GENERAL BACKGROUND
To respond to the national demand for transparency, accountability, integrity and financial crime prevention, as well as to support the ongoing implementation of the National Anti-Corruption System and the National Transparency System in Mexico, UNODC COMEX works in coordination with different national and international institutions in the MEXW26 Project. The aim is to serve as a platform for the public sector, private sector, civil society, and academia and provide technical assistance through the development of strategic tools and recommendations derived from international best practices, which seek to combat corruption and strengthen prevention.
In this sense, UNODC implements a series of initiatives and activities to raise awareness, prevention and technical support for these needs of the national situation. The thematic program of prevention and fight against corruption always seeks to make alive the principles of the United Nations Convention against Corruption.
For the implementation of the project, technical assistance and intersectoral support between the federal government and the rest of the local and sectoral stakeholders are foreseen.
ย PURPOSE OF THE POSITION
The objective of the position is to coordinate the activities, initiatives and staff of the Anti-corruption Program, dedicated to provide technical assistance for the prevention and fight against corruption in Mexico at the three levels of government, i.e. federal, state and municipal.
To this end, he/she will provide technical assistance services and coordination with key counterparts, as well as the proper implementation of the strategies of this anti-corruption mandate. This position requires a broad level of technical expertise in project implementation, as well as experience in supervising technical work teams and practical experience in the implementation and negotiation of related components.It will also serve as a point of contact with the National Anticorruption System, the 32 local systems, business chambers, other international cooperation agencies and actors involved in the issue. It will have a strong liaison with the specialists at Headquarters in Vienna and with other thematic areas of COMEX. ย SUPERVISION The project coordinator will work under the direct supervision of the Programmes Officer and the indirect supervision of the UNODC Representative in Mexico. ย DUTIESย ANDย RESPONSABILITIES
Within assigned authority and under the supervision of the Programmes Officer, the incumbent will be responsible for the following specific tasks:
Design, elaborate, negotiate and implement strategies to prevent and combat corruption targeting all sectors. Coordinate, supervise and manage the team of the Anti-Corruption Programme. Coordinate synergies with the rest of the office to implement workshops, training and events on cross-cutting issues. Overseeing the design, production and dissemination of materials produced by specialists. Liaise with strategic partners in the institutions involved in the anti-corruption and financial crime prevention mandate to establish strategic alliances and collaborations for the successful operation of the Programme. Support the Programmes Officer in the identification, negotiation and design of new initiatives in the anti-corruption and financial crime prevention mandate. Contribute to the issuance of public policy recommendations and the generation of critical paths of work in close liaison with governmental actors and other strategic sectors on the anti-corruption and financial crime prevention mandate. Support the implementation of programming, monitoring and evaluation mechanisms to ensure the quality of local initiatives, promote transparency in the execution of public resources and maximize the positive effects on target communities. Conduct progress reports on project activities and policy development according to partner demand and UNODC monitoring processes. - Coordinate the elaboration and design of concept notes, programmes and cooperation projects in the area of policy generation/strengthening within this mandate.ย
EXPECTED OUTCOMES
The coordinator is expected to develop the following deliverables according to the periodicity previously agreed with the Programmes Officer, which will be assessed based on their quality and timely completion:
ย QUALIFICATIONS
Education
Advanced university degree (Master's degree or equivalent degree) in international development, human rights, public administration, public policy or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Bachelor's degree in law, public administration, international relations or related fields Expertise in the National Anti-Corruption System, corporate integrity, design of public policy diagnostics and evaluations, financial crime prevention, and human rights. Knowledge of international anti-corruption and democratic governance commitments. Knowledge of the United Nations Convention against Corruption and others legal mechanisms of the international system, as well as the 2030 Agenda. Expertise in the design, monitoring, evaluation and strengthening of public policies.ยExperience
A minimum of 8 years of experience in coordination and implementation of public policies related to the field of anti-corruption and/or security, justice and peace institutions. Experience in delivering workshops and courses, managing audiences and message placement. Experience in building intervention models with target population and local partners. Experience in negotiating agreements and handling different interest groups (this will be considered as an advantage).Languages

The United Nations Office on Drugs and Crime (UNODC) is the world's leading office in the fight against illicit drugs and transnational organized crime. It was founded in 1997 when the United Nations International Drug Control Programme (UNDCP) together with the Centre for International Crime Prevention formed the United Nations Office for Drug Control and Crime Prevention (ODCCP). Subsequently, on 15 March 2004, an office with its own legal personality and legal powers was established through the United Nations Secretary-General's bulletin STSGB/2004/6, which created the United Nations Office on Drugs and Crime (UNODC).
UNODC has 50 offices around the world, with a presence in more than 150 countries. Ninety percent of UNODC's budget comes from voluntary contributions, mainly from governments.
UNODC is mandated to assist Member States in the fight against illicit drugs, crime and terrorism.
