The position is based in Tripoli, Libya (Tripoli is classified as a Hardship \"E\" duty station and a non-family duty station). The Chief of Mission Support reports directly to the Special Representative of the Secretary-General (SRSG) for Libya and Head of UNSMIL. ResponsibilitiesWithin delegated authority, the Chief of Mission Support will be responsible for the following functions: โข As a member of the Senior Management Team, S/he will contribute to the implementation of the mission mandate by providing the necessary mission support services, including: Operations and Resource Management (Budget, finance, human resources, service centre, field technology); Supply Chain Management (warehouse, movement control, acquisition and procurement); Service Delivery (Transport, aviation, medical, engineering, life support); control and compliance functions. โข Certifies mission expenditure. โข Advises the SRSG on all matters pertaining to administrative and logistical support. โข Plans, organizes, implements, manages, and oversees the activities of all administrative and logistical support operations. โข Provides effective management of human, financial and material resources of the mission. โข Identifies broad strategies required for the development and implementation of the mission support's work programme. โข Ensures development, preparation, coordination and monitoring of overall work plans, strategies and programmes for the support activities of the mission and take the lead in securing the required human and financial resources for the mission. โข Establishes a set of sound policies, procedures, practices, standards, and tools that are consistent with UN regulations, rules, policies, and practice in order to ensure proper budget, accounting, financial and human resources management and control. โข Develops and implements a service optimization programme to promote continuous improvement in the quality and delivery of services to mission's clients. This will include the establishment of relevant strategic mission performance indicators which provide data and analysis for review of legislative bodies. Ensure that all processes and systems in place are relevant and cost effective. โข Ensures, through collaboration with all stakeholders, the implementation of Global Field Support Strategy including, among others, commitment to supply chain management and integrated/shared service delivery that is client-oriented, responsive and allows for efficiencies wherever possible. โข Liaises, negotiates, and coordinates with local authorities with respect to administrative and logistical matters. โข Ensures cooperation and integration of administrative and logistical resources with military, civilian police and other substantive elements of the mission as required. โข Provides guidance, support, and supervision to senior administrative and logistics support staff as well as audit and evaluation services, as appropriate. โข Ensures the provision of guidance, performance evaluation, supervision and mentoring to all administrative support and other staff in the areas of his/her responsibility. โข Maintains good order and discipline of staff under his/her overall supervision. โข Represents the mission before legislative bodies, providing information and clarification in support of budget proposals. โข Represents the mission support component at meetings, protocol, and ceremonial occasions, etc. Performs related duties as may be required by the SRSG, e.g., provides briefing to visiting senior officials on mission, administrative and technical support activities, etc. โข Performs other related work as required. EducationAdvanced university degree (Master's degree or equivalent) in international affairs, business or public administration, management, logistics, human resources management, supply chain management, finance, engineering, accounting, law or related fields is required. Work ExperienceAt least fifteen (15) years of progressively responsible experience in public or business administration, management, programme management, human resource management, finance, accounting, logistics, supply chain management, information technology or related area is required. At least five (5) years of experience at managerial level working in United Nations common system field operations, including peacekeeping and special political missions and UN agencies, funds, and programmes; or field-based operations of other public international organizations or non-governmental organizations is required. At least five (5) experience in implementing complex support programmes and administrative rules and procedures in a volatile environment is required. A proven track record of leadership and management in multicultural settings in a politically sensitive context is required. At least five (5) years of experience in providing strategic policy advice to senior level officials is required. Experience in supporting field operations of uniformed personnel is desirable. Experience in developing operational strategies, change management and workforce planning in an international setting is desirable Prior experience serving as Chief of Administration in a UN peacekeeping or special political mission, or a similar setting, is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat.
