Mission and objectivesThe International Organization for Migration (IOM) aims to ensure that migration is humane and orderly, delivering benefits for both migrants and society. It adopts a comprehensive, development-oriented approach to fully realize the positive potential of migration. The organization works with its partners in the international community to assist in meeting the operational challenges of migration, advance understanding of migration issues, encourage social and economic development through migration, and uphold the human dignity and well-being of migrants. By delivering holistic and systemic support, IOM integrates this methodology into its operations at global, regional, and national levels, as outlined by its Global Strategic Plan. Effective management of human mobility and the establishment of regular migration pathways can significantly contribute to sustainable development, prosperity, and progress, a reality acknowledged in the 2030 Agenda for Sustainable Development (2030 Agenda). This vision is also reflected in the Sustainable Development Goals (SDGs), the Global Compact for Safe, Orderly and Regular Migration (GCM), the United Nations Secretary Generalโs Action Agenda on Internal Displacement, and various other thematic frameworks and instruments. As the world heads into a post-2030 future, IOM is also committed to ensuring that the nexus between migration and sustainable development can be leveraged to bolster peopleโs resilience to significant changes including climate change, demographic shifts, urbanisation, and digitalisation
ContextIOM Rwanda is supporting the Government of Rwanda (GoR) in addressing, minimizing, and averting the impacts of climate change on human mobility. Among its activities, IOM, in collaboration with the GoR, is facilitating disaster risk reduction efforts in communities across Rwanda. The UNV is expected to support initiatives in disaster prone areas, including the implementation of riverbank protection measuresโsuch as installing gabion fences and conducting tree and grass plantingโby providing technical expertise during the design phase, as well as conducting technical monitoring and evaluation throughout the implementation of these activities.
Task DescriptionUnder the supervision of Project Manager, the UNV shall perform the following tasks: 1. Review the design and bill of quantity for DRR initiatives, including riverbank protec-tion 2. Coordinate the identification and selection of vendors 3. Monitor the progress and the quality of the works 4. Ensure sustainability of activities by establishing and supporting a community based monitoring and maintenance mechanism 5. Ensure proper coordination with all stakeholders involved, including elaborating and sharing of monitoring reports 6. Contribute to regular reporting and elaboration of meetingsโ minutes 7. Provide expertise to the Programme Unit on matters related to civil engineering and in-frastructure.

Living conditions and remarksKigali, the capital of Rwanda, has experienced remarkable rejuvenation and stability, evident upon arrival in the city. While motorcycle taxis are the fastest mode of transport, they're not recommended without your own helmet, though some provide helmets. Standard taxis, marked with yellow stripes, are another option, with many operated by Kigali Taxi Service or Kigali Airport Taxis. Public transportation is affordable and efficient, with new and well-maintained buses available, and prepaid cards can be purchased at bus stations. Rental cars are also available due to significant investment in infrastructure, leading to minimal congestion. Accommodations in Kigali are readily available and meet relevant standards, with recreational facilities like swimming pools also accessible. Shopping options include various shops and markets offering essential items, imported goods, home furnishings, electrical appliances, and vehicle spare parts. The city boasts both public and private health facilities, such as King Faisal Hospital and Legacy Clinic, equipped to handle emergencies and affiliated with CIGNA insurance. Kigali is considered exceptionally safe, with emergency numbers like 999 for police, 111 for fire fighters, and 112 for general emergencies, and 113 for traffic accidents. UNV Programme offers monthly living allowance to cover basic needs like housing, utilities, transportation, and communication. The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteerโs service
