The Development Co-operation Directorate (DCD) encourages coordinated, innovative, international action to accelerate the implementation of Agenda 2030 in developing countries, and improve the financing of the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co-operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.

DCD is looking for an experienced Web Communications Officer. The selected candidate will work under the supervision of the Communications Manager, with the support of the Digital Communications Officer, to keep the web pages up to date, and increase traffic to online content, with a particular focus on data dissemination, aligning with OECD web management rules and best practices as defined by the Directorate for Communications (COM). The ideal candidate should be a go-getter with experience and creativity in building brand recognition, driving awareness and buzz online, and sharing best practice across the Directorate and the Organisation as a whole. She/he is a highly motivated individual with an interest in international affairs, cross-cultural communications and digital strategy.

Job Description

Main Responsibilities

Web management

Ensure the continued editorial quality and consistency of the Directorateโ€™s web pages, with a view to maximising the visibility and discoverability of its data, messages and products, in line with OECD web management rules and best practices and with the OECD corporate communications strategy.Optimise content for search-engine-optimisation and user experience (SEO), including through metadata and on-page elements, as well as by turning technical material into user-friendly, plain-English content and suggesting creative content (videos, dataviz) to improve UX.Oversee the day-to-day operation and maintenance of the web pages, ensuring functionality, performance and effectiveness.Manage content calendars, editorial schedules and updates to ensure timely and consistent publishing, in line with the Directorateโ€™s yearly communications calendar. Ensure that all planning is aligned with the corporate annual communications plan as established by the Office of the Secretary-General and COM.Proactively, co-ordinate with colleagues in the Development Centre and the Sahel & West Africa Club, who are co-managing the Development pages of oecd.org.

Monitoring and innovation

Monitor site metrics and analyse traffic. Report regularly to the DCD Communications Manager on web analytics and insights, including analyses of downloads and searches.Actively participate in the Web Communication of Practice meetings (organised by COM) in order to learn from peers by sharing experiences and to contribute to the development of corporate best practices.Research data visualisation trends and tools, contribute to the Directorateโ€™s understanding of technological changes and recommend updates to current production systems.

Qualifications

Ideal Candidate Profile

Academic Background

An advanced University degree or equivalent, in a communications-related discipline or in an area of OECD or Development Co-operation Directorate work.

Professional Background

Several yearsโ€™ experience of online communications roles, including content management and data visualisation, and proficiency in the use of emerging web tools and platforms. A track-record of managing projects autonomously, within tight deadlines and with an attention for details.Proven experience of managing organisational websites, including planning content priorities, writing, preparing and uploading content, maintaining the backend content management system (CMS).Experience of measuring the performance of websites and digital channels, establishing/reporting against performance indicators.Strong writing, copyediting and proofreading skills with the ability to make complex information accessible.Experience of supporting colleagues with digital or other communications activities, either through coaching/training or assisting with particular projects.

Highly experienced user of web content management tools (AEM would be an advantage); strong skills in web analytics tools (GA4 would be an advantage); good familiarity with dataviz tools (Chartbuilder, Flourish, R-Shiny would be an advantage). Comfortable working and collaborating in Teams and SharePoint environments.Experience user of Photoshop for editing and optimising images.Proven ability to rapidly master new IT and communications technologies.

Contract Duration

12 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.

What the OECD offers
