Project Background
The Global Green Growth Institute (GGGI), in partnership with the Government of Tonga and the Department of Climate Change under the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communication (MEIDECC), is leading the development of two ongoing climate projects.
Enhancing the delivery of Tongaโs Third Nationally Determined Contribution (NDC3.0)
GGGI with funding from the World Resources Institute (WRI) Partnership Action Fund (PAF) will support Tonga deliver its NDC3.0 report document and promote the report through the production of reports and informative promotional videos.
Supporting the Tonga Climate Change Fund (TCCF):
Under the Low Emissions Climate Resilient Development (LECRD) project funded by the Government of New Zealand, GGGI will support the Government of Tonga to support the TCCF with the development of promotional videos with gender and social inclusion considerations to raise TCCF's corporate profile. It would also support the development of communications materials around the Operations Manual to assist potential applicants in the application.
Objectives of the Assignment
GGGI Tonga is seeking the services of a competent media service provider to film interviews, create content and facilitate the production of a series of High Definition (HD) video clips. The assignment is simply a promotional video production. The videos produced will also be disseminated to domestic and international audiences over mass and social media to raise awareness on both the NDC3.0 report and Tongaโs Climate Change Fund (TCCF). Travel requirements for this assignment are limited to Nuku'alofa, Tongatapu, with no international or outer island travel anticipated.
The proposed scope of works is specified below:
Produce 2-3 promotional videos for the Tongaโs Third Nationally Determined Contribution (NDC3.0) Produce 2-3 promotional videos for the Tonga Climate Change Fund (TCCF)To film and produce the video clips, the Service Provider shall undertake the following tasks
a) Develop a Production Plan in collaboration with the GGGI team and relevant Government focal points. The Production Plan will include agreed target audience, key messages, storyboard schedule, shoot schedule, and editing schedule.
b) Develop storyboards for each video. The storyboard should include a short description of how to structure the videos, the likely content, interview subjects and staging, and required inputs for each part.
c) Film and sound record interviews in Tonga. The interviews should be broadcast high-quality visual and audio (footage and record sound).
d) Obtain disclaimers and any necessary location permits to facilitate filming and photography for both film crew and GGGI staff/stakeholders โ the service provider shall also obtain appropriate interview authorization declarations for all interviews filmed. For the use/incorporation of non-GGGI or non-Government of Tonga images/voices/soundtracks/music in any of the videos, the service provider must have authorisation from the owner of the content as per the Copyright Laws of Tonga.
e) Editing and Production using Final Cut Pro or equivalent editing skills.
f) Collect and aggregate all content produced onto an appropriate mass-storage device for travel as follows:
i. The service provider must provide at the end of the contract all rushes, and photos, in high-performance disks with properly identified files (in duplicate).
ii. External hard disks, minimum USB 3.0 (the Service Provider shall factor the external hard disks into their financial proposal/quotation).
iii. There should be two copies backed up (two external hard disks) and the files should be organized in clearly identified folders. Files should be named sequentially, with photos archived in separate folders from videos.

Reporting Arrangements
GGGI Senior Programme Manager in collaboration with the Department of Climate Change will supervise the work progress of the service provider.
Expertise and Equipment required
The following list provides the expertise required:
5+ years relevant experience of videography in the national context with a Masterโs degree, or equivalent combination of relevant education and experience A unique blend of technical expertise, creative vision, and project management proficiency in media production. Familiarity with captioning tools or subtitling software. Crafting compelling narratives that resonate with audiences and communicate the intended message effectively. Proficient or native level understanding of both Tongan and English language and must be able to transcribe video.Equipment Requirements
High quality video and photography camera capable of shooting in various conditions including low light. Direct connection to the soundboard for sound pickup Sound equipment should include lapel microphone and a good microphone for environment (outdoor) sounds Drone for arial videography and photography Various Lens (wide-angle, standard and portfolio) Tripod or similar (rigs, etc.) for stabilization High quality audio recorder (lavalier microphones) Headphones Lighting and reflectors High-end performance computer with video editing software and color grading toolsInterested applicants must provide a portfolio of previous projects, a CV and cover letter outlining their proposed approach to deliver these terms of reference.
