Background:

UN Womenโ€™s goal in Timor-Leste is to promote womenโ€™s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. This includes efforts to ensure womenโ€™s right to live free from any form of violence, efforts to advance womenโ€™s economic empowerment and womenโ€™s leadership and participation in support of the Women, Peace and Security (WPS) Agenda, and advance international agreements and commitments related to gender equality and womenโ€™s empowerment, including through adequate planning and budgeting.ย 

UN Women, in partnership with UNFPA Timor-Leste, supported National Institute of Statistics, Timor-Leste (INETL) in conducting in-depth gender analysis of the Population and Housing Census 2022 to develop a Gender Thematic Report. The Gender Thematic Report has significantly improved access to sex-disaggregated data, laying a strong foundation for evidence-informed policymaking. The gender data made available through the report will support, inform and influence policy decisions and programming on Gender Equality and Empowerment of Women. The data will also support key decision makers to address the existing gender disparities for equitable results and to ensure no one is left behind.ย The Gender Thematic Report of the Census 2022 was endorsed and launched by INETL in April 2025.

As a next step to the development of the Gender Thematic Report, UN Women is seeking the services of an international consultant to develop gender profiles for the 13 municipalities (13 municipalities and Special Administrative Region of Oe-Cusse Ambeno).ย  The municipality gender profile will be developed based on the Census Gender Thematic Report.ย  The municipality gender profile becomes very critical as there is no other information source which is currently available in Timor-Leste that can provide this level of disaggregation. ย Decentralization is one of the key priorities of the 9th constitutional government of Timor-Leste, the availability of gender data at the municipality level will be useful for the decision makers to push forward the agenda of decentralization while leaving no one behind.ย 

Purpose and Objectives

The purpose of the assignment is to create a gender profile for the 13 municipalities andย Special Administrative Region of Oe-Cusse Ambeno. The consultant will draw upon the gender analysis that already exists in the Census Gender Thematic Report and present a municipality profile on gender that highlights gender gaps in the given municipality.

The Gender profile should:

use statistics from the Gender Thematic Report on sex-disaggregated data for each municipalities, ย  present data across the following thematic areas of -ย Marital status, Health, Fertility and dependency ratio, Education, Economic activity and Disability, Care Economy, stressing the social status of women and girls from a WEE lens in each municipality, highlight the existing gender disparities, in line with the recommendations of the United Nations Committee on the Elimination of Discrimination against Womenโ€™s Concluding Observation on the Fourth Periodic Report of Timor-Leste,ย  underscore the gender gaps that hinder progress towards gender equality, womenโ€™s economic empowerment and equal opportunities for all,ย  upon data availability, assess the municipalityโ€™s progress in promoting womenโ€™s empowerment, offering evidence-informed recommendations and critical insights into areas requiring strategic investments, targeted interventions, and legislative reforms to ensure that gender equality and womenโ€™s economic empowerment remains central to Timor-Lesteโ€™s sustainable development agenda,ย  present an analysis of key data stemming from the Household and Population Census mapped to relevant Sustainable Development Goal (SDG) indicators, providing a critical tool for monitoring gender equality progress at municipality level, andย  upon data availability, compare findings from the 2022 TLPHC with data from the Population and Housing Census 2015, to provide an overview of trends, improvements, and persistent gaps over time.ย  To develop future programming on womenโ€™s entrepreneurship as a pathway for womenโ€™s economic empowerment based on the findings of the Municipality Profiles, build a knowledge library or relevant resources, such as UN reports, peer-reviewed journal articles, on women and entrepreneurship, including a pager on main findings.ย 

Towards this end, UN Women, is seeking an international consultant toย prepare a census gender profile of 13 municipalities andย Special Administrative Region of Oe-Cusse Ambeno.

The consultant will work under overall guidance and direct supervision of the Gender Statistics Specialist at the UN Women Regional Office for Asia and the Pacific and in close collaboration with the Coordination Specialist at the UN Women Timor-Leste Country Office.ย 

The consultant will undertake the following steps to prepare the Municipality Gender Profileย ย 

Conducting desk review and data analysis:ย Municipality Gender Profile will be grounded in data present in the Gender Thematic Report and further data analysis of the Household and Population Census. The consultant will review the report thoroughly and disaggregate the existing data at the municipality level through an intersectionality lens.ย  Results in the municipality gender profile should be presented in line with the thematic areas identified above and it should also highlight gaps and challenges and present recommendations.ย 

The municipality gender profiles should also highlight the progress made by each municipality in achieving Gender Equality and Empowerment of women and where possible it should also highlight the progress made by the municipality against normative framework.

Submission of the draft template for the Municipality Gender Profiles;ย  Submission of the Municipality Gender Profilesย ofย 13 municipalities andย Special Administrative Region of Oe-Cusse Ambeno; Submission of the final version of the PowerPoint Presentation, which provide a brief overview the gender profiles for 13 municipalities and Special Administrative Region of Oe-Cusse Ambeno; Submission of a folder with a comprehensive knowledge library on gender equality and entrepreneurship and a pager highlighting key main findings from a review of the resources.

Target Deadlines

25 September 2025; 15 October 2025;ย  30 October 2025; 15 January 2026.

All deliverables should incorporate UN Women feedback before finalization and all reports and training material shall beย presented in English, in electronic version.ย

UN Women will provide the Consultant with background materials for conducting gender analysis; The consultant is expected to work remotely using her/his own computer.ย

Advanced or Masterโ€™s degree in gender studies, social, economic or political studies, or statistical studies.

ย ย ย ย ย ย ย ย ย ย ย ย ย  Experience and skills

At least 1 year of experience of relevant work in the field of gender analysis, gender equality and womenโ€™s economic empowerment and womenโ€™s rights; experience in working with state institutions, particularly in using gender data and conducting gender analysis. ย  Experience in conducting statistical analysis;ย  Proven knowledge of main WEE headline indicators, including WEE-relevant SDGs. Knowledge of Timor-Lesteโ€™s context or experience in the country would be an advantage.

ย ย ย ย ย ย ย ย ย ย ย ย ย  Language and other skills

Good command of English both written and oral; Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email;ย  Knowledge of Tetum, Bahasa Indonesia or Portuguese is an added advantage.

Ethical Code of Conduct

The consultant will need to outline their approach to ensuring accountability to populations andย ethical approaches in the research process (See UNEG Ethical Guidelines[1]). This should be a dedicated section in the workplan.ย All data collected by the consultant must be submitted to the UN Women Focal Point in Word, PowerPoint or Excel formats and is the property of Government of Timor-Leste and UN Women.ย  Proper storage of data is essential for ensuring confidentiality.ย 

Proper procedures for data collection with rights holders who may have been affected by violence must be adhered to as outlined in theย WHO Ethical and Safety Recommendations for research on violence against women.ย Additionally, if the international consultant or any person involved in the research process identify issues of wrongdoing, fraud or other unethical conduct,ย UN Women procedures must be followed and confidentiality be maintained.ย 

Theย UN Women Legal Framework for Addressing Non-Compliance with UN Standards of Conduct,ย and a consulting policies protecting against retaliation and prohibiting harassment and abuse of authority, provide a cohesive framework aimed at creating and maintaining a harmonious working environment, ensuring that staff members do not engage in any wrongdoing and that all allegations of wrongdoing are reported promptly, investigated and appropriate action taken to achieve accountability.ย The UN Women Legal Framework for Addressing Non-Compliance with UN Standards of Conduct defines misconduct and the mechanisms within UN Women for reporting and investigating.
