Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the SPF, in line with UN Womenโ€™s Gender Equality Accelerator (GEA) on Women and the World of Work, concrete results in supporting womenโ€™s entrepreneurship and decent work will be advanced in Kenya and Chile, as well as at the global level, through promoting gender-responsive procurement (GRP) in the public and private sectors and fostering enabling markets for women. The GEA adopts a systematic approach for womenโ€™s economic empowerment that promotes job creation and the full realization of womenโ€™s rights, agency, leadership and economic autonomy and attainment of decent working conditions free from violence and harassment and tackles discriminatory social and legal norms through policy and programmatic change. Because procurement has a huge potential to shape financial flows and move the needle on gender equality, the GEA leverages GRP, which applies a gender perspective to procurement, in both the public and private sectors. The expected outcome of the SPF component is that governments and private sector organizations adopt gender-responsive procurement laws, legislation and policies and increase procurement spend from women-owned, led and gender-responsive businesses.

Under the guidance and direct supervision of the Head of Office in Chile,ย the Resource Mobilization and Private Sector Partnerships Specialist will lead efforts to strengthen the capacities of private sector actors and UN stakeholders in Chile to design and implement gender-responsive procurement policies, practices and tools that support womenโ€™s participation in value chains. Additionally, the Specialist will play a key role in mobilizing resources and forging strategic partnerships to expand the reach and impact of GRP initiatives aimed at advancing womenโ€™s economic empowerment in the country. The Specialist will coordinate closely with Lead of the Women's Economic Empowerment Acceleration Programme in Chile, as well as theย Programme Specialist, Gender-Responsive Procurement in the Economic Empowerment section at UN Women HQ.

Scope of Work :

1.Provide technical assistance and capacity development for the private sector, as informed by the pending private sector strategy:

Coordinate the capacity development of the private sector and the UN to design and implement gender-responsive procurement (GRP) policies and practices in Chile and for regional partnerships. Explore and manage opportunities to connect women-led businesses and entrepreneurs with private sector procuring organizations in Chile, LAC region and globallyย . Coordinate the development and dissemination of tools and methodologies to increase womenโ€™s participation and benefits from procurement spending in Chile and in the programmeโ€™s broader scope. Explore and coordinate the creation of tools and standards, such as supplier codes of conduct and evaluation criteria, to support private sector and relevant stakeholders in Chile with GRP policies and practices.

2. Manage knowledge development and management on GRP for the private sector:

Research and identify experiences, lessons learned, and good practices to inform capacity development, partnerships, and resource mobilization around GRP in Chile. Coordinate the development, publication and dissemination of knowledge products (e.g., analytical reports, research papers, policy briefs, background papers, online newsletters, etc.) on GRP to advance womenโ€™s economic empowerment in Chile and in LAC Region. Facilitate knowledge exchange on GRP by convening and participating in strategic events โ€“ support the global GRP Community of Practice and facilitate national communities of practice in Chile to connect professionals, decision-makers, and stakeholders for consultation, coordination, and knowledge generation.

3.Resource mobilization and partnerships:

Coordinate the implementation of the current resource mobilization and partnerships strategy for this component and UN Womenโ€™s Chile Office. Develop and implement advocacy and outreach strategies on GRP related to the private sector in Chile, in close collaboration with HQ and programme-based teams. Support and strengthen partnership opportunities for resource mobilization and strategic alliances with stakeholders, partners, and donors to promote womenโ€™s economic empowerment in Chile and in coordination with the LAC Regional Office. Contribute to an annual conference on womenโ€™s economic empowerment coordinating with private sectors and key stakeholders in Chile. Draft proposals to be submitted to potential donors and allies, reinforcing GRP-related actions and results within the framework of womenโ€™s economic empowerment in Chile.

4. Coordinate the submission of high quality and timely reports to Donorsย 

Contribute to monitoring, evaluation and donor reporting, ensuring documentation of results on the Accelerating Womenโ€™s Economic Empowerment in Latin America component of the UAE Strategic Partnership Framework (SPF) in Chile Provide technical support to the programme manager for the preparation of high quality and timely donor report;ย 

5. Provide advice and support to strengthen internal resource mobilization capacityย 

Advise and support UN Women country office colleagues on resource mobilization procedures and guidelines as well as funding modalities.ย  Facilitate partnership and resource mobilization training to program staff and managers based in Country Office including the development of tools and products, as needed.

6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Education and Certification :

Experience :

At least 5 years progressively responsible experience gender equality and womenโ€™s economic empowerment Experience in gender-responsive procurement, including knowledge of national procurement policies and regulations, is required. Experience in managing womenโ€™s economic empowerment programmes and strategic planning is required. Proven experience in developing and managing strategic partnerships, particularly with the private sector, including demonstrated ability to draft donor proposals, mobilize resources, and engage effectively with funders and key stakeholders. Experience in coordinating teams is required. Experience in working in the UN system and UN coordination is desirable.

Languages :

Fluency in Spanish and English is required.ย ย
