As the specialized UN agency on gender equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country.
Assignment Background
The 16 Days of Activism against Gender-Based Violence is an annual international civil society led campaign. It commences on 25 November, the International Day for the Elimination of Violence against Women, and ends on 10 December, Human Rights Day, highlighting that violence against women is the most pervasive breach of human rights worldwide. The campaign was launched by activists at the inaugural Women's Global Leadership Institute in 1991. In support of this civil society initiative, under the leadership of the UN Secretary-General, Antรณnio Guterres, the United Nations Secretary-Generalโs UNiTE by 2030 to End Violence against Women initiative (UNiTE) calls for global action to increase awareness, galvanise advocacy efforts and share knowledge and innovations to end violence against women and girls (VAWG).ย
In Indonesia, violence against women is pervasive. Ministry of Womenโs Empowerment and Child Protectionโs 2024ย National Survey on Women's Life Experiencesย reported that 1 in 4 women aged 15-64 years have experienced violence in their lifetime.ย National Commission on Ending Violence Against Womenย recorded 445,502 cases of violence against women in 2024. The commission also noted a 14.17 per cent increase in gender-based violence or 330,097 reported cases.ย
The government of Indonesia has made sustained efforts to address violence against women, including enacting the Law on Domestic Violence in 2004 and the Law on Sexual Violence Crimes in 2022. Despite progress, some challenges remain. Challenges such as harmful social norms, the persistent normalization of violence against women and girls (VAWG) in all spaces, and impunity of perpetrators, are impeding progress. Crises and climate change are further intensifying the drivers of VAWG, while rapid technological change is creating new risks and intensifying violence against women and girls across the online-offline continuum.
This reality shows that more efforts are needed to increase awareness and action to prevent and eliminate VAWG. The upcoming 16 Days of Activism against gender-based violence creates opportunities to spark conversation on how we all need to stand against gender-based violence. Storytellingโparticularly through filmโoffers a powerful medium to shift perspectives, foster solidarity, and inspire collective action. This form of media has the potential to reach wide audiences with messages thatย are relevant, while itย opens minds to challenge norms and spark meaningful change.ย
UN Women, UNFPA and United Nationsย agencies in Indonesia plans to hold a short film fellowship, workshop, and screening. Through an open call, aspiring filmmakers will be invited to submit story concepts on the theme of violence against women. The selected filmmakers will take part in training sessions to enhance their filmmaking skills and deepen their understanding of VAWG, before producing their film.
Against this backdrop, UN Women is seeking a consultant with specialized and technical skills in organizing the filmmaking workshop along with experience inย public screening and dissemination ofย short films.
The consultant will be reporting to Advocacy and Communication Analyst, and will be supported by Communications Associate, who will be the point of contact on the contract and payment issues.
Description of Responsibilities/ Scope of Work
Provide technical support to UN Women to activate the short film fellowship and disseminate information among young and aspiring Indonesian filmmakers on conveying the message of ending violence against women through short films. Facilitate the selection and management of five selected groups of applicants to participate in the short film fellowship. The tasks may include, but are not limited to: Support UN Women to draft selection criteria. Serve as a member of the independent jury/be part of the evaluation committee to select five creative short film concepts/proposals that best portray the messaging on ending violence against women. Develop/design the mentoring plan and provide technical support to the five selected teams as needed throughout the fellowship. Ensure that the films developed by the participants are screened at at least one national film festival.ย Design and organize a five-day offline workshop in Jakarta for 15 people from the selected five group participants on filmmaking and on gender, violence against women and girls, and responsible representation and reporting of violence against women and girls, in close consultation with UN Women. The detailed tasks may include, but are not limited to: Developing workshop curricula and delivering training materials on film production. Identifying guest speaker(s), practitioners, and experts from the film industry for the workshop. Providing facilitation of the workshop. Organizing one-on-one group consultation/any follow-up discussions to support the participants in finalizing their film production plan, at the end of the five-day workshop. Provide technical support/advise to UN Women in organizing the film screening and dissemination of the five selected short films.
