Work LocationBogota, Colombia Expected duration8 months Duties and ResponsibilitiesBackground Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015โ€“2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk, working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. The Andean region is characterized by complex geophysical and climatic conditions that expose countries to a wide range of disaster risks, including earthquakes, floods, landslides, and droughts. These hazards are exacerbated by social and economic vulnerabilities, rapid urbanization, and environmental degradation. In this context, interagency collaboration is essential to strengthen national and regional resilience. Coordination with agencies such as the World Food Programme (WFP), which leads initiatives in anticipatory action and food security, is key to ensuring a comprehensive and inclusive approach to disaster risk reduction. Colombia, as a member of the Andean Community, has made significant progress in advancing disaster risk governance and implementing innovative financing mechanisms. In alignment with the Sendai Framework for Disaster Risk Reduction 2015โ€“2030, particularly Target C, which aims to substantially reduce direct disaster economic loss in relation to global gross domestic product (GDP) by 2030, this consultancy will contribute to increasing investments in DRR through the development of a national DRR financing framework. The consultant will be based in Colombia and will report to the Economic Affairs Officer of the Regional Office for the Americas and the Caribbean. Duties and Responsibilities โ€ข Collect and analyze existing data on disaster events from the past 10 years using secondary sources such as EM-DAT, DesInventar, national disaster databases, and regional reports. โ€ข Use modeling tools such as the Global Infrastructure Risk Model (GIRI) from Coalition for Disaster Resilient Infrastructure (CDRI) and the Debt-Investment-Growth and Natural Disasters (DIGNAD) model from the International Monetary Fund (IMF) to estimate direct and indirect economic impacts of disasters. โ€ข Conduct desk research on the current DRR financial landscape, including national budgets, private sector investments, and Official Development Assistance (ODA) in DRR, climate change adaptation, anticipatory action, and Multi-Hazard Early Warning Systems (MHEWS). โ€ข Identify barriers and gaps in access to DRR financing, particularly at the local level. โ€ข Organize and facilitate workshops to validate preliminary findings and assess the feasibility of budget tagging and other financial tracking approaches. โ€ข Evaluate DRR financing needs by reviewing Colombiaโ€™s national DRR strategy, National Strategy for Financial Disaster Risk Management, National Adaptation Plans, and other relevant development frameworks. โ€ข Conduct prioritization workshops to classify and rank investment needs based on national priorities and resilience themes. โ€ข Identify potential financing optionsโ€”both existing and innovativeโ€”for prioritized investment needs, and map potential implementation partners. โ€ข Finalize a DRR financing implementation plan and present results to senior government officials and stakeholders. โ€ข Coordinate closely with national institutions, including Unidad Nacional para la Gestiรณn del Riesgo de Desastres (UNGRD), Departamento Nacional de Planeaciรณn (DNP), Ministry of Finance, and other relevant entities. โ€ข Ensure inclusive participation of private sector actors, civil society, and other relevant stakeholders in national coordination processes. โ€ข Coordinate with the World Food Programme (WFP) regional project team to align efforts and explore synergies in identifying innovative DRR financing mechanisms. โ€ข Prepare and organize events and workshops related to the project, including drafting concept notes and terms of reference. โ€ข Produce communication materials such as web stories and press releases to ensure visibility and dissemination of project activities and results. โ€ข Support additional DRR financing-related activities of the UNDRR Regional Office in Colombia and the Andean region, as required. Qualifications/special skillsAdvanced university degree (masterโ€™s or equivalent) in economics, disaster risk management, engineering, business administration, disaster data management, economics, or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of four (4) years of proven professional experience in developing, implementing, or managing disaster risk reduction, disaster risk management, or related fields is required. Demonstrated expertise in economic data analysis and knowledge of macroeconomics and disaster risk reduction financing mechanisms is required. Experience in education, facilitation of workshops, and multi-stakeholder project implementation is required. Experience working with the Colombian public sector is desirable. Knowledge of disaster risk financing, including economic impact models, econometric modeling of disaster impacts, and the development and application of disaster risk transfer mechanisms is desirable. LanguagesEnglish and French are the two working languages of the United Nations Secretariat. Fluency in Spanish for this consultancy is required. Knowledge of English is desirable.
