Background:

Established by UN Women in 2021 with the support of the Ministry of Gender Equality and Family (MOGEF) of the Republic of Korea, the UN Women Knowledge and Partnerships Centre in the Republic of Korea is dedicated to supporting traditional and non-traditional stakeholders in realizing commitments to gender equality, womenโ€™s empowerment, and the rights of women and girls through (i) gender capacity-building training programmes, (ii) research and support for production and use of gender data, and (iii) network building, partnership cultivation and advocacy as a leading gender training and knowledge hub in Asia and beyond. The Centre embraces innovation, including as it relates to new technologies and partnerships, to increase the breadth and impacts of its work, aligning with the 2030 Agenda for Sustainable Development, Pact for the Future and the on-going regional and global dialogue on Beijing+30 and its transformative promise to leave no one behind. Prioritisation is given to supporting at the regional and global level: enhanced knowledge, responses and strategies on the Care economy as a cornerstone of womenโ€™s overall empowerment; strengthened knowledge, policies and tools to end technology-facilitated gender-based violence; and increased emphasis on advancing multistakeholder partnerships for gender equality and womenโ€™s empowerment.ย 

Under the supervision of the Gender Training Specialist and under the technical guidance from regional focal points at UN Women Regional Office for Asia and the Pacific, the Programme Assistant works with and provides support to Programme Specialists of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations.ย The Programme Assistant provides administrative programme, and logistical assistance to the team for the smooth programme implementation.

Scope of Work:

1. Provide administrative and logistical support to the formulation and management of programmesย 

Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;ย  Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;ย ย  Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;ย ย ย  Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.ย  ย 

2. Provide administrative support to the financial management of the Programme Unit:

Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;ย  Prepare non-PO vouchers for development projects;ย  Process payment for consultants, as delegated;ย  Create requisitions in Quantum system for development projects; register good receipts in Quantum system. ย 

3. Provide administrative support to the Programme Unit:

Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;ย  Support the preparation of the requirement and the Term of References identifying the need for procurement of services or goods; Support and provide feedback in the technical evaluation of the competitive bidding procurement action; Provide administrative support for finance team, as required, with respect to the payment processes; Serve as the Quantum focal point for vendor creation/submission; Make travel arrangements for the Programme Team, including travel requisitions and claims;ย  Draft minutes in meetings, as delegated;ย ย  Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;ย  Organize and coordinate filing of documents; maintain mailing lists. ย 

4. Provide administrative support to resource mobilization:

Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents. ย 

5. Facilitation of knowledge building and knowledge sharing:

Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues. ย 

6. Provide ICT Support:

Support coordination of ICT-related services and office ICT infrastructure, including compliance with UN Womenโ€™s information security policies. Assist in the setup of computing devices (e.g., laptops, printers, mobile phones) by following provided guidelines; Maintain and update ICT asset records in collaboration with the Asset Focal Point, covering issuance, return, and custodian tracking, in line with organizational procedures; Provide basic assistance to colleagues in using office tools (e.g., Microsoft Office, printing, Zoom, MS Teams), and help resolve routine issues related to connectivity, account access, and audio/video setup during online or hybrid meetings. Escalate complex cases to the ICT Focal Point or ROAP ICT team as needed; Assist in organizing and maintaining shared digital resources (e.g., Google Drive, SharePoint), ensuring documents are properly structured, stored, and accessible.ย 

7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

FUNCTIONAL COMPETENCIES:

Recruitment Qualifications Education and Certification: Completion of secondary education is required.ย ย  University degree (bachelorโ€™s degree) in business or public administration, social science, or related fields, will be given due consideration, but it is not a requirement. Experience At least five (5) years (with secondary education) or at least two (2) years (with Bachelorยดs degree) of progressively responsible experience in administrative or programme management/support;ย ย  Experience in working in a computer environment using multiple office software packages is required; Experience in the use of ERP systems, preferably Oracle Cloud, is desirable;ย  Experience in supporting a team is desirable. Languages Fluency in English and Korean is required.ย  Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).ย
