GGGI has been functioning as a key development partner for the Government of Guyana (GoG). The Government of Guyana, with the GGGI as its delivery partner, is implementing a GCF-funded project to strengthen its national Measurement, Reporting, and Verification (MRV) system, enhancing transparency and facilitating access to climate finance. The project supports the development of robust institutional frameworks, data systems, and technical capacity to meet reporting obligations under the Enhanced Transparency Framework of the Paris Agreement and to underpin broader climate policy and decision-making. In this context, the role of the Climate Transparency Officer is critical for ensuring the successful management and delivery of the MRV-related project components in alignment with national climate goals and GCF requirements.
POSITION SUMMARY
The Climate Transparency Officer will oversee the daily implementation of the GCF MRV project, ensuring alignment with project goals, timelines, and donor expectations. The officer will provide technical and coordination support to government agencies and national stakeholders involved in climate transparency efforts and will be responsible for managing project activities, monitoring progress, reporting outcomes, and facilitating capacity-building and stakeholder engagement. The position requires strong expertise in climate policy, MRV systems, and donor-funded project implementation.
PURPOSE
The purpose of the Climate Transparency Officer is to coordinate and oversee the implementation of the GCF-funded MRV project. This includes supporting the development of MRV tools and institutional arrangements, facilitating data collection and reporting processes, enhancing national capacity for transparency, and ensuring compliance with GCF and UNFCCC reporting obligations. The officer will play a key role in strengthening GHG inventories, REDD+, and climate finance tracking systems, while promoting stakeholder collaboration and knowledge-sharing.
ENGAGEMENT
The Climate Transparency Officer will:
Work under the supervision of the Program Manager.
Collaborate closely with relevant government ministries, technical agencies, civil society organizations, academic institutions, private sector actors, and international partners.
Engage regularly with GCF representatives and consultants, the National designated Authority, and participate in inter-agency and stakeholder coordination platforms related to MRV and climate transparency.
DELIVERY
The Climate Transparency Officer is responsible:
Lead planning and implementation of MRV project activities, ensuring alignment with work plans and budgets.
Coordinate the development and operationalization of institutional and technical frameworks for MRV systems, including for GHG inventories, REDD+, and climate finance.
Facilitate the collection, analysis, and reporting of climate-related data in accordance with UNFCCC requirements and GCF commitments.
Support the design and delivery of training, workshops, and knowledge-sharing events to build stakeholder capacity.
Oversee the preparation of technical and financial reports for submission to the GCF and national authorities.
Monitor project progress, manage risks, and ensure timely project outputs and milestone delivery.
Promote stakeholder engagement and transparency by coordinating inter-agency collaboration and inclusive dialogue.
Ensure compliance with GCF fiduciary, environmental, and social safeguards.
Maintain effective communication with donors, implementing partners, and government entities.
REQUIREMENTS
QUALIFICATIONS
Must be a Guyanese citizen or holding a valid Work Visa.
Masterโs or equivalent degree (or higher) in fields relevant to the described position (Forestry, Climate Finance, Environmental Science, Climate Change, etc.).
Preferably 5 years of professional experience in the MRVS field, with at least 3 years in GHG measurement, or climate finance.
Experience in Climate Finance or MRVS is a plus.
Familiarity with IPCC Guidelines, UNFCCC REDD+ requirements, and/or transparency frameworks.
Experience working with government institutions and GCF-funded projects is an asset.
Technical expertise in MRV systems, GHG inventories, and climate finance.
Proficiency in using data management tools and software relevant to climate reporting.

WORKING CONDITIONS
The Climate Transparency Officer is a National Position at X8 grade level in GGGIโs Guyana national salary scale. The salary range for the position starts at USD 29,915 per annum, depending on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
