Violence against women and girls (VAWG) is the most pervasive human rights violation worldwide. Nearly thirty years after the Beijing Platform for Action, despite unprecedented momentum and commitments to eliminate VAWG, the prevalence has remained persistent. Global emergencies, crises, and conflict have further intensified the drivers and risk factors of VAWG, and digitalization has exacerbated existing forms of violence and led to the proliferation of new forms. In addition, women and girls are likely to experience a continuum of gender-based violence at all stages of migration, which might include bullying as well as verbal, physical and psychological abuse, and sexual violence (including trafficking for sexual exploitation), which are rooted in deeply entrenched gender inequalities and harmful social norms.ย
Under this framework, the UN Women Thailand office is implementing the Ensuring Decent Work and Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asia (PROTECT, Protection of the Rights of Women and Children in Labour Migration), a three-year (2024-2026) project implemented by the ILO (lead), UN Women, UNICEF and UNODC. The PROTECT project promotes decent work, while reducing the vulnerabilities of women and children in the context of labour migration, through preventing and responding to violence against women and children, human trafficking and migrant smuggling. It will do this through addressing legal, policy and institutional gaps and barriers faced by women migrant workers and children in the context of labour migration, including in the protection of fundamental principles and rights at work, as well as enhance their access to safe, orderly, and regular migration by addressing violence, exploitation, forced labour and trafficking. To ensure that laws and policies can be effectively implemented, the project will enhance national and regional capacities and mechanisms for policy implementation, service provision and prevention efforts, while empowering women migrant workers and children to strengthen their voice, knowledge, skills and access services.ย ย
To be driven by the voices of women migrant workers (WMWs), UN Women is initiating a survivor-led storytelling project to amplify the voices of women migrant workers (WMWs) through participatory multimedia production. The project will focus primarily on Cambodian migrant communities in Rayong, Chonburi, and Trat provinces, which are the areas covered by UN Womenโs implementing partner, Raks Thai Foundation. While the initial implementation will prioritize these provinces, the approach allows for possible expansion to other migrant communities in Thailand. The project aims to generate meaningful dialogues on safe migration, highlight the contributions of WMWs to their communities and society, and address the realities of violence against women, including information on available services. By documenting and sharing personal narratives, the project seeks to challenge discriminatory attitudes toward migrants, dismantle harmful stereotypes, and strengthen community support for the rights and protection of migrant women.
As part of the assignment, the consultant will design and conduct participatory photo and video workshops with 10-15 WMWs from the community who demonstrate an interest in photography or multimedia production. Participants will be trained to produce visual and narrative materials that reflect their lived experiences. The resulting products, including photographs, short videos, and a documentary film, will be used in advocacy and awareness-raising campaigns, such as the 16 Days of Activism against Gender-Based Violence, International Migrants Day, International Womenโs Day and other relevant public outreach initiatives to end violence against women and girls. These outputs will serve as both empowerment tools for the participants and advocacy instruments to inform policy dialogues and influence broader public opinion.
This consultancy will contribute to the PROTECT project Output 3.3: Increased capacities and opportunities of peer networks of women migrants to advocate for and contribute to safe migration strategies and policies in destination countries and upon reintegrationย under the overall objectiveย to protect the rights of women migrant workers and migrant children in Southeast Asia.ย ย
Supervision
The consultant will be reporting to the Programme Analyst, PROTECT, Ending Violence against Women, UN Women, Regional Office for Asia and Pacific (ROAP), and will be supported by the Programme Associate, who will be the point of contact on the contract and payment issues.
Description of Responsibilities
The Consultant will be responsible for:ย
Leading the design of the project in coordination with UN Women and partner organization, and in consultation with the WMWs, including the detailed work plan.ย Designing and facilitating media training workshops for partner organization field officers and selected WMWs. Providing technical advice on specifications for multimedia equipment and digital products collection, storage, and dissemination options online and in person. Providing ongoing technical guidance and support to WMWs to apply the skills and knowledge learned and to map out the media and generate ideas for digital and other dissemination.ย Providing support for participants to make use of their media and stories in a participatory and ethical manner. Leading the documentation of WMWs lived experiences and producing a short documentary film to showcase as part of the ending VAWG communications campaigns. Organizing a multimedia exhibition including update of concept notes, list of participants, selecting media for publication and writing captions drawing from analysis and conversation with WMW participants.ย Conducting an exhibition and leading a panel discussion in Bangkok, Thailand, as part of the 16 Days of Activism campaign. This includes coordinating the exhibition, providing guidance for running the panel discussion, drafting media, and social media materials and key messages. Schedule of Payments
Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes
Consultantโs Workplace and Official Travel
This is a home-based consultancy. The consultant may be required to travel on official mission, and in such case, the travel will be arranged by UN Women and the costs will be covered based on UN Women travel policy.
Required Qualifications
Education and Certification:
Masterโs degree or higher in the field of Communication Arts, Journalism, Gender Studies, Social Science, or related development fields; A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degreeExperience:
Minimum 2 years of relevant work experience, with demonstrable expertise in media-content production and journalism, together with multimedia capacity building and/or teaching sessions for students, non-governmental organizations, or women survivors on storytelling, information gathering, content design, and multimedia production. Experience in producing multimedia products such as documentaries, short films, news coverage or podcast is an asset. Skills and experience facilitating learning sessions such as workshops and trainings is an asset.
