How can you make a difference?ย
The purpose of the consultancy is to conduct an evaluability assessment that will provide UNICEF management and programme staff with evidence about the readiness of the office to conduct evaluation as there is doubt about the availability of planning, monitoring, and reporting documents on gender programming. The evaluability will be timely to provide recommendations to improve the gender programming in preparation for the next Country Programme and the revision of the 2021 Gender Programmatic Review.
The main objective of the evaluability assessment is to provide evidence on the robustness of the planned gender output and outcome level results and the extent to which the results can be measured and demonstrated in the near, medium and long term aligned with GAP 2022-2025, which can be unpacked to:
Determine whether the causal pathways towards the planned gender programme results in Syria are clear, logical and aligned specifically with the new political transitional context in Syria and Sustainable Development Goals (SDGs), and embedded in all programme cycle phases; Assess the adequacy, timeliness, quality and validity of monitoring, reporting, learningย mechanisms of SCO on gender responsive and transformative programming to track outputs and outcome performance indicators to be used to measure how relevant and efficiently the results have been achieved or not against the set targets Perform a stakeholder, partner, UNICEF staffing and coordination analysis in planning, implementation, monitoring and reporting to accomplish Country Programme gender results and identify the gaps. Education: Advanced (Masters or above) university degree in political science, social sciences, economics, public policy, international relations or related field.ย Work experience: At least eight years of experience in conducting, and four years in leading evaluations, evaluability studies or assessments of organisational strategies and programmes Experience in conducting at least two gender analysis or review of gender policies and strategies at organisational levelย is essential, either as a standalone exercise or as part of wider review/assessment/evaluation. Demonstrated ability to support organisations on strategic gender assessments or reviewsย is desirable. Previous experience with international organisations/ UN experience is desirable.ย Professional work experience in humanitarian context and/or the Middle East is desirable.ย ย Technical knowledge/competencies: Knowledge and experience of gender equality policy and practice or gender transformative programming is essential; Understanding of strategic organizational change in the field of gender policy and/or programming is desirable Fluency in English including report writing and presentation skillsย is essential Language High proficiency in reading and speaking in English is required; Proficiency in report-writing in English is required; Proficiency in speaking Arabic will be an advantage.EVALUATION PROCESS (OF APPLICATIONS):

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.ย
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
