Result of ServiceTo contribute to the effective implementation and dissemination of three climate-related projects in Latin America and the Caribbean, it is essential to engage a consultant with expertise in both audiovisual production and web development. This dual profile will enable the creation of high-quality video content for capacity-building and strategic communication, as well as the technical capacity to upload, manage, and maintain that content on dedicated knowledge-sharing platforms for each project. Ensuring proper web maintenance throughout the projectsโ€™ duration is key to guaranteeing accessibility, sustainability, and continued engagement with target audiences. The consultant will contribute to three flagship initiatives: โ€ข Observatory of Carbon Markets, supported by the projects: (1) Support for the Development of Integral Carbon Markets (European Union through Euroclima) and (2) Readiness for Capacity Building for the Implementation of Carbon Markets and Article 6 โ€“ LAC 6 (GCF). โ€ข Fostering Climate Change Adaptation in Panama through Ecosystem Approaches for Water Security โ€“ Resilient Watersheds. โ€ข EcoAdvance: Boosting Circular Economy Solutions in Latin America and the Caribbean, an initiative led by UNEPโ€™s Resource Efficiency Unit. Under the Observatory of Carbon Markets project the consultant will lead the production of two video series under the LAC-6 capacity-building component: 1. A multi-hour virtual training course on carbon markets aimed at a technical and academic audience. 2. A web series of twelve 5-minute videos designed to explain the fundamentals of carbon market integrity to both technical professionals and broader audiences. This series will also bolster the communication campaign to promote the Carbon Markets Observatory. Under the Resilient Watersheds project in Panama, the consultant will produce a five-episode documentary video series (each 6โ€“8 minutes), documenting the project's full journey: 3. Initial analysis of the selected watersheds. 4. Selection of the priority basins. 5. Design and implementation of Nature-based Solutions (NbS) for each basin. 6. Community leadership and capacity-building processes. 7. A final summary of project results and lessons learned. Provide ongoing technical maintenance and content updates for the web platforms developed under both projects mentioned aboved, ensuring functionality, accessibility, and the continuous availability of key communication resources. Under the EcoAdvance initiative, the consultant will Develop the official public website showcasing its objectives, strategic pillars, partners, and national components. The consultant will design and structure the platformโ€™s user interface, propose a coherent navigation experience aligned with UNEP branding, and ensure full responsiveness and accessibility standards. Content and structure will be defined in coordination with the EcoAdvance team and updated iteratively during the design process. Deliverables The consultant shall deliver the following outputs, aligned with the respective projectsโ€™ outcomes and timelines: Project/ Outcome / Output / Activity Project: Carbon Markets / LAC-6 (GCF) Outcome 2.2: GCF recipient countries have developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming in low- emission investment. Activity 2.2.2.1: Develop a peer learning platform on transparency under Article 6 of the Paris Agreement and other market-based mechanisms, to improve the participation of key sectors in the implementation of the NDC. Description Product 1. Social media video series (12 videos): Production of 12 short (~5 min) videos with subtitles and 2D animations, designed to explain key carbon market and integrity concepts. Materials will be uploaded to the Carbon Markets Observatory to engage both technical stakeholders and broader audiences. Product 2. Multi-hour virtual training course (13 modules): Development of a comprehensive training series of 13 modules (~60 min each) covering technical aspects of carbon markets. Videos will include post-production with animated inserts and will be integrated into the learning section of the Observatory platform, targeting professional and academic audiences. Project/ Outcome / Output / Activity Project: Resilient Watersheds โ€“ Panama Outcome 1: National and local actors are enabled to effectively plan and adopt adaptation strategies at watershed level. Output 1.4: Learning and best practices on watershed management shared via innovative science-policy mechanism. Activity 1.4.4: Develop audiovisual and communication materials considering gender aspects. Description Product 3. Documentary video series โ€“ Part 1 (2 videos) Two documentary-style videos (6โ€“8 min each) covering initial watershed assessments and NbS selection. Content will include gender-sensitive messaging, subtitles, and animations, and will be published through the projectโ€™s knowledge platform. Product 4. Documentary video series โ€“ Part 2 (3 videos) Three 6โ€“8 min videos documenting community engagement, NbS implementation, and final project outcomes. This set completes the visual storytelling component and serves as a key dissemination tool. Project/ Outcome / Output / Activity Project: Eco Advance Development of a fully functional, responsive, and user-friendly website for the Environmental Alliance of America (AAA), designed in alignment with UNEP branding guidelines and accessibility standards. The final deliverable will include the approved structure, user experience (UX) design, and accessibility compliance, incorporating feedback from relevant stakeholders. The platform will bolster AAAโ€™s visibility, engagement, and service delivery through features such as public consultation tools, access to online courses, and integrated payment systems. Description Product 5. Development of the Environmental Alliance of America public website. End-to-end development and design of a responsive website for the AAA, including a public consultation platform for commenting on sustainability criteria, a payment gateway for course registration, and integrated course modules. The consultant will ensure usability, compliance with UNEP standards, and coordinate deployment within the existing hosting infrastructure. Specific tasks and responsibilities Under the direct supervision of the Regional Subprogramme Coordinator for the Climate Change Unit in UNEP LACO and in coordination with the Programme Management Officer, 10YFP, the consultant shall perform the following tasks: A. Audiovisual production and web maintenance for climate change projects โ€ข Coordinate online filming schedules and oversee the production of training and communication videos related to climate change. โ€ข Lead the editing, subtitling, and post-production of audiovisual content, including the development of 2D motion graphics to enhance storytelling and viewer engagement. โ€ข Ensure consistency in visual identity, storytelling, and branding across all audiovisual materials, aligned with UNEP guidelines and the regional communication strategy. โ€ข Upload and organize audiovisual materials on knowledge-sharing platforms, ensuring accessibility, usability, and compliance with technical standards. โ€ข Conduct regular technical maintenance of the platforms related to carbon markets and water security projects to guarantee their continuous functionality and security. Web development for Circular Economy โ€ข Provide technical guidance in the creation, layout, and launch of a new website that showcases the work of the EcoAdvance initiative and the Circular Economy team in Latin America and the Caribbean. โ€ข Ensure the site follows UNEP branding guidelines and accessibility standards while effectively presenting key information on regional priorities, tools, events, and results. โ€ข Collaborate with the EcoAdvance team to structure the information architecture, develop user-friendly navigation, and integrate multilingual support if required. โ€ข Maintain the platform post-launch, uploading content and troubleshooting any issues that arise, while proposing improvements to enhance user experience and performance. To that end, the consultant will contribute to two complementary streams of work: โ€ข For UNEPโ€™s Climate Change Unit, the consultant will provide technical input in the development, maintenance, and continuous improvement of digital platforms, as well as the animated post-production and editing of audiovisual materials for knowledge dissemination, training, and regional engagement.
