Asia Regional Office (ROA). ROA oversees a diverse portfolio of projects in the South, Southeast, and Central Asia region, assisting GGGI Member States cultivate sustainable development models to drive their economic growth. Its main functions include comprehending the unique requirements of each country, forging robust partnerships with stakeholders and collaborators involved in regional sustainable development initiatives, and developing regional projects and programs in policy and/or investment.

ASEAN-Korea Cooperation on Methane Mitigation (AKCMM). AKCMM is a 3-year, USD 20M regional project aimed at reducing methane emissions at scale in ASEAN Member States (AMS). The project seeks to achieve this objective through the following four interventions (i.e., outputs):

Output 1. Developing enabling policies and institutions Output 2. Improving measurement of methane emissions; Output 3. Designing, financing, and implementing methane reduction sub-projects Output 4. Promoting regional dialogue and partnership

POSITION SUMMARY
General. The MRV Officer, Methane Mitigation plays a critical role in the successful completion of the Vietnam component of ASEAN-Korea Cooperation on Methane Mitigation (AKCMM), a 3-year, USD 20M regional program to be implemented in ASEAN Member States (AMS). Team composition. The MRV Officer works closely with the Country Representative to Viet Nam, Senior Technical Advisor, and other staff members under AKCMMโ€™s Vietnam component โ€“ Investment Officer, Methane Mitigation and Policy Analyst, Methane Mitigation โ€“ to deliver Outputs 1 ~ 4 in Vietnam.

These staff members will work as part of GGGIโ€™s Vietnam country office. GGGI country office is comprised of a Country Representative, several Project Managers and Officers (depending on the number of projects GGGI is implementing), and operational focal points.

In addition to the Vietnam country office, the MRV Officer โ€“ together with his/her AKCMM colleagues โ€“ will also receive guidance from the Asia Regional Office since AKCMM is a regional project being undertaken in ASEAN Member States. Staff members from the regional office will lead the delivery of AKCMMโ€™s regional elements and share best practices of/lessons learned from other GGGI country offices.

Primary role. The MRV Officerโ€™s main responsibility is to successfully complete all activities under Output 2 and thereby contribute to improved MRV of methane emissions reduction in Vietnam. The activities are: Gap analysis of Vietnamโ€™s methane emission inventory. Based on comments from the International Consultation and Analysis (ICA) process on the Third Biennial Update Report (BUR), as well as other sources, conduct a comprehensive gap analysis and priority actions to address them. Improve methane emissions MRV for key sectors. Based on the findings of the gap analysis and consultation with Methane Reduction Committee (โ€œcommitteeโ€), implement priority action(s) to improve MRV of methane emissions reduction, particularly in agriculture and waste sectors. Support compliance with MRV requirements under the Enhanced Transparency Framework (ETF). This activity involves providing requisite support to the Government of Vietnam with respect to ETF. The exact manners and forms of support should be determined in reference to the gap analysis report but will include training sessions, hands-on coaching, workshops, etc Secondary roles. The MRV Officerโ€™s secondary responsibilities are as follows: Support the Policy Analyst, Methane Mitigation, in delivering Output 1 Support the Investment Officer, Methane Mitigation, in delivering Output 2 Support the Program Manager, ASEAN Regional Programs, by drafting blogs, briefs, and presentation decks for Output 4 Undertake all tasks required to comply with administrative and reporting rules of the Government of Vietnam, GGGI HQ, AKCF, and the ASEAN Secretariat (with respect to Output 1).

PURPOSE

The MRV Officer is directly responsible for all activities under Output 2 and undertakes both technical and administrative tasks. He/she achieves a timely and measurable improvement in Vietnamโ€™s MRV of methane emissions reduction and its capacity to comply with ETF requirements. Specific tasks include, among others,

Ensuring the high-quality results of the Output 2 regarding Viet Nam methane emission data, including its source(s) and methodologies, the MRV Officer will work closely with government officials to assess and enhance their reporting accuracy in line with comments received from the UNFCCCโ€™s International Consultation and Analysis (ICA) process. This includes conducting detailed assessments of existing measurement, reporting, and verification (MRV) frameworks, particularly in the agriculture and waste sectors, identifying gaps, and providing recommendations for improvement in the Biennial Update Reports (BURs) and other key submissions. Adapting current national methodologies, the MRV Officer will ensure that these frameworks are aligned with evolving UNFCCC standards, including the Enhanced Transparency Framework (ETF). The officer will support capacity-building activities, designing tailored training programs and resources that help officials refine their MRV processes to meet stricter transparency and reporting obligations. Applying global best practices in methane emission management, the MRV Officer will collaborate with various stakeholders to ensure that local officials are not only compliant with international obligations but are also equipped to implement the necessary measures for accurate, verifiable, and sustainable emissions monitoring. This includes helping to streamline data collection and reporting processes, focusing on practical improvements that enhance overall capacity and compliance.

ENGAGEMENT

The MRV Officer will engage various stakeholders (e.g., national/provincial/municipal government agencies, bilateral/multilateral agencies, research institutions and academia, NGOs, and local communities) by:

Analyzing the nature of relationships between GGGI and stakeholders in Vietnam with respect to AKCMM โ€“ both those that already exist and those that are yet to be established but are necessary for the projectโ€™s success โ€“ and develop strategies to build, strengthen, and maintain such relationships. In doing so, he/she must clearly articulate the nature of the relationship, particularly on how their involvement adds value to the delivery of Output 2. Providing substantive input to potential partners (i.e., consultants, universities, think tanks, etc.) so that their activities are aligned with the goals of Output 2 specifically and AKCMM in Vietnam generally. He/she must, therefore, have an in-depth understanding of the gaps (including its causal and implicit factors) in MRV system for methane emissions reduction and how each partner could potentially contribute to addressing them. This will enable him/her to serve as an effective convenor and communicator, ensuring that the partnersโ€™ scope of work reflects their competency and teamwork is maintained throughout the project. Leading salient dialogue with government agencies, implementation partners, beneficiaries, and other stakeholders for the Output 2 and other technical issues related to methane mitigation. Such dialogue may take place through various formats and frequencies; the MRV Officer shall be flexible in adapting to stakeholdersโ€™ needs/preferences and work towards building a strong support for the adoption of the improvement measures.

DELIVERY

The MRV Officer will, based on guidance from and supervision of the Country Representative and Senior Staff of the Vietnam Country Office

Monitor outcomes from major national/regional/international fora as well as GGGIโ€™s project portfolio to identify emerging needs in Vietnam related to methane mitigation. Ensure the high-quality of gap analysis of Vietnamโ€™s methane emissions inventory and its endorsement by members of the Methane Reduction Committee. Manage the integration of priority recommendations in the gap analysis report to the governmentโ€™s processes for the improvement of the methane emissions MRV. Support Vietnamโ€™s compliance with MRV requirements under the Enhanced Transparency Framework through tailored support. Identify opportunities to engage entities based in the Republic of Korea on methane emissions MRV (e.g., Korean technology providers, universities, think tanks, etc.). Plan and manage missions to gather baseline data, consult stakeholders, validate assumptions, and assess the political/operational/technical feasibility of MRV improvements be delivered under Output 2. Manage the delivery of Output 2 by (i) preparing a work plan, (ii) holding regular meetings with partners/stakeholders, (iii) procuring competent service providers, (iv) managing the budget and contract(s) related to the output, (v) anticipating and addressing risks, (vi) solving problems of technical or operational nature, and (vii) communicating the results effectively. Understand and comply with all administrative and reporting rules as required by the Government of Vietnam, GGGI HQ, AKCF, and the ASEAN Secretariat (with respect to Output 2). Support the delivery of Outputs 1, 3, and 4, especially to the technical issues on methane mitigation. Have an up-to-date knowledge of GGGI processes, standards, and safeguards and following/adhering to them through the policy design cycle.

REQUIREMENTS AND QUALIFICATIONS
Advanced university degree (Masterโ€™s or equivalent) in natural sciences, environment, engineering, economics, finance or a related field. Minimum of 6 years in professional experiences in the field of climate change, agricultural environment or waste management in Viet Nam, given the nature of the work, this position will work closely with government counterparts to facilitate coordination and implementation of project activities. Extensive experience collaborating with high-level regulators, policymakers, and agriculture/waste companies (preferred). Relevant experience in methane mitigation measures, the Viet Namโ€™ NDC targets, and GHG inventory preparation, with a solid understanding of the UNFCCC reporting and review processes, IPCC inventory guidelines, and/or Monitoring Mechanism Regulation (MMR) reporting requirements. Strong expertise in methane emissions measurement methodologies and technologies in agriculture and waste. Excellent written and verbal communication skills, with fluency in English and Vietnamese. Proven ability to convey complex ideas clearly to diverse stakeholders with varying levels of expertise.
