DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Senior Director of the Services Department (SD/S), and the joint supervision of the Head of the WHO-WMO Climate and Health Joint Office the tasks of the Senior Advisor for Climate and Health will provide expert advice and strategic support to the WHO-WMO Joint Office for Climate and Health, the GHHIN Network, and WMO subsidiary bodies responsible for health and extreme heat related activities in WHO-WMO Implementation Plan for Integrated Climate Science and Services.
Specific tasks include:
1. Support and guide the development of new implementing mechanisms for integrated climate and health services, including formation of a high-level advisory group, support to the planning and organization of expert meetings, drafting and reviewing key strategic documents, Terms of Reference, and participating in selection panels.
2. Provide expert advice and support to develop an operational Climate Science and Services Accelerator Blueprint; including prepare defining outlines and detailed drafts of key targets, functions, components, implementation pathways, and regional actor mapping. The role also involves facilitating expert and partner consultations, incorporating their inputs into the evolving blueprint document, and leading targeted engagements to align stakeholders, and generate momentum toward the Blueprint's implementation.
3. Advance strategic efforts for country support in heat risk governance and early warning systems, including development of new proposals; engagement with key stakeholders; and planning and convening of country and regional workshops.
4. Support the Global Heat Health Information Network (GHHIN) by leading the development and coordination of key activities and participation in strategic and expert meetings. QUALIFICATIONS
Education
Master's degree or equivalent in environmental studies or a closely related field (Public Health, Medicine, Environmental Science, Meteorology, or applied sciences relevant to climate and health applications, such as data science, physics or engineering. A first level university degree with two (2) additional years of relevant experience will be accepted in lieu of a master's degree.
Experience
- At least 20 years demonstrated technical experience with policy and planning in government or international agencies, specific to climate services, public health, and extreme heat risk management.
- Experience developing strategic plans, terms of reference, and funding proposals
- Proven ability to align multi-stakeholder efforts (e.g., governments, donors, health and meteorological agencies) within global or national strategies
- Success in agenda-setting, consensus-building, and designing operational mechanisms for networks or initiatives
- Skilled in drafting technical papers, strategy documents, consultation summaries, and policy and project proposals
- Ability to translate complex scientific and policy information into clear, actionable content for diverse audiences
- Strong analytical skills to synthesize inputs from expert consultations into evolving deliverables
- Experience leading multi-sectoral consultations and strategic workshops, both virtually and in person
- Strong interpersonal and negotiation skills for engaging with governments, donors, and institutional partners
- Familiarity with network coordination (e.g., technical support units, advisory boards, expert groups)
- Ability to manage multiple workstreams under tight deadlines and across diverse geographic contexts
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
