BACKGROUND

Indonesia faces a significant youth unemployment challenge despite its demographic advantage. In 2023, 25.8% of youth aged 16-30 were NEETs (Not in Education, Employment, or Training), with young women experiencing double the unemployment rate of men. Women-led MSMEs contribute only 9.1% to GDP, with exports below 5%. Youth with disabilities also face major employment barriersโ€”55.5% of unemployed persons with disabilities are aged 15-34 (ILO, 2022). Limited government data further hampers effective support for this group. Structural and societal factors worsen the issue. The 2019 Youth Development Index highlights economic disparities, with womenโ€™s labor force participation at 53.1%, far lower than menโ€™s 82.4%. Young urban women struggle with limited access, job market competition, and societal pressures affecting career growth.

Addressing this requires a multifaceted approach. Strengthening financial literacy among youth is crucial, focusing not only on individual knowledge but also on family-wide practices. This includes educating youth on responsible financial decision-making, managing debt, and planning for long-term financial security. Plan Indonesia will collaborate with stakeholders to reach out to 100,000 marginalised youth. Stakeholders include Technical Vocational Educational Training Centres, Vocational Schools, youth social house. Once they completed the first module on financial planning training, they automatically could access the next module on future readiness training, with a target of 70,000 to continue the second module. Out of this, 6,000 youth will be selected to have intensive mentoring, basic technical skills training, and work readiness training to enter the job market. The selection of 6,000 youth will consider their educational background that suits the training subjects (IT, hospitality, retail) to determine their suitability for the program. Plan Indonesia will also prioritise youth who face additional challenges, including disabilities, parentless youth, or breadwinners in the family etc. There will be another screening process to assess their commitment to completing the program through an interview and an essay test.

ROLE PURPOSE

Meaningful child and youth participation is an important aspect of Plan Indonesia's work, given Plan Indonesia's work mandate as a leading organization in the fulfillment of girls' rights and equality. Youth and Plan staff have faced various challenges in implementing meaningful participation, such as understanding the forms of participation, internal policies, and funding and strengthening networking and collaboration with youth organizations or communities.

In response to this need, through support from the DBS Foundation, Plan Indonesia will recruit a Youth Engagement Officer (YEO) who will support the project manager in the implementation of the project and youth engagement activities and liaise with child and youth partners. The key competencies required for this position will be excellent coordination and communication skills; experience in event organizing, especially campaigns and managing youth networks; adept with technology, especially social media platforms, Microsoft Office, Google Forms, and meeting platforms; good command of Bahasa; English would be a plus, in written and spoken; familiar with gender equality issues. The experience needed for this position will be a minimum of 2 (two) years of experience in working with youth networks and work readiness.

The YEO will support the project manager in recruiting, engaging, maintaining, and facilitating youths to be actively involved in the project. Youth will be the main target and the driver of the success of the project in the 3 target areas. The YEO is a key person to coordinate with the YEO from project implementation, and also the youth engagement team. S/he will be supporting the core objective of an empowered generation, which is outlined in the revised country strategy.

DIMENSIONS OF THE ROLE

This position reports to the project manager and coordinates closely with the program management and youth engagement team. 3 Youth Engagement Officer that will be placed: 1 in Jakarta, 1 in Medan, and 1 in Surabaya. Plan and lead the implementation of youth-focused action in leadership and work readiness. Connecting youth champions and organizations with policymakers for child and youth rights as well as gender equality at the national and regional levels Strong collaboration with the program team in managing youth learning and action Expand the YPII network among champions of youth coalitions, youth groups, and organizations to spread the key campaign messages and create a stronger influence on targeted policymakers and audiences at the national and local levels Play a role as a focal point for any youth and campaign-related forums or events Support the project manager to represent YPII at the local level on avenues related to youth engagement in child rights and girlsโ€™ equality Manages YPIIโ€™s youth engagement network and manages consultants when relevant. Support the development of a quarterly report on the milestones and outcomes of youth-led movement and advocacy works

ACCOUNTABILITIES

Program implementation in line with the project design and planning Provide critical technical input into the strategy, design, indicators, and proposed detailed implementation plan of the youth engagement strategy. Develop and review program implementation guidelines, proposal, tools, and materials for youth engagement Be updated on youth engagement tools from Plan International, including the utilization of the MMIS digital platform for monitoring youth achievements On behalf of the project, will coordinate on a day-to-day basis and handle administrative tasks on the recruitment process, supporting youth during reskilling, and will continue the support until placement and post-placement Alert Project Manager and coordinate with internal related staff as well as external stakeholders (if required) if there are any variations from the initially agreed workplan and strategy Develop relations and network with youth organizations in the context of providing support for the young people. Develop a solid recruitment plan, and ensuring high quality result of the recruitment Ensuring youth data is updated from the enrollment untill completion of the program In charge of the use of Youth engagement platforms and promote the utilization among youth and youth organizations.

2. Youth-led action, campaign and advocacy

ยท Develop and communicate regularly with youth focal points across YPII programs/projects.

ยท Socialize youth engagement strategy in the project implementation, including powering the movement and girls get equal initiatives to youth focal points across YPII and youth groups/partners

ยท Support the Powering the Movement and Girls Get Equal campaign across YPII

ยท Works with Adolescent Network, Youth Coalition for Girls, and other youth groups / organizations to strengthen the movement for child rights and equality for girls (powering the movement), as well as to support youth group thrive in economic sector

ยท Expand YPIIโ€™s network to youth organizations/forums that are strategic to be campaign and advocacy partners on child and youth rights and equality for girls.

ยท Develop and maintain a youth-based volunteer platform that is ready to volunteer across YPII works

ยท Documented learning in project documents and reports

3. Management and operation function

Support to manage budget and PC in Planโ€™s system (SAP), in coordination with Finance and Procurement teams Lead and support the project administration work based on internal policies and procedures Support the follow-up action of the AAL audit, in collaboration with other support units and operations.

4. Networks and Partnership

Establish external networks in including youth networks or alliances, to strengthen the project implementation, exchange experiences, and scale up program implementation Conduct mapping on youth organizations relevant to the needs of the project. Build contacts, liaise, and collaborate with identified youth organizations Together with the project manager, maintain and expand high-quality and strategic relationships with project stakeholders, as well as reviewing reports and indicators, including promoting Plan Indonesiaโ€™s work as youth youth-focused organization and NGO of choice on girls' rights in development and humanitarian. Link program participants to local resources, networks, or funding to continue or scale up their initiatives, in collaboration with the Resource Mobilization and Program Development team Build and implement an internal mechanism to have continuous engagement with the youth target as well as youth engagement stakeholders, and provide the youth opportunities to voice out internally and externally Support the project manager to implement the advocacy agenda and campaign, in collaboration with partners and youth networks, to promote success stories and best practices of the project, including contributing to the larger agenda of Plan Indonesia Support the youth engagement team to strengthen youth centeredness program, involving the Youth Advisory Panel (YAP) and Planet to ensure a coherent youth-led movement and a youth-led advocacy initiative in Indonesia.

5. Safeguarding โ€“ PSHEA

Ensures that Plan Internationalโ€™s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work; Participates actively in capacity building and learning event on Safeguarding Children and Program Participants and Gender Equality and Inclusion; Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI; Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan Internationalโ€™s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Location:

3 Youth Engagement Officer that will be placed: 1 in Jakarta, 1 in Medan, and 1 in Surabaya with at least 30% travel to government offices, projects areas, and partner organization.
