Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Among the 10 UN Women offices present in West and Central Africa (WCARO), UN Women Senegal is based in Dakar, Senegal, and works with the government, civil society organizations (CSOs), other UN agencies and the private sector to help achieve gender equality and women's empowerment in Senegal.

Under the overall guidance and daily supervision of the Procurement Specialist with functional oversight, the Procurement Assistant provides procurement services ensuring high quality and accuracy of work. S/he promotes a client-focused, quality, and results-oriented approach in the Unit.ย 

The Procurement Assistant works in close collaboration with Operations, Programs and Project teams in the Business Unit and UN Women HQ to exchange information and ensure consistent delivery of procurement services.ย  ย 

The Procurement Assistant provides procurement services ensuring high quality and accuracy of work. S/he promotes a client-focused, quality, and results-oriented approach in the Unit.ย ย 

Scope of Work:

Implement sustainable procurement strategies and policies aligned with principles of fairness, integrity and transparency to achieve best value for money.ย 

Ensure full compliance of procurement activities with UN Women rules, regulations, policies and strategies.ย ย  Provide inputs to mapping BU procurement business processes in consultation with direct supervisor and office management.ย ย 

Support procurement processes for BU and projects.

Provide inputs for preparation of procurement plans for the Business Unit and projects.ย  Organize procurement processesย of RFQ and support the preparation of ITB or RFP documents; receive and conduct preliminary evaluation of quotations, bids or proposals.ย ย  Prepare Purchase Orders and contracts according to the applicable policies and procedures, prepare recurring purchase orders for contracting services; and maintain the filing system in the Procurement unit.ย ย  Prepare submissions for procurement review committees (HQ-PRC/R-PRC/L-PRC).

Contribute to the implementation of sourcing strategies to find the best values in the marketplace.

Prepare procurement plans for programmes/projects;ย  Review procurement requests and initiate procurement procedures for office and projects equipment, supplies and services.ย  Develop and update the rosters of suppliers, and support implementation of supplier selection and evaluation.ย  Stay in regular communication with other UN agencies to remain updated about developments in procurement strategy, Long-Term Agreements (LTAs), and other available resources, including regular consultation for available agreements in UNGM. Collaborate with other agencies as needed, subject to supervisor approvalย 

Facilitate knowledge building and knowledge sharing:

Provide substantive input and support to the development of training materials, webinars and other education materials;ย  Participate trainings for the operations/projects personnel on procurement;ย and Synthesize lessons learnt and best practices.ย  Develop and update the rosters of suppliers, and support implementation of supplier selection and evaluation.ย

Minimum Qualifications:

Education and Certification:

Secondary education is required.ย  A university degree in Business Administration, Public Administration, Finance, Economics or Equivalent will be given due consideration, but it is not a requirement.ย  Procurement certification from an internationally recognized provider such as CIPS (level 2) is desirable. Willingness to take UN Women internal procurement certifications is required.ย ย 

Experience, Knowledge, and Skills:

Minimum of 5 years (with high school diploma) or 2 years (with bachelorโ€™s degree) of relevant progressively responsible administrative experience is required at the national or international level.ย  Experience in the use of computers, office software (MS Word, Excel, etc.), database packages is requiredย  Experience in web- based management systems such as ERP is required.ย 

Languages:

Fluency in French is required. Fluency in English is desirable.
