The Pacific Context

The Pacific has 6 out of the 15 countries most at risk of disasters in the world. Global average temperatures have already risen by around 1๏‚ฐC above pre-industrial levels and the consequences are being felt throughout the Pacific region. Extreme weather events such as cyclones are becoming more extreme. Communities across the Pacific are experiencing the effects of climate change, with populations being relocated and people migrating to escape extreme weather. Gender inequalities, combined with social, economic, and political factors, make women and children more vulnerable to climate change. Women supported by young people in the family produce much of the food despite typically having restricted access to markets, land and credit, and less decision-making power at household and community level.

Plan in Papua New Guinea with support from Plan International Australia is going to establish a youth-focused girls led climate resilience program that aims to ensure that young women, their environments, communities and institutions in the Pacific are resilient to climate change. This will be a three year project with a possibility of further three years extension. The programme will be funded by Australian Governmentโ€™s Australian Non-Government Organisations Cooperation Program (Y3CER). The program will be implemented in three countries; Fiji, the Soloman Islands and the Autonomous Region of Bougainville in PNG. These three-country program will be linked through the Pacific Office-Theory of Change.

Role Purpose

To lead the project management of Plan Internationalโ€™s youth focussed girls led climate resilience program in Papua New Guinea by ensuring gender transformative approach is applied to empower young people and their communities and stakeholders in responding and adapting better to the stresses and impact of climate change. The role will ensure the program apply strategies to tackle the root causes of discrimination against girls, exclusion and vulnerability.

Key Accountabilities and the Responsibilities

โ€ข Provide overall leadership on the planning, implementation, monitoring and evaluation of the project in accordance with project design and plans

โ€ข Provide effective, supportive and timely partnership management of local partners to ensure program impact

โ€ข Lead the design of the country level program along with the local implementing partners

โ€ข Ensure timely deliverables of the program outputs and outcomes according to the program Theory of Change, Logframe and workplan.

โ€ข Ensure that the activities meet the technical standards and specifications as agreed.

โ€ข Ensure timely reporting on the program progress and collate good practices as per the quality and timeline set

โ€ข Oversee and monitor partners' performance in accordance with the agreement and as required per Plan International strategies and policies and donorโ€™s compliance

โ€ข Ensure effective communication and networking developed and maintained through partnership and collaboration with all stakeholders.

โ€ข Develop budget plans, monitoring spending, and plan budget adjustments accordingly

โ€ข Risk Management and the reporting to Country Programme Manager and Plan International Australia (ANO) of any emerging project risks, including any financial or child safeguarding risks.

ย• Provide technical advice to and support for project evaluations and reviews and provide feedback and analysis of findings and recommendations to the project teams and implementing partners at Country Office levels

โ€ข Ensure or contribute to the appropriateness of financial, and program documentation. Follow up on queries, including with and by partners, or initiate corrective action on discrepancies

โ€ข Facilitate trainings and other capacity building opportunities for the partners and other stakeholders on the priority areas; technical, safeguarding & PEASH, program and financial management

โ€ข Contribute to the business development opportunities to scale the program

โ€ข Manage the Project Officer associated with the country program

โ€ข Represent Plan International Pacific country office and its programs in relevant networks, government bodies, federations and other agencies at country and regional level including, for example: Pacific Climate change Cluster Meetings, DFATโ€™s Climate Change and other related meetings

โ€ข Provide leadership to the development of priority national advocacy and influencing plans and strategies under the program, ensuring harmonization with Plan International and sectoral priority campaigns in collaboration with others across PII.

โ€ข Ensure Project visibility through update progress activity in Plan Papua New Guinea FB post.

Gender Equity and Child Safeguarding

โ€ข The role is responsible for ensuring that Plan Internationalโ€™s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโ€™s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Qualification And Experience

Essential

โ€ข Proven track record in partnership management especially with civil society organizations and government agencies

โ€ข Qualification and/or proven at least 7 yearsโ€™ experience in one or more of the following areas: Climate Change resilience, gender equality and youth leadership, economy empowerment, safeguarding biodiversity, behaviour change, disaster preparedness and humanitarian response or relevant field

โ€ข At least 3 years of proven experience managing project and project teams on Climate Change (CC), economy empowerment programs or projects

โ€ข Advanced knowledge and experience in applying intersectional approaches to support gender equality, social inclusion and climate change resilience programs and policies. Experience with training, facilitation and capacity building of project teams and NGOs/CBOs, particularly in CC.

โ€ข Proven capacity to develop and maintain relationships and partnerships with government agencies, particularly in climate change sector

โ€ข Proven capacity in written donor reporting with quality and timely efficiency

Desirable

โ€ข Knowledgeable of development and humanitarian issues affecting children specially girls, youth, women and families in the country and the Pacific region

โ€ข Demonstrated experience in successfully using key influencing strategies such as advocacy, lobbying, movement building, or policy development to influence policy and practice change

โ€ข Strong knowledge of child and womenโ€™s rights and gender justice and rights-based approaches

โ€ข Advanced understanding of the development and NGO sector and experience of working with coalitions, networks and NGOs/CBOs in the Pacific.

Competencies

โ€ข Demonstrated analytical, strategic thinking and negotiating skills

โ€ข Strong communication, coordination and collaboration skills

โ€ข Demonstrated ability to build positive and trustworthy relations for influencing;

โ€ข Ability to work in challenging environments and circumstances including at a distance/remotely and in, disaster affected areas

โ€ข Demonstrated success in developing funding proposals to multi-lateral and bi-lateral donor agencies

โ€ข Established network of key Climate change sector contacts in Fiji and across other Pacific island countries at both national and Pacific regional level.
