Result of ServiceThe consultant will support the development, application and ongoing refinement of the PAAPAM ecosystem analysis. The ecosystem analysis will serve as a baseline assessment for five flagship countries (Cameroon, Ghana, Kenya, Malawi and Morocco). It aims to provide a structured understanding of the active mobility landscape at national and city levels. The work will include the development of a methodology, systematic assessments of policies, strategies, plans and institutional frameworks across the transport, urban planning and health sectors, as well as stakeholder ecosystems, governance arrangements and capacity gaps. Findings will inform country-specific capacity development, stakeholder engagement and policy support activities under the PAAPAM. The consultant will contribute to shaping the ecosystem analysis as a standardized, transferable tool that can be used by other countries, cities and partners seeking to apply the PAAPAM framework (Active Mobility Action Tracker). Activity 1. Develop a methodology for PAAPAM country ecosystem analyses The PAAPAM Ecosystems Methodology should include: โ€ข Alignment with the UNDA 17 funded project - -Safer Healthier and Cleaner Transport Project โ€ข Alignment with PAAPAMโ€™s three action areas and indicators. โ€ข A standardized format that is also adaptable to varying contexts. โ€ข Integration of gender equality, disability inclusion, and social equity considerations throughout the methodology. โ€ข A clear, step-by-step methodological framework including tools, templates, and guidance for conducting PAAPAM ecosystem analyses. โ€ข A stakeholder mapping approach, policy and institutional review framework, and capacity gap assessment methodology. โ€ข Organize a peer review process with at least 5 peer reviews and organize at least 2 workshops with UNEP, UN-Habitat and WHO as well as relevant local and national stakeholders to integrate inputs and validate the approach to finalisation of the methodology. โ€ข Prepare and deliver a training workshop on the final methodology including a presentation on step-by-step outline. Activity 2: Apply the methodology to the five flagship PAAPAM countries (either through direct technical assistance to country partners and/or to local consultants/stakeholders). This includes a review of existing policies, strategies, institutional mandates, financing mechanisms, and data systems related to walking and cycling. Identify capacity gaps, enabling factors, and opportunities for scaling active mobility action at national and city levels. This will include: 1. Engaging with stakeholders in project countries through interviews, workshops or meetings. 2.Lead on undertaking the analysis in three countries (Ghana, Kenya and Malawi). 3.Provide technical assistance to local partners and consultants in two countries (Morocco and Cameroon). 4.Draft and finalise country ecosystem reports for Ghana, Kenya and Malawi. 5.Review and provide inputs to reports for Morocco and Cameroon. 6.Reports should be evidence based and include: a) Active mobility policy and institutional landscape b) Stakeholder ecosystem mapping c) Capacity gaps and training needs analysis d) Gender, inclusion, and LNOB considerations (how well do countries implement actions related to these groups) e) Comparative analysis using indicators identified in the โ€œWalking and Cycling in Africa Evidence and Good Practice to Inspire Actionโ€ report. f) A comprehensive peer review process which collects and integrates feedback. Activity 3: In close consultation with UNEP, UN-Habitat, WHO and project partners, support the development of a clear indicator framework for the Active Mobility Action Tracker, aligned with PAAPAM goals, action areas and other globally accepted, comparable indicators. The Active Mobility Action Tracker is a transparency, accountability and learning tool designed to support the implementation of the Pan African Action Plan for Active Mobility (PAAPAM). Its purpose is to systematically track decisions, commitments and actions taken by national and local governments to improve conditions for people who walk and cycle, while making progress visible over time. This will include: 1. Reviewing existing PAAPAM indicators, the UNDA17 results framework indicators, and relevant global and regional indicator sets (e.g. road safety, health, climate, inclusion) to identify priority indicators suitable for tracking government action and progress. 2. Defining a core set of standardized indicators that can be applied across all five project countries (and other African countries) to enable comparability, while allowing flexibility for country-specific or city-level indicators. 3. Developing a clear indicator definition, data sources, frequency of data collection, and responsible actors, with attention to feasibility in low- and middle-income country contexts. 4. Identifying opportunities to integrate qualitative indicators (e.g. policy decisions, stakeholder dialogue outcomes, commitments made) alongside quantitative metrics. 5. Supporting the validation of the indicator framework with government counterparts and partners and refine based on feedback. 6. Work with communications focal points in SMU to align the indicator work with the communications, advocacy and accountability campaign. Work LocationRemote Based Expected duration6 Months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making. The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division and promotes sustainable and low & no-emissions transport in low and middle-income countries around the world through projects and programmes for Fuels and Vehicles, Electric Mobility, Active Mobility and Transport Digitalisation, and the Partnership for Clean Fuels and Vehicles project. The Sustainable Mobility Unit seeks a consultant with strong technical expertise in active and sustainable mobility, and demonstrated experience in equity, intersectionality, and Leave No One Behind (LNOB) principles to support implementation of the Pan African Action Plan for Active Mobility (PAAPAM). PAAPAM is a continent-wide framework coordinated by UNEP, UN-Habitat and WHO with strategic input from the African Union and UNECA to protect and enable the billion people who walk and cycle every day in Africa by embedding active mobility into policy, planning and investment decisions. SPECIFIC RESPONSIBILITIES Under the supervision of the Programme Management Officer for Share the Road and Pan African Action Plan for Active Mobility (PAAPAM) stakeholders, the consultant will be responsible for the following activities: Activity 1. Develop a methodology for Pan African Action Plan for Active Mobility (PAAPAM) country ecosystem analyses. Activity 2: Apply the methodology to selected Pan African Action Plan for Active Mobility (PAAPAM) countries through delivery of technical assistance. Activity 3: Support the development of an indicator framework for the Active Mobility Action Tracker. Qualifications/special skillsAdvanced university degree (masterโ€™s or equivalent) in transport planning, urban planning, public policy, international development, environmental studies, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 5 years of relevant professional experience in sustainable transport, active mobility, urban development, transport research or capacity development is required. Working on walking and cycling projects experience is required. Demonstrated experience working in African contexts, preferably across multiple regions or countries is required. Working with civil society, NGOโ€™s and academia is required. Experience in undertaking research and data collection is required. Stakeholder consultation experience is required. Working in a project delivery environment experience is required. Experience in producing high-quality analytical reports and policy-oriented knowledge products is required. Strong background in gender-responsive, disability-inclusive and socially equitable mobility planning, including application of Leave No One Behind (LNOB) principles in analysis and engagement processes is desirable. Experience in facilitating multi-stakeholder workshops, validation sessions and consultations, including with marginalized groups and in multilingual or cross-cultural settings is desirable.
