Work LocationADDIS ABABA Expected duration5 months Duties and ResponsibilitiesThis position is located in Budget Unit in Finance and Budget Section in the Division of Administration in Economic Commission for Africa. The Finance & Budget Assistant usually reports to the Head of the Unit or to a Finance & Budget Officer. Budget: Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions. โข Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. โข Assists the Unit Chief in the elaboration of resource requirements for budget submissions. โข Assists in the preparation of the annual programme budget for all sources of funds โข Undertakes monitoring and periodic reporting of the regular budget for the assigned portfolio โข Provides quality and innovative services to clients by providing technical support on Umoja funds management issues and other budgetary matters โข Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. โข Monitors expenditures and compares with approved budget; prepares adjustments as necessary. โข Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. โข Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. โข Monitors integrity of various financial databases. โข Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. โข Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. โข Prepares request to Controllerโs Office on redeployment of funds and to Finance section on movement of funds โข Records in Umoja system inputs on direct disbursement and miscellaneous document. โข Reviews data on monthly staffing table โข Process fund distribution received from HQ and input allotment advice in Umoja System โข Produces budget reports on a regular basis and on ad-hoc basis using Business Intelligence โข Drafts report and memos to clients and to the Committees โข Analyses data to identify budget trends Any other duty as and when required. General: โข Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. โข Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. โข Assists and collaborates with Budget Unit team members and cover for staff on leave โข Performs other budget and administrative duties, as and when assigned Qualifications/special skillsMinimum of Seven years of experience in finance, budget, accounting, administrative services, or related area. Experience in SAP-Umoja, BI reporting and Umoja Analytics is desirable Experience in budgeting and analyzing financial reports is desirable.
