Org. Setting and ReportingThis position is located in the Department of Operational Support (DOS), Division of Special Activities (DSA), Support Partnerships Service (SPS) Triangular Partnership Programme (TPP). The Associate Programme Officer reports to the Senior Programme Officer. The focus of this role is the implementation, monitoring and evaluation of programmes operations, donor outreach, policy and external relationships and coordination of training activities between Member States, the UN and internal implementing partners. ResponsibilitiesWithin delegated authority, the Associate Programme Officer will be responsible for the following duties: โ€ข Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. โ€ข Carries out research on selected aspects of programmes, operations and other activities, etc., to analyze and present substantive and statistical data gathered from diverse sources. โ€ข Provides substantive and technical support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. โ€ข Planning and facilitating high-level workshops, coordinating with high-level dignitaries, through other interactive sessions and assisting in developing the action plan to manage the several streams of policy and operational work. โ€ข Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. โ€ข Performs ongoing monitoring of programme/project activities and translates data into written reports, or presentations to convey information to targeted audience, including to Member States delegates, UN senior officials and other high-level partners. โ€ข Uses and maintains complex data collection tools, dashboards, or other tools. โ€ข Prepares various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. โ€ข Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. โ€ข Undertakes outreach activities; participates in the development of donor outreach strategy and campaigns, coordinates and attends several different forums for resource mobilization, training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. โ€ข Participates in field missions, including provision of substantive and administrative support, data collection, etc. โ€ข Coordinates activities related to budget funding including negotiations with potential donors, as well as programme/project preparation submissions, progress reports, financial statements, etc., and preparation of narrative reports (pledging, work programme, programme budget, etc.). โ€ข Performs other duties as required. Competenciesโ€ข Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to peacekeeping operations, capacity building of Troop Contributing Countries (TCCs), thematic areas of training such as mine action, heavy engineering, field medical assistance and camp surveillance. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. EducationAn advanced university degree (Masterโ€™s or equivalent degree) in business administration, peace and security, international relations, economics or related field is required. A first-level university degree (Bachelorโ€™s degree or equivalent) in business administration, management, peace and security, international relations, economics or a related field with two years of relevant work experience may be accepted in lieu of the advanced university degree. Work Experienceโ€ข A minimum of two years of progressively responsible experience in donor relations, resource mobilization within the peacekeeping environment, project/programme management, administration or related area is required. โ€ข Experience with using data analysis or business intelligence approaches and tools for informing decision making is required. โ€ข Experience with participating in donor negotiations for voluntary contributions, managing grants, budget implementation and performance is required. โ€ข Relevant experience in the UN common system or comparable international organization is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French and Spanish are desirable.
