Background
UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDPโs policy work carried out at HQ, Regional and Country Office levels forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.ย
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDPโs Strategic Plan.ย BPPSโs staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas.ย BPPS works closely with UNDPโs Crisis Bureau (CB) to support emergency and crisis response.ย BPPS ensures that issues of risk are fully integrated into UNDPโs development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.ย BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.ย
UNDP's Sustainable Finance Hub
The Sustainable Finance Hub, a finance and innovation platform, draws on a critical mass of UNDP expertise, initiatives, and partnerships to leverage and align resources for the SDGs and support the implementation ofย UNDPโs Strategic Plan 2022-2025. The Hub is an integral part of both the Bureau for Policy and Programme Support (BPPS) and the Bureau of External Relations and Advocacy (BERA), as well as part of the GPN. Through regional focal points, it supports sustainable finance work in UNDPโs Country Offices and works in close collaboration with the Regional Bureaus. The Hub serves as a connector, broker and global coordinator among internal and external actors; curates and manages UNDPโs catalogue of service offers on SDG financing to governments, investors and companies. The Hub has five interconnected service offers: 1) Public finance for the SDGs; 2) Unlocking private capital and aligning business operations for the SDGs; 3) SDG impact management and finance tracking; 4) Integrated National Financing Frameworks and Portfolios; and 5) SDG Finance Academy.ย

UNDPโs Insurance and Risk Finance Facility is charting new pathways to build resilience, incentivize growth and safeguard development. Value Chain & Insurance Analystย
The overall objective of this short-term IPSA assignment is to support the UNDP Insurance and Risk Finance Facility (IRFF) under the Sustainable Finance Hub in advancing its work on inclusive and agricultural insurance. The Value Chain & Insurance Analyst will contribute on an on-call basis to the Innovation Models building block of the Financial Resilience in Agriculture (FRA) Global Programme.
Duties and Responsibilities
The outputs for each specific assignment will depend on the scope of work engaged by the hiring unit.ย
Key responsibilities include:
Development of tools and frameworks: Design and develop practical tools and guidance for value chain practitioners and investors to integrate agricultural insurance into value chain business models, operations and strategies. Stakeholder engagement and capacity building:ย support the design and facilitation of targeted workshops with national, regional, and global value chain actors to promote the adoption of insurance-linked solutions. Field implementation support:ย Provide technical inputs and guidance for the implementation of bundled insurance programmes in coordination with key partners and other stakeholders. Technical inputs for Resource Mobilization opportunities:ย Contribute to the identification and preparation of proposals and concept notes aligned with food systems resilience and financing opportunities.Institutional Arrangement
The contractor will work in close collaboration with the IRFF Technical Team based in Geneva and Rome, under the direct supervision of theย IRFF Value Chain Resilience Specialist. The contractor ย will be required to have his/her own technical and software-based equipment to deliver the services.ย

This is a short-term IPSA assignment. The contractor will be requested to work no more than 130 working days in a calendar year.ย The payments will be based on a daily fee and the number of days worked. Advanced university degree (Masterโs degree or equivalent) in agriculture, rural agricultural development or agribusiness is required. OR
A first-level university degree (Bachelorโs degree) in the above-mentioned field of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.ย
Experience:
Minimum of 2 (two) years (with Masterโs degree) or 4 (four) years (with Bachelorโs degree) of relevant field experience in international agricultural value chains in Africa working directly with smallholder farmers.ย A minimum of 1 year in the implementation of inclusive insurance initiatives developing solutions and tools for projects.Desired experience:
A minimum of 2 year experience in engaging with global value chain players at HQ and field level is desired. Experience with upcoming EU Regulations on zero deforestation and due diligence is desired. Experience in research projects on family farming value chains is desired. Experience in engaging with governments on national sustainability cocoa or coffee initiatives in Africa and/or Sout East Asia is desired. Experience in designing and facilitating multi-stakeholder consultation processes is desired. Previous working experience with the UN or other international organizations is an asset.Languages:
