Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women operationalizes this through Gender Equality Accelerators (GEAs) developed to achieve transformative results for gender equality and women empowerment. The GEAs respond to the expanded agenda for Beijing+30 and the Sustainable Development Goals (SDGs). The main objective of UN Womenโ€™s support to Government under Humanitarian Action is to ensure protection, as well as equitable and safe access to and benefit from the humanitarian and development assistance to the most vulnerable, and marginalized refugee and host community women and girls. It also promotes womenโ€™s participation and leadership in the camps and host community, and womenโ€™s active role in maintaining peace and social cohesion. The main objective of UN Womenโ€™s support to Government under Peace and Security is to facilitate Womenโ€™s contribution to sustainable peace and see to it that Women contribute to and benefit from prevention of conflict and disaster.ย 

At national level, UN Women operates based on the UN Cooperation Framework (2021 -2025), working closely with other UN Agencies and Government to achieve i) Transformative and inclusive governance, peace and justice, ii) Shared prosperity in a healthy environment; and iii) Human wellbeing and resilience with positive cultural norms, in terms of gender and human rights. The above focus aligns with Ugandaโ€™s National Development Plan (NDP 3), the SDGs as well as UN Womenโ€™s Global Strategic Plan.ย 

The UN Women Uganda Women, Peace, Security and Humanitarian Action (WPSHA) team will be implementing a new project focusing on advancing the implementation of the Women, Peace and Security agenda in Refugee Settlements and Host Communities of Uganda. This project will complement the Country Officeโ€™s existing programmes in WPS and Humanitarian Action. The Programme Analyst will be a core member of this project team, whilst also contributing more broadly to the Country Officeโ€™s work in Planning, Monitoring, Evaluation, Reporting and Communications.

Reporting to the Programme Specialist Women Peace and Security, with matrix management by the Planning, Monitoring, Evaluation & Reporting Specialist, and under the overall guidance and supervision of the UN Women Deputy Country Representative, the Programme Analyst will work closely with the Women, Peace, Security and Humanitarian Action (WPSHA) Team to provide support to the Country Office (CO) in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Key Functions and Accountabilities:

Facilitate and substantively contribute to the incorporation of communications, monitoring and reporting into programme formulation:

  • Facilitate and substantively contribute to theย development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;ย 
  • Support the formulation and implementation of internal and external communications and advocacy strategies, support to business development;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Contribute to annual work plan monitoring, reviews and reporting;ย 
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the clearance of donor agreements and Programme Cooperation Agreements with CO.ย 

    Contribute substantively to the monitoring and tracking of results against country level targets and UN Women Strategic Plan:ย 

    • Coordinate with Programme Team to ensure thatย data collection and analysis from field visits are coordinated and standardized across programmes;
    • Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
    • Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;ย 
    • Monitor the spending of donor funds and other programme expenditures and disbursements;ย 
    • Contribute to drafting and monitoring the CO Monitoring, Evaluation, and Research Plan.ย 

      Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:
