Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Established by UN General Assembly Resolution 50/166 in 1996, the United Nations Trust Fund to End Violence against Women (UN Trust Fund) is the first and remains the only global UN funding mechanism dedicated exclusively to providing direct grants to civil society organizations working to prevent and end all forms of violence against women and girls (EVAW/G). Since 2010, UN Women has administered the UN Trust Fund on behalf of the UN system, providing a strong institutional foundation and field support through a global infrastructure of country and regional offices.ย 

With nearly three decades of experience, the UN Trust Fund has become a key global mechanism for funding initiatives that aim to eliminate violence against women and girls. It plays a critical role in fostering collaboration across governments, UN agencies, and civil society to address the root causes and consequences of violence, aligning its work with broader international policies and frameworks. The UN Trust Fund focuses on providing long-term grants to organizations that work in diverse contexts, particularly those representing marginalized groups, such as indigenous women, women living with disabilities, and women from rural or conflict-affected areas. Its investments are survivor-centered and aim to have sustainable, long-term impacts. Since 1997, the UN Trust Fund has funded over 700 initiatives in over 140 countries and territories, significantly contributing to global efforts to end violence against women and girls.ย 

Under the guidance and direct supervision of the Global Lead: Capacity Development and Operations Management, the Finance Analyst works in close collaboration across all Secretariat teams, providing close guidance to all staff, especially programme and finance personnel who perform adjunct operations functions, ensuring team members are knowledgeable of rules and procedures governing programme finances, donor reporting, and personnel management. She/he also works in collaboration with finance and operations staff in other UN Agencies, UN Women Regional Office and HQ staff and UNTF grantees to successfully deliver operations services.

Key Functions and Accountabilities:

1. ย  ย Coordinate the operations of the UN Trust Fund to EVAW ย ย 

Support theย Global Lead: Capacity Development and Operations Management,to implement team workplans and monitor progress against performance benchmarks.ย  Prepare, monitor, and revise the UN Trust Fund's annual operating budget and workplan; ensuring accurate data entry and timely updates in Quantum, in coordination with relevant team members. Participate in review meetings and assess the managerial and operational capacities of grantees in collaboration with the Grants Management team.ย  Implement business process mapping and establish internal standard operating procedures in all areas of the Operations Teamโ€™s and Unitโ€™s functions.ย  Support the implementation of corporate, budget, financial, procurement, and HR policies and systems and ensure adequate training of staff and project personnel on these issues.ย  Ensure a continuous and up-to-date flow of information between the UNTF and COs/MCOs/ROs and HQ.ย  Support the team in overseeing all operations activities, including finance, human resources, procurement, transport, IT, security, administration and ensure they follow UN Trust Fund and UN Women rules, regulations, policies and procedures.ย  Manage Finance and Programme Associates in the Operations Team, including finalizing performance plans and evaluation standards, conducting performance assessments and providing feedback and coaching. Perform delegated approval functions in Quantum and ensure timely financial clearance of transactions and donor agreements. Foster a collaborative and results-oriented team environment, promoting professional development and capacity building.

2. ย  ย Coordinate financial planning, expenditure tracking, reporting and auditing of resourcesย in accordance with UN Women internal control framework, rules, regulations, policies and procedures:

Analyze and oversee all financial resources managed by the UN Trust Fund and provide high-quality professional advice on financial issues to the management, as necessary. Prepare and implement the Secretariatโ€™s budget in alignment with strategic priorities, including through ensuring appropriate mapping of workplan budgets into Quantum, and via quarterly budget utilization updates. Review and verify financial transactions, recording/reporting system and audit reports. Co-ordinate with Finance Section HQ on suggestions for amendments.ย  Provide inputs and support during the preparation of financial reports for stakeholders. Review financial business processes and use of Quantum system to ensure accurate and complete reporting of financial transactions by UN Women staff in accordance with the Internal Control Framework and Delegation of Authority and the timely flow of financial information in UN Women for management, monitoring and oversight purposes. Assist with financial risk assessment reviews for the UN Trust Fund, by identifying areas of risk and providing recommendations and action plans for addressing issues raised.ย  Ensure quality assurance and timely completion of month-end and year-end financial closure activities and submission of related checklists to HQ. Support cash flow and liquidity planning to ensure operational continuity and timely disbursements. Support the preparation of operational tools such as the Project Concept Budget and Financial Planning Guidance.

ย 3. ย  ย Support the Financial and Operational Oversight of UN Trust Fund Grants Portfolio

Support the financial and operational management of UNTF grants portfolio and the UNTF unit, ensuring accuracy, compliance, and alignment with grantee partner agreements. Support in the review of project proposal budgets submitted by applicants and contribute to quality control processes with Finance and Programme Associates. Conduct budget analysis and support the preparation of disbursement schedules for new funding cycles. Track and monitor disbursements to new grantees across cycles, ensuring timely and accurate transfers and alignment with approved funding schedules. Review and analyze completed partner assessments (NGOA) and compile data on results to support risk management and capacity strengthening, supporting relevant COs and Finance and Programme Associates in timely completion. Reviewย  grants portfolio advance and liquidation packages and ensure accurate setup and maintenance in the Quantum system. Support business process mapping efforts and establish comprehensive internal standard operating procedures for grants operations and financial management. Contribute to process optimization to improve grantee support mechanisms and strengthen accountability measures. Support in the delivery of operational and financial training sessions for grantees to promote compliance, strengthen reporting standards, and build organizational capacity. Support the maintenance of risk management matrices for all relevant grantees are updated on time and in compliance with UNTF and UN Women guidance. ย Contribute to risk-based audit cycles for grantees in collaboration with the Audit Finance Analyst as well as other audit requests received by the Unit.

4. ย  ย Contribute to Operational Continuity, Security, and Knowledge Sharing Across the UN Trust Fund Secretariat

Ensure staff have access to Quantum functionality for improved business results and improved client services.ย  Support the maintenance of a secure, reliable infrastructure environment for ICT and adequate planning for disasters and recoveries.ย  Serve as the focal point for security and security matters, ย ensuring compliance with UNDSS and UN Women protocols, liaising with Regional and Global Security Advisors, and overseeing security clearances for travel. Provide professional recommendations to the Business Continuity Plan to ensure uninterrupted Secretariat operations during emergencies and staffing transitonsย  Participate in inter-agency operational initiatives to promote UN Womenโ€™s interests and enhance operational synergies. Facilitate the exchange of operational best practices and lessons learned across country offices. Contribute to the development of training and capacity-building resources for internal and external stakeholders. Review financial business processes, capture user feedback, and recommend improvements to HQ and Finance Section to strengthen operational efficiency and alignment with policy.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the UNTF and the Organization.

Supervisory/Managerial Responsibilities: ย ย The incumbent will be responsible to manage six (6) Finance and Programme Associates (G staff/consultants) of the Operations team.

Functional Competencies:

Recruitment Qualifications:

Education and Certification:

Masterโ€™s degree or equivalent in Finance/Accounting, or a Professional accounting qualification from an internationally recognized institute of accountancy, Chartered Accountant, or Certified Public Accountant is required.ย ย  Successful completion of UN Womenโ€™s Accounting technical test, as part of the selection process.

Experience:

At least 2 years of progressively responsible experience at the national or international level, in office management, operations or finance;ย  At least 2 yearsโ€™ experience in an accounting-specific role within a large international organization preferably in the UN system is required. ย  Demonstrated financial experience using an ERP financial system is required. ย  Demonstrated experience in providing financial and budget support to programmes/projects; Demonstrated experience at developing detailed financial reports for senior management is required. ย  Experience in leading a team is required;ย  Demonstrated experience in supporting more than one office simultaneously is desirable; ย  Demonstrated financial experience of working in a regional or multi-country context is desirable; Experience in the financial management of grants is desirable: Experience in working in a computer environment using multiple office software packages, experience in handling of web-based management systems and ERP systems, preferably Oracle Cloud is required;ย  Professional background in programming/ projects management is desirable.ย  Experience in the UN system is desirable.ย  Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable
