Organizational Setting

 

The Division of Budget and Finance (MTBF) manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.

The Accounts Payable Section (APS) is responsible for processing payments to suppliers and other contractors, payments of salaries and other benefits and entitlements to staff, staff and non-staff travel, travel and events finance, and other payments in respect of financial obligations of the Agency.
 

Main Purpose

 

The Financial Process Specialist supports the Section Head, Accounts Payable, to refine and redesign the processes in the Accounts Payable Section and to implement the recommendations stemming from MTBF's Functional Review process.

 

Functions / Key Results Expected

 

• Collect data, information, pain points as well as best practices in service excellence, more specifically in designing self-service and service-desk processes.
• Analyse various financial data and prepare statistics for work volume analysis.
• Review end-to-end processes across invoice-to-payment, payroll, staff and non-staff travel, and travel and event finance to identify inefficiencies, redundancies, and control gaps.
• Develop proposals for streamlining workflows and automating routine tasks to increase efficiency, accuracy, and timeliness of financial processing.
• Recommend enhancements to system configurations, including self-service functionalities, service-desk solutions, and workflow management tools.
• Support the design and implementation of key recommendations from MTBF's Functional Review, ensuring alignment with best practices in Accounts Payable financial service delivery.
• Draft updated Standard Operating Procedures (SOPs), guidelines, and desk instructions to reflect new processes and system enhancements.
• Provide change management support, including training materials and knowledge transfer to APS staff.
• Identify and suggest key performance indicators (KPIs) and monitoring mechanisms to measure efficiency and service quality improvements over time.

 

Qualifications and Experience

• Minimum of five years of progressively responsible experience in financial operations, with proven exposure to large, complex organizations and high-volume transactional environments.
• Strong knowledge of financial back-office functions and operations, including invoice-to-payment, payroll, staff travel, and event-related financial management.
• Demonstrated expertise in process redesign, business process reengineering, or financial shared service operations, preferably in an international or UN system context.
• Hands-on experience with ERP systems and financial IT tools, including workflow automation, self-service platforms, and service-desk solutions.
• Proven ability to develop and implement internal controls, process efficiency measures, and performance monitoring (KPIs).
• Experience in supporting organizational change initiatives in operational finance.
• Strong analytical and problem-solving skills, with ability to transform complex data into actionable insights.
• Excellent communication and interpersonal skills, with ability to engage stakeholders across different levels and drive process adoption.
• Fluency in written and spoken English.

 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
