DUTIES AND RESPONSIBILITIES
The process of preparing the concept note for the implementation of the HydroSOS project in Regional Association III (RA III) began in Bogot谩, Colombia, in 2022. Since then, the National Water Institute (INA) of Argentina has been assisting in the development of the pre-concept note, which was accepted by the Adaptation Fund (AF), and subsequently to the drafting of the concept note, which is currently under development.
In this context, two main activities have been planned for this phase:
1. An in-person consultation workshop to be held in Asunci贸n, Paraguay, from 2-4 December 2025, aimed at collecting critical country-specific information, including those related to national adaptation priorities and reaching consensus on the project's governance framework
2. The recruitment of a consultant, who will be responsible for finalizing the concept note.
DUTIES AND RESPONSIBILITIES
This service will be structured, but no limited, by the following activities:
1. Gain a solid understanding of the policies and guidelines of the Adaptation Fund.
2. Identify the priorities and needs of each participating country in relation to their National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs), and water resource management frameworks.
3. Participate in the consultation meeting in Asunci贸n for the development of the concept note and support the moderation of the session by guiding and facilitating discussions to ensure alignment with the expected outcomes.
4. Systematize the information collected during the Asunci贸n meeting, organizing inputs in a clear and structured format.
5. Review the draft Concept Note for submission to the Adaptation Fund and enhance it with the systematized information from point 3.
6. Adjust and finalize the concept note based on feedback from the Adaptation Fund throughout its review stages.
DELIVERABLES
Deliverable 1, within 2 weeks of contract signature: Report identifying all the gaps to finalize the concept note, proposed agenda and workshop dynamics, and guidance on what each participating country should prepare in advance for the workshop.
Deliverable 2, within 6 weeks of contract signature: Report systematizing the information gathered during the consultation workshop in Asunci贸n, including the main agreements reached and key inputs provided by Member States.
Deliverable 3, within 7 weeks of contract signature: Concept Note finalized, incorporating the feedback provided by the Adaptation Fund throughout its review stages
QUALIFICATIONS
Education
Professional in the field of water resources with a Master's degree in a field relevant to the subject of this SSA. A PhD is considered an asset.
Experience
- Technical expertise in hydrological status and prediction, including experience with relevant data, models, and forecasting tools.
- Strategic understanding of water policy and governance
In-depth knowledge of legislation, policy analysis, international cooperation, and basin-level planning, with emphasis on water allocation, adaptation and drought management.
- Multisectoral awareness of water use dynamics
Familiarity with the needs and interactions of key sectors such as energy, agriculture, environment, inland navigation, public health, and vulnerable communities.
- Strong oral and written communication skills
in Spanish and English; proficiency in Portuguese is a plus.
- Proven ability to synthesize complex information in writing, producing clear and concise technical documents.
- Experience in writing project proposals (familiarity with Adaptation Fund proposal development is a strong advantage).
- Ability to facilitate meetings with stakeholders with different interests and arrive at consensus.
Other requirements
Fluency in English and Spanish (Portuguese is a plus), both spoken and written.
Acceptance of the UN code of conduct for evaluators.
Sound understanding of the hydrological diversity of the South American region (e.g., Andes, Pantanal, fast-flowing rivers, lowland rivers, Amazon Basin, La Plata Basin).
Experience in transboundary projects and international cooperation, particularly in contexts involving shared water governance
The consultancy duration is 20 days over a 2-month period, with a total estimated cost of USD 7,000 as remuneration to the consultant. A lump sum of 2,345 USD will be provided to the consultant to cover all his/her expenses, including air ticket if needed, to participate in the 3-day workshop in Asunci贸n, Paraguay.
