Result of ServiceThe result of services is to support the Cool Coalition, under the Mitigation Branch in accelerating efforts to expand sustainable, efficient, climate-friendly cooling globally and in Vietnamese cities and to support the Government of Viet Nam to strengthen NDC implementation, particularly in promoting climate friendly cooling in urban settings to mitigate GHG emission and strengthening the resilience of central coastal regions for climate adaptation. This includes: providing organizational support for events, trainings, city-visits and stakeholder consultations; facilitating MoNRE and UNEP engagement of ministries, provinces, cities and other stakeholders; drafting and collating technical inputs from multiple stakeholders for knowledge products, policy documents, trainings and assessments; facilitating peer review and ensuring timely delivery of technical outputs from subcontractors; supporting drafting of communications materials; providing inputs to donor reporting on project delivery and tracking of subcontractor work plans. Ministry of NRE Expected duration12 months Duties and ResponsibilitiesA consultant is needed to perform tasks of a technical and organizational nature as part of the Cities Unit of the Mitigation Branch, Climate Change Division, United Nations Environment Programme (UNEP). Specifically, a consultant is needed to coordinate and technically support UNEP and the Ministry of Natural Resources and Environment (MoNRE) of Viet Nam in the implementation of two closely linked projects for which MoNRE is the focal ministry: 1) โNDC Action Project โ Facilitating implementation of climate-resilient and low-carbon development aligned with national and global goalsโ which is being implemented in Viet Nam by UNEP and the UNEP DTU Partnership (UDP); 2) โSustainable Urban Cooling in Viet Nam citiesโ (Urban Cooling Project) which is being implemented by UNEP and Global Green Growth Institute (GGGI) as part of the Cool Coalition. The Consultant will be under the Mitigation Branch of UNEP with significant liaison with UNEP Asia-Pacific Office. This position will be based in the offices of Department of Climate Change, MoNRE in Hanoi Viet Nam. To achieve the adaptation and mitigation goals of the Nationally-Determined Contributions (NDCs), countries need to translate their broad NDCs into specific policies, programmes and financing plans for actions identified to achieve NDC goals. NDCs typically list these actions, but the descriptions often lack specificity and details (particularly regarding adaptation) and are generally weak on institutional arrangements and transparency. By translating each NDC into sectoral portfolios of policies and programmes, the NDC Action project will bridge the gap between the content of the NDCs and the information and capacity required for their implementation. Aligning with Viet Namโs own NDC priorities, the NDC Action Project bridges this gap. The project will secure a multi-stakeholder and high-level engagement; provide the technical support to strengthen the capacity of Line Ministries and Sub-regional government bodies responsible for NDC implementation; support development of a portfolio of sectoral policies and programmes, develop investment plans in two priority areas โ promoting climate friendly cooling in urban settings to mitigate GHG emission and strengthening the resilience of central coastal regions for climate adaptation. The project will also facilitate experience-sharing, both among the partner countries and with other countries. Of these two priority areas, the component on promoting climate friendly cooling in urban settings is well integrated with the UNEP-GGGI Urban Cooling Project. This project, being undertaken with MoNRE, will: support two pilot cities to develop Urban Cooling Action Plans linked to extreme heat planning with investment opportunities identified; support design and preparation of a national cooling fund for cities; assess GHG benefits of urban cooling approaches; support inclusion of urban cooling into national decrees, national and provincial policy frameworks and planning guidelines; and support awareness raising and capacity building in cities on urban cooling. The consultant will support MoNRE and UNEP, working closely with key members of the project teams (i.e. NDC Action project senior climate advisor to MoNRE based in Hanoi) to ensure smooth implementation of these two projects including: providing organizational support for events, trainings, city-visits and stakeholder consultations; facilitating MoNRE and UNEP engagement of ministries, provinces, cities and other stakeholders; collating technical inputs from multiple stakeholders for knowledge products, policy documents, trainings and assessments; facilitating peer review and ensuring timely delivery of technical outputs from subcontractors; supporting drafting of communications materials; providing inputs to donor reporting on project delivery and tracking of subcontractor work plans. Qualifications/special skillsa. Education (Level and area of required and/or preferred education) ยท Academic The consultant should have graduate qualifications in public administration, development, natural resource management, engineering, the environment or a science, or socio-economic related field. b. Work Experience (List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.) ยท Professional Experience A minimum of one years in a relevant field of work, preferably with a focus on climate change policy development, cooling, energy, urban planning, environment. Practical experience in facilitating multi-stakeholder engagement, program development, coordination and institutional support and capacity building is essential. Experience working with the Government of Viet Nam is an asset. Professional experience of working with the United Nations projects would be an added advantage. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English and Vietnamese is required.
