Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing womenโs rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member Statesโ priorities and efforts, building effective partnerships with civil society and other relevant actors.ย
UN Women, through its Women, Peace and Security Team in Cotabato City, manages the Women Peace and Humanitarian Fund (WPHF) that works with CSO partners in conflict impacted communities all over the country. It is also implementing the Empowering women for sustainable peace in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) together with UNDP. This programme recognize that gender-related vulnerabilities and violence, pandemics, climate change, and electoral transitions challenge to the peace and stability of the BARMM and its surrounding areas by straining efforts to reintegrate former combatants, driving up competition for scarce resources in localities with historical tension, and shifting institutional focus away from building inclusive policies during the formative stage of the regionโs new administrative apparatus. This programme seek to contribute to the Normalization agenda of the BARMM government. They are designed to prevent insecurity and violence by harnessing the potentials of both women and men and addressing structural gender inequality and discriminatory gender norms that are the barriers to sustainable peace.ย ย
ย In 2023, UN Women supported the development and launch of the National Action Plan on Peace on Women Peace and Security (2023-2033) and the BARMM Regional Action Plan on Women Peace and Security (2023-2027). From 2024, UN Women will focuses on the localization of the Women, Peace and Security (WPS) agenda in BARMM and other conflict-areas of the countries, with the assumption that peace is inextricably linked to equality between women and men. Empowering women to engage in peacebuilding within communities affected by conflict is critical to creating and sustaining peace in BARMM and the countryโs other conflict zones. The Philippine NAP WPS and BARMM RAP WPS BARMM provide a clear entry point to translate commitment into concrete plans back with resource allocation in the coming years. As we implement these, the UN Women seek to enhance the role of the Filipino and Bangsamoro women in the implementation of the peace agreement, in conflict transformation and the protection of their human rights in conflict and post-conflict settings.ย ย
ย The Monitoring, Evaluation and Reporting Officer will provide support to the WPS Team and the WPHF project incorporating monitoring, evaluation and WPS programme formulation as well tracking against Project Plan targets and the reporting of results to internal and external audiences through annual reports and other donor reports. The consultant will be reporting to the WPS Programme Specialist ย and to be supported by the Programme Coordinator of the WPHF, with matrix reporting to the Monitoring and Reporting Analyst of UN Women Philippines, whom will be the focal on the contract and payment issues of this engagement.ย ย

Description of Responsibilities / Scope of Workย
ย 1. Facilitate and substantively contribute to the incorporation of monitoring, evaluation and reporting into WPS project formulationย
Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;ย
Include inputs from relevant evaluation findings, conclusions and recommendations into WPSย programme formulation;ย
Contribute to WPS annual work plan monitoring, reviews, reporting and quality assurance processes;ย
Provide technical support to WPS and WPHF partners in developing Performance Monitoring Frameworks (PMFs), systems and plans and Baseline Surveys in coordination with Monitoring and Reporting Analyst;ย
2. Contribute substantively to the WPHF monitoring and tracking of results against WPS-HA targets and UN Women Strategic Planย
Coordinate with the Monitoring and Reporting Analyst and the WPHF project team to ensure that data collection and analysis from field visits are coordinated and standardized;ย
Monitor data from WPHF partners on a quarterly basis and provide substantive inputs;ย
Visit WPHF partners, along with the WPHF project team, to support monitoring of results and planning processes as required;ย
Contribute to the development, monitoring, evaluation, and research plan for the WPS and WPHF portfolio.ย
3. Write WPS and WPHF reporting of results to internal and external audiencesย
Draft WPS and WPHF donor reports and support the Monitoring and Reporting Analyst to draft donor and WPS-HA programme reports;ย
Write good practices, human interest stories and highlight successes of the WPS and WPHF projects.ย
Contribute to identification off relevant evaluation findings, conclusions and recommendations and input them into WPHF reporting and programme reporting.ย
Contribute to the review of progress reports submitted by WPS and WPHF partners.ย
Contribute to the collection and maintenance of data for the WPS and WPHF project, corporate internal reports, mid-term reviews, and final evaluations.ย
4. Provide technical support to the WPHF project team in the implementation of the UN Women Evaluation Policyย
Coordinate with Monitoring and Reporting Analyst on the implementation of the Evaluation plan of WPHF project;ย
Provide support to the WPHF project team on evaluation implementations in coordination with Monitoring and Reporting Analyst;ย
Ensure communication between the WPHF Project team and WPS-HA programmes regarding Evaluations;ย
5. Support communications, visibility and programme results distribution through knowledge building and knowledge sharing in the CO and WPS, focusing on the achievement of the following results:ย
Identify and disseminate good practices, lessons and knowledge, as identified through WPS and WPHF project implementation, monitoring and evaluation activities;ย
Contribute and support the development of capacity development tools, including training materials and packages;ย
Documentation and generation of impactful stories, human interest stories and cases studiesย ย
Generation of marketing and communication materials to broaden project engagement and visibilityย
Participation in the training and knowledge exchanges;ย
In coordination with the WPS project team, co-organize, co-facilitate the capacity-building opportunities among WPHF partners in the areas of Results Based Management (RBM), Monitoring and Evaluation;ย
Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.ย
6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.ย
