Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The United Nations Womenโ€™s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and the civil society, which supports women led and womenโ€™s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting over 1,700 civil society organizations and is present in 48 countries worldwide.ย 

UN Women hosts the Secretariat of WPHF. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individuals, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting, and amplifies the work and impact of WPHF grantee partners around the world. In April 2020, following the recommendation of the UNSG in his 2019 report on WPS, the WPHF Funding Board established a new Rapid Response Window (RRW) on womenโ€™s participation in peace processes, including a Rapid Response Window Unit, to be hosted by the WPHF Secretariat.ย 

Reporting to the Operations Specialist (P3), ย the Operations Analyst works with and provides support to the members of the WPHF Secretariat in the development and implementation of effective programs consistent with UN Women rules and regulations.ย  The Operations Analyst contributes to research, financial management, and program implementation including providing necessary operational, administrative and programmatic support. The Operations Analyst works in close collaboration with the operations, program and projectsโ€™ staff in theย UN Women Peace Security and Resilience team, the Multi Partner Trust Fund Office (MPTFO), and Regional and Country Offices,ย as required, for resolving complex operations-related issues and exchange of information.ย 

Key Functions and Accountabilities

1. ย  ย Coordinate the United Nations Womenโ€™s Peace and Humanitarian Fundโ€™s (WPHF) operations in accordance with UN Women rules and regulations and policies and strategies

Provide professional expertise and technical support to the WPHF Secretariat on operational issues;ย  Support in drafting the annual workplan for the Operations Team and support its implementation and monitoring;ย  Provide technical support in drafting and revising WPHF Secretariat and Global Window project document budgets; Participate in review meetings and provide technical support to the assessment of the managerial and operational capacities of implementing partners in collaboration with the programme and technical team;ย  Support the ย implementation of business process mapping and the establishment of internal standard operating procedures in all areas of the Operations Teamโ€™s functions;ย  Implement corporate, budget, financial, procurement, and HR policies and systems and identify training for staff and project personnel on these issues;ย  Ensure a continuous flow of information between the WPHF, MPTFO, Country Offices, Regional Offices, and UN Women HQ;ย  Support and follow up all operations activities, including finance, human resources, procurement, transport, IT, security, administration and ensure they follow UN Women rules, regulations, policies and procedures.ย ย 

2. ย  Coordinate the planning, expenditure tracking and auditing of financial resources in accordance with UN Women rules and regulations and policies and strategiesย 

Provide professional expertise and technical support to the management of office and programme financial resources;ย  Exercise proper financial controls;ย  Review and submit funds transmittal requests and supporting documents to the Multi-Partner Trust Fund Office (MPTFO) via the FAS platform; Analyze and monitor the MPFTO Funding Framework regularly, confirm country funding allocations, and track funds usage; Manage WPHFโ€™s internal donor agreement management information system;ย and contribute to ย donor analysis for use by the Fund, including on earmarking and outcomes; Provide funds management support in the tracking of unearmarked/pooled funding (monitoring incoming unearmarked funding, reconciling the pooled funding account and providing updates on unearmarked funding balances for use by the Global Steering Committee, maintaining the GSC allocation decision making log, and liaising with program colleagues to ensure correct usage of pooled funds);ย  Organize, compile and process information from donors, the Multi-Partner Trust Fund Office, and the WPHF Secretariat, as inputs to various databases and documents.ย  Report locally and to HQ in a timely manner on established structures; Review and take corrective action as appropriate on audit findings;ย 

3. ย  Provide Human Resources services

Coordinate and facilitate recruitment processes and contract management; Liaise with HQ and service providers as necessary;

4. ย ย Oversee procurement and travel processesย ย 

Follow up on the provision of goods and services for WPHF and projects following established corporate procedures regarding sub-contract review and awarding of contracts, evaluate for cost effectiveness and manage the negotiations in connection with eventual agreements;ย  Provide professional recommendations to the preparation of procurement plans;ย  Process travel requests and claims for the WPHF Secretariat team and direct support initiatives, including Rapid Response Window and the Women Human Rights Defenders Window, in line with UN Women policy;ย ย 

5. ย Oversee fixed Asset Managementย for WPHF

Coordinate the proper management, safeguarding, data integrity and inventory controls of UN Women office assets, facilities and logistical services with the Bonn facilities team for WPHF; Coordinate asset verification activities in accordance with the Asset Physical Verification Procedureย 

6. ย  Participate in inter-agency activitiesย 

Participate in inter-agency meetings and working groups to ensure WPHFโ€™s interests are reflected in common system activities related to common services and premises, cost recovery and cost sharing arrangements, privileges and immunities, entitlements and salary surveys, security etc;ย  Liaise with MPTFO/UNDP and other UN agencies on operational issues, activities, and collaboration.ย  ย 

7. ย  Contribute to knowledge sharing between the WPHF and COs, ROs and HQ

Ensure knowledge is shared and adequately applied between the WPHF and other COs/ROs and HQ.

8. ย  The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the WPHF and the Organization.

Functional Competencies:

Recruitment Qualifications

Education and Certification:

Masterโ€™s degree or equivalent in Business Administration, Public Administration, Finance, HR, social sciences, human rights, gender/women's studies, international development, or related field is required. ย ย  A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.ย 

Experience:

Minimum 2 years of extensive and progressively responsible experience inย office management, operations or finance in a large international and/or corporate organization. Experience of IPSAS or IFRS is required.ย  Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.ย  Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable. Experience in the UN system is desirable.

Languages:

Fluency in English.ย  Working knowledge of French is desirable. Knowledge of another official UN language is desirable (Arabic, Chinese, Russian or Spanish).
