Work LocationCopenhagen, Denmark Expected duration5 months Duties and ResponsibilitiesThrough the adoption of the Paris Agreement in 2015, countries likewise agreed to strengthen climate transparency through the establishment of the enhanced transparency framework (ETF). All parties are required to provide clear, accurate and comprehensive information on their climate actions, including mitigation, adaptation, and support, while enhancing transparency and accountability. To foster knowledge support Partis in this matter, the Global Capacity Building Initiative for Transparency (CBIT) Platform is providing knowledge products, identified and designed based on the needs and priorities discussed with Parties. One of these knowledge products is a Gender responsive Biennial Transparency Reports toolkit, which aims to support countries in integrating gender considerations into their UNFCCC reports, including their Biennial Transparency Reports (BTRs). The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian, and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organizations. With over 8,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments. The Capacity-building Initiative for Transparency - Global Support Programme (CBIT-GSP) is a five-year global climate transparency project, funded by the Global Environment Facility (GEF), implemented by the United Nations Environment Programme (UNEP), and executed by the UNEP Copenhagen Climate Centre (UNEP-CCC). The project is aimed at supporting developing countries in the transition to the Enhanced Transparency Framework (ETF) and its Biennial Transparency Reports under the Paris Agreement. Knowledge products are essential tools to enhance the capacity of Parties to meet their ETF obligations, improve policy design, and support inclusive and sustainable climate action globally. Therefore, they are part of the compulsory deliverables under the CBIT-GSP. While in 2015, the GSP already developed a โ€œGender responsive National Communications Toolkitโ€, the creation of an updated toolkit with a stronger focus on requirements in the Biennial Transparency Reports (BTRs) is in progress. To successfully complete this Toolkit, further help is needed in the review of the final product and finalization process related to its launch. In addition, the GSP aims to provide further knowledge products, one on MRV systems and one on the social and economic impact of environmental policies. Both shall guide countries in establishing coherent and robust tools to track transparency and implement effective policies and measures. Purpose and Scope of Assignment โ€ข The consultant will assist in reviewing the draft and final version of the โ€˜Gender responsive Biennial Transparency Reports Toolkitโ€™. This task includes: o Coordination of regular virtual meetings with partners and contributors of the โ€˜Gender responsive Biennial Transparency Reports Toolkitโ€™. o Assistance in other project-related management activities, referring to this toolkit. o Provide internal assistance in the review of the final version of the product, considering formal and textual aspects. โ€ข The consultant will also support the coordination of the process and contribution to the knowledge product creation on successful and sustainable international MRV systems, including o A thorough analysis of success factors and the enabling environment for effective and consistent MRV systems. o Conducting research on good practice examples, which will be highlighted in the knowledge product. This process might include interviewing countries who implemented exemplary MRV and data systems. o Analysing potential challenges, faced by countries, to implement an accurate and effective MRV system. โ€ข Finally, the consultant will also cover: o Preparing a draft of the above-mentioned knowledge product on MRV systems. Monitoring and Progress Controls The review and approval of the deliverables of the consultant will be used to monitor and control the progress. Qualifications/special skillsAdvanced university degree (masterโ€™s degree or equivalent) preferably in economics, climate change, international affairs, development studies, political science, or related areas. A first-level university degree with a relevant combination of academic qualifications and two years of additional experience related to the nature of the position may be accepted in lieu of an advanced university degree. Minimum 1 year of experience (or more depending on academic credentials) in working on policy analysis, academic research and climate change topics. Required skills. โ€ข Demonstrated knowledge of gender issues within climate change. โ€ข Demonstrated knowledge of climate policy impacts and policy analysis. โ€ข Demonstrated work experience in climate transparency topics and reporting guidelines. Desired skills in addition to the competencies covered in the Competencies section. โ€ข Experience working with projects within the UN system, in particular UNEP, and GEF projects will be considered an asset. โ€ข Experience working with climate transparency in developing countries will be considered an asset. โ€ข Experience in academic research will be considered a strong asset.
