Background

Timor-Leste ratified the Convention on the Rights of Persons with Disabilities (CRPD) in January 2023, affirming its commitment to promoting, protecting, and ensuring the full and equal enjoyment of all human rights by persons with disabilities.ย In line with Article 33(2) of the CRPD, States Parties are encouraged to designate or strengthen independent mechanisms, such as National Human Rights Institutions (NHRIs), to contribute to the monitoring and promotion of the Conventionโ€™s implementation.

The Provedoria for Human Rights and Justice (PDHJ), as Timor-Lesteโ€™s NHRI, has a constitutional mandate to promote and protect human rights, including the rights of persons with disabilities. In this role, PDHJ is preparing to submit an independent shadow report to the CRPD Committee, providing complementary analysis and perspectives to the State Partyโ€™s initial report.

As part of the UNPRPD-funded Empower for Inclusion joint programme, implemented by OHCHR/HRAU, UN Women and UNICEF, technical assistance will be provided to PDHJ to develop a high-quality shadow report. This support is part of a broader effort to enhance accountability, data-driven analysis, and inclusive participation of persons with disabilities in CRPD monitoring and reporting processes.

Scope of Work

The consultant will work in close collaboration with the Provedoria for Human Rights and Justice (PDHJ) to support the drafting of its shadow report under the Convention on the Rights of Persons with Disabilities (CRPD). The consultant will provide technical assistance in report drafting, facilitate a validation workshop, and incorporate feedback for finalization. The assignment will be carried out under the supervision of PDHJ and OHCHR/HRAU, in coordination with UN Women.

Objectives - Assignments, Deliverables (In the short-term period of services)

The main objective of this consultancy is to provide technical support to the Provedoria for Human Rights and Justice (PDHJ) in the preparation and finalization of its independent shadow report under the Convention on the Rights of Persons with Disabilities (CRPD). The consultancy will strengthen the capacity of the national monitoring mechanism in line with Article 33(2) of the CRPD and promote inclusive and participatory reporting.

Timelines

The consultancy duration is estimated at around 22 working days in Dili, during the period: end of August to end of October 2025. The consultant will conduct at the Dili. A detailed work plan will be prepared by the consultant for review by the project team.

Major tasks, deliverables, and milestones

Under the overall guidance and direct supervision of UN Women Programme EVAW & Coordination Specialist, in close coordination with the HRAU, the consultant will be responsible to accomplish the following deliverables:ย

Deliverables

Review PDHJ data, identify priorities, propose structure, agree on timeline/responsibilities with PDHJ; Write main content using PDHJ findings and statistics, coordinate with focal points, integrate feedback; Prepare and facilitate half-day workshop with PDHJ, 13 ministries, and OPDs to validate draft report; Revise and finalize based on validation inputs, align with CRPD standards, prepare summary and briefing note.

Payment is in full upon final submission and satisfactory outputs/products in accordance with specified requirements.ย 

All the deliverables, including events materials, notes, and reports, should be submitted in writing in English.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables-related reports and documents will be reviewed and approved byย OHCHR/HRAU and project manager at UN Women. The period of the review is one week after receiving the report.ย

The consultant is expected to use her/his own computer and have all needed software for related tasks.ย  The cost of mobile phone communication needs to be covered by the consultant. OHCHR/HRAU and UN Women team will support resource materials and reference documents as relevant.ย

The consultantโ€™s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and the quality of the deliverables.

ย  ย  ย  ย  ย 4. Required Experience and Qualifications

The consultant should fulfil the following requirements:

Education

Masterโ€™s degree in law, political or social science or other field relevant to human rightsย or other relevant fields.

Experience

Master's degree with five years or bachelorโ€™s degree withย five years of experience working on disability inclusion, inclusive development, and the rights of persons with disabilities.ย  Prior experience with the UNPRPD program is an asset. Experience in producing inclusive analysis of international and government policy and frameworks. Experience in capacity development of Government organizations and CSOs, preferably in disability inclusion, and mainstreaming of the countryโ€™s development processes. Experience with facilitation of high-level dialogues, training, and consultations, including with Government counterparts.ย  Relevant experience in drafting human rights reportsย 

Language and other skills

Excellent oral and written skills in Tetum and English.
