DUTIES AND RESPONSIBILITIES
Liberia launched the Early Warnings for All Initiative in 2024. Efforts have focused in 2025 to implement their national EW4All roadmap. WMO has been working with Liberia Meteorological Services and Liberia Hydrological Services on the implementation of pillar 2 of the national roadmap. One key activity in the joint work plan is the data rescue from stations part of the LMS network.
DUTIES AND RESPONSIBILITIES
Working with WMO and LMS, the consultant will perform the following tasks:
- Conduct an assessment of available historical meteorological data records, formats, and storage conditions.
- Develop a Data Rescue Methodology Plan tailored to LMS, including tools, procedures, and quality control approaches.
- Implement data digitization, entry, and quality assurance for prioritized datasets.
- Deliver a final dataset in digital format (CSV or other agreed formats), ensuring metadata and documentation are complete.
- Provide recommendations to LMS on sustaining data rescue and archiving efforts beyond the consultancy.
Deliverables at the end of the contract
- Inception report and methodology plan (within first 2 weeks).
- Final cleaned and digitized datasets and final report (end of assignment).
QUALIFICATIONS
Education
Bachelor degree in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction.
Experience
Minimum two (2) years of experience in supporting national capacities of meteorological, hydrological or warning services. Experience in Liberia and data rescue desired.
Other requirements
Availability during the proposed period.
The consultant will provide in-country technical support, including on-site assistance.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Proposed fee: Band A: 180.00 - 240 USD per day depending upon experience, knowledge and skills.
