WRI Indonesia seeks to assist the Government of Indonesia in enhancing and mainstreaming innovative low-carbon development approaches to transform and decarbonize the transportation sector including addressing mobility issues in metropolitan cities of Indonesia that would pave the way for sustainable development and help achieve the governmentโs bold climate target ie. Net zero-emission.
WRI Indonesia in collaboration with the UK Government through its Foreign Commonwealth and Development Office (UK FCDO) has initiated partnering cooperation under the UK Partnering for Accelerating Climate Transitions (UK PACT) to provide programmatic and technical advisory support in expediting decarbonization in Transport sector and tackle climate crisis. The project, which holds the title โAdvancing MRV System for Emission Inventory and Mitigation Actions to accelerate Transport Decarbonization in Indonesiaโ, recognizes the role of WRI Indonesia to lead policy advocacy, technical support, and analytics to National governments, particularly in designing tools and composing strategies for the transition towards a low-carbon and inclusive transportation system. This initiative builds on WRI Indonesiaโs support for the Ministry of Transport over the past two years. Together with consortium partners, the UK PACT project strengthens evidence-based policy making and monitoring systems for transport mitigation actions. Additionally, it supports stakeholders in tracking progress toward Indonesiaโs Nationally Determined Contributions (NDCs) and in developing robust low-carbon strategies for the transportation sector.
Job Highlight
The Planning, Monitoring, and Reporting Consultant will support the support program planning and implementation as well as ensure alignment across partners, including Logical Framework and Monitoring and Evaluation Plan and reporting, and other support across UK PACT Project. Key responsibilities include developing and finalizing Theory of Change, elaborating the MEL framework and plan, identifying indicators and conducting the MEL process in collaboration with the partners, providing capacity building to the partners, ensuring integration of GEDSI (Gender, Equity, Disability and Social Inclusion) to the MEL process, as well as managing report and result of the UK PACT program to the Donor.
This position will report directly to Urban Development Senior Program Lead with close collaboration with Head of PMEL and MfR, and other Program Managers from the partners. This position will be based in Jakarta with office-flex working arrangement and travel requirement as assigned. What You Will Do
Planning, Monitoring, and Reporting Technical Support (60%)
- Work with the Urban Development Senior Program Lead and partners with support from WRI PMEL unit to develop MEL plans for the project including helping the partners finalize their results framework, develop, or refine indicators, and set baselines and methods for data collection to meet internal and external standards.
- Lead the development of Result Monitoring Plan (RMP) to support and operationalize a monitoring and reporting system for UK PACT Project in consultation with WRI PMEL unit
- Monitor the program implementation, assist the program to perform the outcome in line with measurement framework and tools for UK PACT Project.
- Ensure a consistent data collection and reporting approach for the partners and lead relevant MEL capacity building for the partners. Convene meetings with the partners to address challenges as needed.
- Collect the data of project implementation and ensure maintenance of accuracy, relevance, integrity, timeliness of data collected to verify the project progress and achievement.
- Assisting Urban Development Senior Program Lead in synchronizing and ensuring the alignment of new initiative outside the coalition coming from state and non-state actor in net zero emission-related action.
- Work closely with the Urban Development Senior Program Lead and Communications Team to translate the data into simple, powerful messages that resonate with various stakeholders and audiences.
- Responsible in managing data including project documentation, knowledge product and another product produced by the project.
- Contribute to the outcome and impact evaluations for the program and support the baseline, midline and end-line data collection.
- Archive and store all the working document and product knowledge into systematic knowledge management, by giving insight on project lesson learned and future delivery strategies.
Institutional Support (30%)
- Work with the Urban Development Senior Program Lead to support the team with annual/ bi-annual planning, reporting, and proposal development
- Ensure the Urban Development Senior Program Lead, partners, and the donor is regularly updated on the state of data collection and can proactively respond to any developing issues.
- Collaborate with and support the Global Managing for Results (MfR) team to enhance PMEL practices and culture across the Coalitionโs network, including participation in the PMEL Community of Practice
Other Supports (10%)
- Support the team in communications tools (slide deck, letters, presentations, etc.) to make sure the team is equipped with the right and aligned program progress and achievement
- Work with the Communication team to monitor and support the publications process, including outreach planning, production, and distribution.
- Work with the Project Operation Specialist on tracking budget spending, utilization of program deliverable, and program inventory data by giving early warning messages on its performance.
What You Will Need
- Bachelor's degree, or equivalent, in Social Studies, Development Studies, Public Policy, Statistics, Environmental Science, or other related fields. Masterโs is preferred.
- Minimum of 4 (four) years of professional experience in planning, monitoring and reporting of development program.
- Strong understanding on theory of change and monitoring and evaluation principles particularly management of data, qualitative tools and evidence-based reporting.
- Experience in quantitative and qualitative research including data collection, analysis and interpretation of data, visualizing data, and report writing.
- Demonstrated experience in making work plans and reports.
- Ability to identify project risks and seek support to manage them with manager guidance
- Proficient in the use of a range tools to support project monitoring and tracking activities
- Excellent competency in Microsoft Excel and Word.
- Ability to work effectively within a tight deadline in a fast-paced office environment and rapidly changing priorities, both independently and as part of a global team.
- Strong interpersonal skills, good track record to work effectively in a team with different cultures and professions to achieve expected objectives, including the ability to encourage collaboration with other programs, international offices, and partners.
- Ability to finding the suitable indicators to measure advancement of the project
- Proficient in both Bahasa Indonesia and English, with a strong emphasis on written and spoken communications (additional language skills are welcome);
- Ability and willingness to travel as assigned
- Legally able to work in Indonesia
Duration
This position is expected to start immediately with a contract period up to 31 October 2025.
Deliverables
- Final UK PACT MEL framework and plan
- Result Monitoring Plan (RMP) is developed in a timely and satisfactory manner to support and operationalize monitoring and reporting system for UK PACT project.
- Final Standard Operating Procedure (SOP) to operationalize a monitoring and reporting system for UK PACT Project.
- UK PACTโs internal and external progress reports are produced on a regular basis and submitted in a timely manner
- Proper record and dissemination on Minutes of Meeting from the stakeholders' engagements undertaken during the course of the project.
Terms of Payment
Daily rate-based consultant with a maximum of 20 (twenty) working days per month on average
Contract Arrangement
Individual consultancy contract (Part-time, limited term)
