Mission and objectivesThe United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. UN-Habitatโs mandate is further derived from other internationally agreed upon development goals, including the Sustainable Development Goals (SDGs). The New Urban Agenda approved at Quito in 2016 sets the standards for achieving SDG 11 which calls to โmake cities and human settlements inclusive, safe, resilient and sustainable. UN-Habitat has had a presence in Myanmar since the early 1990s and re-established a country office in 2008 working in Humanitarian, Development and Peace Building through its programme of support in the areas of Community resilience, WASH and resilient infrastructure, local climate action, Urban Planning and Management, Community Driven Development and Recovery, Environment, Disaster Risk Reduction (DRR) and Pro-poor Housing. UN-Habitat also participates in the UN Country Team in Myanmar and has aligned its Country Programme with the United Nations Transitional Cooperation Framework (UNTCF).Following the recent earthquake in Myanmar, widespread damage has been reported in some areas, including critical infrastructure, housing, public facilities, and essential services. The disaster has significantly impacted the livelihoods and well-being of the populations, particularly vulnerable groups residing in informal settlements and hazard-prone areas. In response, the government, with support from development partners, is initiating a comprehensive urban recovery project aimed at restoring essential services, rebuilding resilient infrastructure, and supporting inclusive socio-economic recovery. The project adopts a Build Back Better approach, emphasizing risk reduction, climate resilience, and long-term sustainability. It focuses on strengthening local governance, enabling participatory planning processes, and ensuring that recovery efforts are integrated into broader urban development frameworks. The initiative also aims to enhance the capacity of local authorities and communities to manage future risks and foster urban systems that are more adaptive and inclusive.

Task DescriptionUnder the direct supervision of the UN-Habitat Country Programme, the National UN Volunteer will carry out the following tasks: โข Conduct post-earthquake urban recovery assessments, including analysis of damage to housing, infrastructure, public services, and urban systems, with attention to vulnerable populations. โข Support the development of inclusive, risk-informed, and climate-resilient recovery strategies that align with national recovery frameworks and local development plans. โข Provide technical guidance on urban planning, housing reconstruction, infrastructure rehabilitation, and land use management in the post-disaster context. โข Engage with civil society and affected communities to ensure participatory and locally led recovery processes. โข Coordinate with humanitarian actors and development partners to promote coherence between emergency response, recovery, and long-term development. โข Contribute to capacity-building efforts for government counterparts and local stakeholders on resilient urban recovery planning and implementation. โข Support data collection, mapping, and spatial analysis using appropriate tools (e.g., GIS) to inform evidence-based recovery planning. โข Prepare technical reports, presentations, and communication materials to document lessons learned, progress, and impact of recovery initiatives.
