Under the direct supervision of the Chief of Field Office, the person on this role will undertakes and support WASH program in a sub-country office, ensuring efficient and cost-effective WASH support services, providing technical guidance to the partners and counterparts, Ensure programme development and planning, programme management, monitoring and delivery of results, technical and operational support for programme implementation, Humanitarian WASH preparedness and response, Networking and partnership building, Innovation, knowledge management and capacity building. Ensures the officeโ€™s WASH services are in compliance with the organization's policies, procedures, rules and regulations. The selected staff will also assist with other HR activities like, onboarding of national staff, review of TOR for UNV and working with Bentiu Field Office in ensuring timely response and completion of the recruitment through a fair and transparent process.

Task Description Within the delegated authority and under the supervision of Chief Field Office or his/her designated mandated representative(s), the UNV WASH Officer will: Duties of this assignment 1. Programme development and planning โ€ข Draft updates for WASH in the situation analysis, to inform the development of WASH-related outcome and output results. Research and report on trends in WASH, for use in programme development, management, monitoring, and evaluation. โ€ข Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevance of information. โ€ข Contribute to the development/establishment of WASH-related outcome and output results, as well as related strategies, through analysis of WASH sector needs and priorities. โ€ข Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems, to support progress towards the WASH-related outcome and/or output results in the country programme. โ€ข Prepare required documentations/materials to facilitate review and approval processes 2. Programme management, monitoring and delivery of results โ€ข Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation issues, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned. โ€ข Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management. โ€ข Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders. โ€ข Prepare sectoral progress reports for management, donors and partners. 3. Technical and operational support for programme implementation ๏‚ง Undertake field visits and surveys, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action. ๏‚ง Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation. 4. Humanitarian WASH preparedness and response โ€ข Draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency. โ€ข Study and fully understand UNICEFโ€™s procedures for responding in an emergency. โ€ข Take up support roles in an emergency response and early recovery, as and when the need arises. 5. Networking and partnership building โ€ข Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results. โ€ข Draft communication and information materials for WASH programme advocacy to promote awareness, establish partnership/alliances and support fund-raising for WASH. โ€ข Participate in inter-agency meetings on UNDAF planning, to integrate and harmonize UNICEF output results and implementation strategies with UNDAF development and planning processes. โ€ข Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes. 6. Innovation, knowledge management and capacity building โ€ข Assist in the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems). โ€ข Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development. โ€ข Assist in creating and delivering learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up to date with latest developments. โ€ข Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders. โ€ข Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: โ€ข Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). โ€ข Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. โ€ข Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. โ€ข Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. โ€ข Assist with the UNV Buddy Programme for newly arrived UN Volunteers. โ€ข Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: โ€ข As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including Results/Outputs can be modified as appropriate; should not entirely mirror the task description but serve as a basis for workplan and deliverables. โ€ข Support WASH emergencies (Flood Mitigation and response), technical support to implementing partners and counterparts, Monitor โ€ข Staff capacity is enhanced through active staff learning/development programmes in WASH and services. โ€ข Appropriate and consistent sub national coordination timely and support WASH cluster partners at the sub-country levels. โ€ข Operations of delivery of WASH support services are timely and effectively provided, โ€ข Effective working relations are maintained with other agencies, local authorities and implementing partners. โ€ข Any other assigned administrative support responsibilities and services are effectively carried out and delivered โ€ข Statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Living conditions and remarksโ€ข Bentiu is the capital city of Unity State in northern South Sudan near international border with the Republic of Sudan. It lies approximately 654kilomteters (406 miles), by road, northwest of Juba, the capital and largest city hosting thousands of internally displaced persons. UNICEF accommodation and Office are allocated within Humanitarian Hub inside UNMISS compound under UN Security Management System and follow mandated measures defined under Security Risk Management (SRM) area documentation. All humanitarian relocatable staff are living in Bentiu Humanitarian Hub managed by IOM. Bentiu Field Office is access by air from Juba. In related to climate change, 90% of Unity State particularly Bentiu is flooded affecting seven out of nine counties. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. โ€ข Due to complexity and context of the area, a national UN Volunteer assignment requires to be accommodated in UNICEF GH.
