聽1.聽聽聽聽聽 Purpose of consultancy
The purpose of this consultancy is to support the finalization of the 72nd WHO EM Regional Committee (RC)聽Technical Paper on Palliative Care (PC) and roll out of the second cohort of the related PC blended course.聽
聽 聽 聽 2.聽聽聽聽聽 Background 聽
WHO defines palliative care as an approach that aims to improve the quality of life of patients and their families facing the difficulties associated with life-threatening illness, through the prevention and relief of suffering by means of early identification, assessment and treatment of pain as well as physical, psychosocial and spiritual problems. Palliative care in most of the Eastern Mediterranean Region (EMR) countries remains at an early stage of development, with weak strategic planning by governments for palliative care services. The situation is further complicated by difficult political situations, weak health-care systems, and conflicts in some countries in the Region, creating a disequilibrium between the weakened health services and the increased demand for palliative care.聽
聽WHO Eastern Mediterranean Regional Office (EMRO) aims to provide the required technical assistance towards strengthening palliative care integration in the EMR. WHO EMRO seeks a part-time consultant to finalize the Technical Paper and Regional Framework for Action on Palliative Care (PC) 聽for its 72nd RC, oversee the administration of the second cohort of the related blended course on PC, coordinate the PC Expert Network meetings, and develop a curriculum for PC integration into primary health care.
3. Deliverables
Output A. Technical Paper and Resolution (by Oct 2025)聽 聽聽
路 聽 聽 聽 Finalize the technical paper on palliative care, including its framework and resolution.
路 聽 聽 聽 Prepare a presentation to accompany the resolution for MoH to be completed by September 2025.
路 聽 聽 聽 Coordinate with the WHO collaborating center on Palliative care to support finalization of the EMR Palliative care Atlas in time for RC72
Output B. Blended Course Administration (Sep鈥揇ec 2025)聽
路 聽 聽 聽 Coordinate with the human resources working group, APCA, and other partners for course logistics.
路 聽 聽 聽 Upload and manage course materials on Moodle.
路 聽 聽 聽 Enroll students and provide administrative and teaching support for Saturday and Tuesday sessions.
路 聽 聽 聽 Facilitate and deliver trainings sessions as needed in EMR member states.
Output C. Expert Network Coordination (Sep鈥揇ec 2025)
路 聽 聽 聽 Organize and document four monthly meetings of the Expert Network of Palliative Care working group: research, human resources, policy and service delivery.
Output D. Curriculum Development (Sep鈥揇ec 2025)
路聽 聽 路 聽 聽 聽 Design a curriculum for integrating palliative care into NCD management at the primary health care level.
Output E. Publications Follow-up (Sep鈥揇ec 2025)
路 聽 聽 聽 Initiate and coordinate the development of relevant publications related to palliative care and NCDs.

聽 聽4. Qualifications, experience, skills and languages
Educational Qualifications:聽聽
Essential
Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in Medical Sciences and/or Palliative Care. 聽
Experience
聽 聽 Essential
路 聽 聽 聽 Minimum of 5 years of teaching experience in palliative care or related fields.聽聽
路 聽 聽 聽 Proven experience in curriculum development and e-learning platforms (e.g., Moodle).
路 聽 聽 聽 International experience is mandatory.聽
路 聽 聽 聽 Previous work with WHO or other international health organizations is an asset.
Skills/Knowledge:
路 聽 聽 聽 Strong coordination and stakeholder engagement skills聽
路 聽 聽 聽 Excellent writing and presentation skills.

Languages and level required (Basic/Intermediate/Expert):

The selected consultant will be required to travel to facilitate PC trainings/events.聽
