. This will help to inform planning for the needed legal reforms, tracking and reporting on progress in improving laws in the regional. To facilitate this, assessments of the current status of UHC laws in AFRO countries are being conducted in all countries to establish the current status and also inform targeted country support for the required legal reforms to facilitate progress towards UHC. A consultancy firm have been recruited to undertake the country assessments and a WHO Technical Working Group established for oversight. This work is being done in collaboration with International Parliamentary Union (IPU).
To boost the capacities of the AFRO HSG team, a suitably qualified consultant with expertise in public health law will be recruited with the following terms of reference.
Deliverables
Tasks to be performed by consultantย
- Update and manage AFRO repository of country UHC-related laws and other technical materials collected during the assessment done in phase 1 to allow subsequent systematic country follow up.
- Facilitate data collection, analysis, and formulation of draft country reports that demonstrate gaps and propose next steps.
- Coordinate the validation of draft country results, including the participation of parliamentarians, and the production of final country reports.
- ย Produce draft regional synthesis report from the analysis of all country reports, including recommendations for country focus support.
- Produce a final tool for assessing countryโs legal framework for UHC by incorporating experiences in the rapid assessment process.
- Initiate the production of technical resource materials that can facilitate legal reforms in countries.
Deliverables
- ย A comprehensive and up to date AFRO repository of country UHC-related laws and other strategic documents is developed.
- The final โcountryโs legal framework for UHCโ assessment tool, with incorporated lessons learnt, is available.
- Validated country assessment reports, with recommendations on the next steps, available.
- A regional synthesis report on the status of UHC related laws is available for publication.
- Draft technical resource materials are available.
- A regional framework for monitoring progress in UHC laws reforms available
- A plan for focused country support as next steps is available.
Qualifications, experience, skills and languages
Educational Qualificationsย
Essential
A first university degree in Law.
Desirable
Post graduate degree in Law. An advanced degree in public health, health policy, health economics
or other field relevant to the role.
Experience
Essential
- At least five years' experience working on health law and policy.
- Demonstrated experience inย
project management and implementation, promoting collaborative partnerships and donor reporting.
- Demonstrated research skills.
Desirable
- Work experience with UN Agencies and international development partners. Experience working
on health system strengthening and health governance.
- ย Exposure at the international level.ย
Experience in health systems strengthening and UHC/SDGs in resource limited countries.ย
Skills/Knowledgeย
Demonstrated knowledge of law, with links to public health, including policy analysis and social protection in resource limited countries.
Proven and excellent research skills with ability to summarize technical analyses in clear and accurate reports.
- Excellent presentation skills and ability to write and produce technical documents in a clear and concise manner based on the views of multiple stakeholders and partners.ย
Languages and level requiredย
Essential: Expert knowledge English, and
Intermediate knowledge of French.
Desirable: Intermediate Knowledge of Portuguese is an advantage.
Location
On site for insurance purpose: Home based with duty travels during the course of the consultancy (Countries to be determined).
Travel
The consultant is expected to travel.ย ย
Remuneration and budget
Payband levelย B : Monthly rate USD 7,000.
ย Duration of contract
Five (5) months.
