Mission and objectivesUNSMIL has been active in Libya since 2012. On 31 October 2024 the Security Council renewed the mandate of the Mission through 31 October 2025, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). UNSMIL is mandated to focus on: Further an inclusive political process, in line with relevant Security Council resolutions, building on the basis of the Libyan Political Agreement and the Libyan Political Dialogue Forum (LPDF) Roadmap, and building on the updated electoral laws agreed by the 6+6 Committee. Facilitate political negotiations to deliver free, fair, transparent and inclusive national presidential and parliamentary elections as soon as possible across the country, on the basis of viable electoral laws, aiming to form a unified Libyan government able to govern across the country and representing all the people of Libya. Work with Libyan stakeholders to reunify Libya’s political, economic, military and security state institutions and safeguard the independence of the judiciary. Work with Libyan institutions and authorities to ensure full, equal, effective and meaningful and safe participation of women and inclusion of youth at all levels, including in leadership positions, and in all decision-making relating to inclusive political processes, democratic transition, reconciliation efforts, conflict resolution and peacebuilding. Continue support to enable the HNEC to deliver free, fair, transparent and inclusive national presidential and parliamentary elections across Libya, as well as local elections across Libya. Facilitate confidence building measures, dialogue and reconciliation between armed actors to prevent violence and conflict escalation through UNSMIL’s mediation and good offices towards the full implementation of the 23 October 2020 ceasefire agreement. Monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict and violations and abuses against children. Requests the Secretary-General to submit at Strategic Review of UNSMIL to the Security Council by 30 September 2025. Under the UN Sustainable Development Cooperation Framework 2023-2025, coordinate and work with Libyan authorities and international partners to support the provision of essential services and delivery of humanitarian assistance, recovery and reconstruction.
ContextIn December 2024 UNSMIL launched a new political process. As the Mission facilitates a Libya-led process to find a solution to the political impasse, there is an increased demand for communications resources and content explaining the mandate, the process and recommendations and working to prevent an increase in hate speech. The Mission has developed a communications strategy focused on informing, educating and moblising the Libyan public around the key issues. Our aim is to inform the public around the key issues and explain the recommendations being presented by Libyan stakeholders. We want to engage Libyan youth, women, civil society, security and political actors to ensure that they can share their views and ideas, and to mobilise them on a collective path for change. The political and media landscape has a large amount of misinformation and disinformation. UNSMIL needs to stay in control of the narrative and ensure all target audiences are informed as much as possible about the process and the ways to be involved.
Task DescriptionWe are looking for experienced campaigners who can support on the ground, in person, community outreach as well as digital outreach across Libya to increase public engagement in UNSMIL's online survey on the political process. We want to gather the opinions of the Libyan people as it is crucial to the development of the political roadmap for Libya. We need support and help to reach into communities across the country to promote the survey and encourage Libyan citizens - particularly youth and women in the East and South - to complete it. Volunteers will: - be able to conduct in person outreach in communities across Libya - be able to promote the UNSMIL poll on digital platforms to encourage others to complete the survey The online volunteers will be provided with material for social media and in person engagement. A webinar will be held with volunteers to provide information and train them to be able to engage with communities.
