Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Bolivia UN Women Country Office has prioritized three strategic areas in its Strategic Note 20223 โ€“ 2027 for contributing to gender equality and womenยดs economic empowerment: Political Participation and Governance (PPG); Economic Empowerment; and Eradication of Violence Against Women (EVAW).

UN Women Bolivia adopts a comprehensive approach to eradicating gender-based violence and strengthening women's participation in decision-making and governance, recognizing that both processes form an inseparable continuum in the construction of just and inclusive societies. Democratic and gender-equal governance can only be consolidated if women participate actively in all spheres of social, political, economic, and cultural life. However, for this participation to be full and effective, it is essential to guarantee environments free from gender-based violence.

Therefore, UN Women Bolivia works to ensure that the creation of societies free from violence and discrimination serves as the foundation upon which leadership and decision-making spaces accessible to all women are built, especially for those who have been historically marginalized. The eradication of violence is not only an end in itself but also a fundamental condition for women to exercise their right to participate and lead, thereby contributing significantly to the countryโ€™s development and democratic governance.ย 

In this way, the articulation between the prevention and response to gender-based violence and the promotion of womenโ€™s participation in decision-making constitutes the core of UN Womenโ€™s work, aimed at achieving a truly equitable and cohesive society. To carry out its mandate, UN Women has a broad portfolio that includes coordination with the State at both central and local levels, civil society organizations, and the private sector.

This position requires a professional with deep knowledge and extensive experience on programs and processes to eradicate gender violence and to promote womenยดs participation in public and political spaces. For this position, the experience of working with partners of different origins is relevant, emphasizing indigenous people, as well of the ability to articulate several actors around the same objective. The position requires a professional with the ability to innovate based on knowledge of the successful and failed initiatives in the country.

Reporting to the Programme Management Specialist, and working under direct supervision, the Programme Analyst provides professional programme support to ensure the effective management and implementation of UN Women programmes in the country office acrtoss the EVAW and PPG portfolios. The Programme Analyst applies professional judgment within established guidelines while coordinating programme design, formulation, implementation, monitoring, and evaluation activities. The Analyst seeks guidance from the supervisor on complex, sensitive, or non-routine matters.ย 

The position coordinates with the programme and operations team, UN Women HQ personnel, Government officials at national and sub-national levels, multi and bi-lateral donors and civil society to support successful UN Women programme implementation. The Analyst supervises a team of 3 support personnel and is responsible for coordinating day-to-day programme activities, ensuring quality deliverables, and maintaining effective communication with partners under the guidance of the Programme Management Specialist

Key Functions and Accountabilities:

1.Coordinate programme strategy development across EVAW and PPG Portfoliosย 

Coordinate the overall Programme/Portfolio work plan development and implementation according to Strategic Note/ programme document, applying professional judgment to prioritize activities and resolve routine implementation challenges, seeking guidance from supervisor on complex or sensitive matters; Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women, analyzing programme performance data and recommending adjustments to supervisor; Establish and maintain systems for project planning, implementation and monitoring, in collaboration with partners, adapting standard frameworks to local context under supervisor guidance; Record and maintain documents on relevant Programme activities, issues, and risks, conducting risk monitoring and flagging significant concerns to supervisor for review and decision.

ย 2. Support coordination with national partners and other stakeholdersย 

Coordinate relationships with national partners to support programme implementation and expansion of theย EVAW and PPG Portfolios Programme/Portfolio, applying professional judgment in addressing routine partnership matters and escalating sensitive or complex issues to supervisor; Organize and facilitate regular meetings and consultations with partners, civil society, and government counterparts, ensuring productive dialogue, documenting outcomes, and following up on commitments; Identify and recommend partnership opportunities aligned with UN Women's mandate, conducting preliminary assessments and presenting options to supervisor for review and approval; Participate in coordination meetings with national and sub-national stakeholders, providing technical information and representing UN Women's positions on operational matters within defined parameters.ย 

3. Provide technical support for monitoring, reporting and result-based managementย 

Analyze programme performance data and prepare reports on progress, challenges and results achieved, drawing evidence-based conclusions and presenting recommendations to supervisor for review; Monitor implementation of work plans, budgets and ensure compliance with UN Women policies and donor requirements, identifying deviations and flagging issues requiring supervisor decision; Conduct field visits to assess programme implementation, evaluating quality and effectiveness, and providing guidance to implementing partners on operational and programmatic matters within scope of authority; Develop and maintain results-based management tools and reporting systems, ensuring alignment with UN Women standards and adapting tools as needed to meet programme requirements.ย ย 

4. Manage people and finances of theย EVAW and PPG Portfolios programmeย 

Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting; Monitor the allocation and disbursement of funds to participating partners; Supervise and provide guidance to 3 personnel (GS/NOA level and consultants), including task assignment, day-to-day oversight, and capacity building support; Coordinate team workflow to ensure timely delivery of programme outputs, resolving routine resource allocation matters and consulting supervisor on competing priorities; Facilitate knowledge sharing within the team and with other UN Women offices, organizing learning events and documenting good practices for broader dissemination.

5. Support resource mobilization and donor relations

Support development of funding proposals, providing substantive inputs on programme design, budgets and results frameworks, applying knowledge of donor requirements and seeking supervisor review on strategic elements; Coordinate preparation of donor reports, ensuring accuracy, quality and timeliness, and compiling programme data to demonstrate results for supervisor review and approval; Support donor engagement activities, including briefings and field visits, providing technical information and responding to operational queries within area of responsibility.ย 

6. Advocate and facilitate knowledge building and management and communication

Document the programme implementation process and products; Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme; Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Functional Competencies:

Education and Certifications:

Masterโ€™s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.

Experience:

At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area is required. Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is desirable. Experience supervising and guiding staff in development settings is required. Experience working with government institutions, civil society organizations, and development partners in Bolivia or Latin America is highly desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

Fluency in English and Spanish is required. Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish). Knowledge ofย one of indigenous language in Bolivia is an asset.
