Project Context and Scope ย  The International Organization for Migration (IOM), established in 1951, is the leading intergovernmental organization dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants in the frameworks of the IOM Strategic Plan 2024-2028โ€™s three strategic objectives: Saving lives and protecting people on the move; Driving solutions to displacement; and Facilitating pathways for regular migration.

Since 1994, the IOM Country Office in Albania has supported the government and partners in managing migration challenges such as irregular migration, human trafficking, and displacement. The office promotes safe and orderly migration and aligns with Albaniaโ€™s migration governance and EU integration efforts. Since 2016, IOM Albania has prioritized strengthening diaspora relations as a key element of the countryโ€™s socio-economic development strategy. This includes initiatives to harness the potential of the Albanian diaspora for national development, enhance their engagement, and support the revision and implementation of the first National Diaspora Strategy 2021-2025, through the following interventions:

  • Engage the Albanian Diaspora to the Social and Economic Development of Albaniaย (2017โ€“2021) โ€“ funded by the Italian Ministry of Foreign Affairs.ย 
  • Enhancing Migration Governance and Diaspora Engagement for Development in Albaniaย (2024โ€“2025) - funded by IOM Development Fund.
  • Leveraging the Potential of Diaspora to Advance EU Accession and Labor Mobility in the Western Balkansย (2025โ€“2027) - funded by Italian Agency for Development Cooperation (AICS).

    The consultancy contributes to the successful implementation of the project โ€œEnhancing Migration Governance and Diaspora Engagement for Development in Albaniaโ€ implemented by IOM Albania in cooperation with the Ministry for Europe and Foreign Affairs (MoEFA), the State Minister and Chief Negotiator (SMCN) and the Ministry of Interior (MoI).ย The overall objective of the project is to support the Albanian Government in its efforts to effectively implement diaspora engagement strategies and schemes, recognizing the positive connection between migration and development. The project aims to ensure that the Ministry for Europe and Foreign Affairs (MoEFA) and the National Agency for Diaspora (AKD) have improved resources, knowledge, and skills for implementing diaspora engagement policies, in line with the Global Compact on Safe, Regular and Orderly Migration (GCM), theย Agenda 2030 for Sustainable Development and its Goals, as well as Albaniaโ€™s national policies and priorities including theย EU accession process.

    โ€œEnhancing Migration Governance and Diaspora Engagement for Development in Albaniaโ€ (TK0041)ย  ย  Tasks to be performed under this contract
    Under the overall supervision of the IOM Head of Office in Tirana, Albania and direct supervision of the National Programme Support & Development Officer, the local consultant will be responsible for supporting the Inter-Institutional Working Group with budgeting/costing the Action Plan that will accompany the new National Strategy on Diaspora (NSD) 2026-2030.ย  The consultant will work in a team, led by an international expert team leader, with another local expert/consultant (on drafting the strategy narrative) and in close cooperation with the IOM team.ย 

    The local consultant will be responsible for:ย 

  • Provide expert guidance to the Albanian Ministry of Europe and Foreign Affairs (MoEFA), National Diaspora Agency (AKD), and IIWG in developing the costing framework forย the Action Plan accompanying the new National Strategy on Diaspora, ensuring consistency with national planning and budgeting systems and in close coordination with the team leader and other local consultant.ย 
  • Collaborate closely with the team leader and other local consultant in reviewing relevant documents, particularly, the ex-post evaluation of the existing National Strategy on Diaspora, including institutional framework, coordination mechanisms, diaspora-related initiatives, existing gaps, and recommendations, as well as the roadmap for the new strategic Diaspora framework for Albania (2026-2030).
  • Collect and analyse dataย on existing funding mechanisms, program costs, and financial allocations relevant to diaspora-related initiatives at national and local levels.
  • Support the international team leader with the design of a Budgeting Matrix [1] and a Resource Mobilization Matrix by:
  • Engaging with relevant ministries, municipalities, and public institutions to identify resource availability, cost norms, and existing budget lines that can inform realistic costing estimates.
Assisting in mapping potential funding sources (e.g., national budget, donor funding, diaspora contributions, public-private partnerships) to support the implementation of the strategy. Working with sectoral and thematic experts to estimate costs for specific activities under each strategic objective and thematic pillar of the Action Plan. Ensuring that the costing integrates cross-cutting issues such as gender responsiveness, monitoring and evaluation, and institutional capacity-building. Provide technical input into the risk mitigation and financial sustainability sections of the Action Plan Support alignment of the Action Plan budget with national financial planning tools such as the Medium-Term Budget Program (MTBP) and other relevant budget frameworks. Support the team leader in preparing drafts of the Action Planย and present costing assumptions to relevant stakeholders during validation workshops to collect, compile and incorporate multi-stakeholder inputs and reflecting comments from stakeholders.ย  Assist in preparing the financial sections of the final Action Plan for government endorsement, and in drafting annexes and/or technical notes that explain assumptions and costing methodologies. Assist in presenting the final Action Plan during a dedicated event, possibly on National Diaspora Day. Contribute to the final reporting by documenting the costing and budgeting process and providing recommendations for effective resource mobilization and monitoring of expenditures during implementation. Perform other relevant tasks, as requested, to ensure the integration of robust, actionable, and transparent budgeting into the strategy process.

ย  Education
Completed Masterโ€™s degree from an accredited academic institution in economics, finance, business administration or other relevant field. Experience At least 5 years of relevant professional experience. Proven recent experience in the conduct of similar assignments, especially with budgeting/costing of strategic documents and action plansย  Proven experience in the analysis of institutional processes, related policy documents, and strategic documents drafting, data collection, processing, analysis and reporting, presentations. Knowledge and extensive experience in the field of Diaspora Engagement, data and statistics, research, particularly related to Diaspora engagement policies will be considered an advantage. Skills Ability to communicate with a wide range of stakeholders (from the public and private sectors, civil society and academia) Languages Full professional proficiency in English and Albanian is required.
