Purpose of consultancy:
The United Nations Population Fund (UNFPA) is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young personโs potential is fulfilled. In line with its transformative results to end unmet need for family planning, end preventable maternal death, and end gender-based violence and harmful practices, UNFPA places strong emphasis on empowering adolescents and youth.
UNFPA Uzbekistan is seeking a Youth Programme Assistant (Individual Consultant) to support the implementation and visibility of youth-focused activities within its Country Programme. The consultant will work closely with the Programme and Communications teams to promote meaningful youth participation, strengthen partnerships with youth-led organizations, and enhance outreach on issues related to youth health, rights, gender equality, and empowerment.
๏ท Scope of work: (Description of services, activities, or outputs)
Under the direct supervision of the Programme Associate on Advocacy and Communication and in coordination with the Communications team, the Youth Programme Assistant will:
๏ท Support the planning, coordination and implementation of youth programme activities, including events, trainings, and campaigns;
๏ท Assist in engaging young people and youth organizations to ensure meaningful participation in UNFPA initiatives;
๏ท Contribute to the development of information, education, and communication (IEC) materials targeting adolescents and youth on topics including sexual and reproductive health (SRH), gender equality, and youth empowerment;
๏ท Draft youth-friendly content for social media, newsletters, and other outreach materials to increase awareness and engagement;
๏ท Assist in documenting good practices, lessons learned, and success stories from youth-related programmes and activities;
๏ท Support data collection and feedback from youth to inform programme design and communication strategies;
๏ท Liaise with stakeholders, including government partners, NGOs and youth networks, for coordination and advocacy purposes;
๏ท Help prepare youth-focused events and consultations, including logistics, invitations, and follow-up;
๏ท Support visibility of youth programmes on UNFPAโs web and social media platforms in line with corporate branding guidelines;

๏ท Perform other tasks relevant to youth engagement and communication as assigned.
Duration and working schedule: The consultantโs contract period is for 6 months. Expected start of the consultancy โ 1 June 2025 till 30 November 2025.
Place where services are to be delivered:
Tashkent with possible travel to project sites
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The consultant provides a monthly report on the 1st of each month on the work done in word format and links to materials or screenshots from posts on social networks indicating the number of the audience reached.
The consultant shall submit a brief monthly report (in Word format) by the 1st of each month, including:
๏ท Summary of activities completed
๏ท Links to digital content produced or screenshots of posts
๏ท Engagement metrics and feedback from youth audiences where applicable
Expected monthly deliverables:
๏ท Support to at least two youth events or workshops
๏ท Two short stories or youth testimonials
๏ท Ten engaging and informative posts for social media (IG/FB/Telegram)
๏ท One youth-focused communication product (e.g., flyer, infographic, newsletter, etc.)
๏ท Contributions to website updates related to youth programming
๏ท Monthly report outlining achievements, outputs, and audience reach
Monthly payment in the amount of 500 USD.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
UNFPA Programme Associate on Advocacy and Communication will directly supervise activities related to the consultancy.
Supervisory arrangements:
Communications and Advocacy Programme Associate will directly supervise activities related to the assignment.
Expected travel:
Travel within Uzbekistan may be required to support youth programme activities. Travel and DSA costs will be covered by UNFPA.
Required expertise, qualifications and competencies, including language requirements:
๏ท Bachelorโs degree in social sciences, communications, international development, or other relevant fields
๏ท At least 2 years of experience working with or for youth programmes or networks
๏ท Demonstrated interest in adolescent and youth health, rights, and empowerment
๏ท Experience in communications, storytelling, or digital media engagement is an asset
๏ท Excellent written and verbal communication skills in Uzbek and Russian; working knowledge of English is desirable
๏ท Strong interpersonal skills, teamwork, and the ability to engage with young people from diverse backgrounds
๏ท Ability to work independently and meet deadlines
๏ท Familiarity with UN values and mission, especially regarding youth and gender equality, is a plus
๏ท Understanding and respect of the mission and core values of UNFPA and active upholding of United Nations guiding principle;ย
