Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Security Council Resolution 1325 (UNSCR1325, 2000) is the landmark resolution on women, peace and security (WPS)
that links gender equality to the maintenance of international peace and security. WPS agenda is a significant international normative and policy framework because it addresses the gender-specific impacts of conflict, political crisis, displacement, disaster, violent extremism, and mass atrocities on women and girls. Two decades and nine resolutions after, the WPS agenda continues to expand its footprint in global policymaking.
In the Philippines, UN Women has played a vital role in advancing the WPS agenda since 2015, including the support to advance the WPS normative framework at the national, regional and local levels, including the inclusion of gender and women empowerment provisions in the Bangsamoro Organic Law (BOL) and subsequently the establishment of the Bangsamoro Womenโs Commission (BWC) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). In close collaboration with other UN agencies in the Philippines, UN Women has been part of several joint programmes and co-implementing projects in BARMM with particular focus on capacity building and supporting womenโs leadership and meaningful participation in conflict prevention, resolution and recovery in the Philippines as well as localization of the WPS agenda in BARMM Ministries and Agencies to expand space for engagement and participation of local women peace mediators, civil society and women organizations. ย
With the continued work and strengthened resolve to deliver on its normative, coordination and operations mandate as articulated and further committed through its new Strategic Plan for 2026 โ 2029, UN Women is furthering its work and readiness to jointly deliver on various actions through various catalytic and joint programming efforts.
Reporting to Programme Specialist, WPS, the Field Programme Coordinator, Women Peace and Security (WPS) and Humanitarian Action(HA) is responsible to manage the implementation of the UN Women-UNDP Joint Programme, โEmpowering women for sustainable peace in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) regionโ in Cotabato in close collaboration with UNDP. He/she will coordinate the field implementation and ensure the overall coherence of all of UN Women projects implemented in BARMM in close collaboration with RCO and UN agencies that have a presence inCotabato. Under the technical guidance of the Programme Specialist, the Field Programme Coordinator will work in close collaboration with government and civil society partners in Cotabato as well as the programme and operations team of UN Women Philippines and ROAP, and civil society ensuring successful delivery of UN Womenโs programme results on the ground. He/She is also expected to represent UN Women Philippines in all engagements and functions as needed.ย
Scope of Work:
1. Coordinate the WPS-HA Programme/Portfolios in BARMM
โข ย ย ย ย Coordinate the overall Programme/Portfolio work plan development and implementation according to Strategic Note/ programme document;
โข ย ย ย ย Gather inputs and coordinate the preparation of workplans, periodic narrative progress reports and expenditures status reports to the Joint Programme Steering Committee and UN Women;
โข ย ย ย ย Establish systems for project planning, implementation and monitoring, in collaboration with partners; and
โข ย ย ย ย Record and maintain documents on relevant Programme activities, issues, and risks.
2. Guide coordination with national partners and other stakeholdersย
โข ย ย ย ย Coordinate relationships with national partners to support implementation and expansion of the WPS-HA
Programme/Portfolio, raise potential problems and suggest solutions; and
โข ย ย ย ย Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.
3. Provide substantive technical support to the implementation and management of the Joint Programme, Empowering women for sustainable peace in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) region.
โข ย ย ย ย Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
โข ย ย ย ย Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
โข ย ย ย ย Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports; and
โข ย ย ย ย Provide inputs from WPS-HA programme activities and results BARMM to Philippines Office reporting.
4. Manage people and finances of the Joint programmeย
โข ย ย ย ย Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
โข ย ย ย ย Monitor the allocation and disbursement of funds to participating partners; and
โข ย ย ย ย Supervise Programme Associates and/or Assistants.
5. Build partnerships and support in developing resource mobilization strategies
โข ย ย ย ย Provide inputs to the development of partnerships and resource mobilization strategies.
6. Advocate and facilitate knowledge building, management and communication
โข ย ย ย ย Document the programme implementation process and products;
โข ย ย ย ย Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme; and
โข ย ย ย ย Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.
7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Supervisory/Managerial Responsibilities:ย
The incumbent will supervise the Programme Associate (based in Cotabato office) in charge of delivering work on WPS-HA and oversee, and review output of consultants as required.ย

Qualifications:
Education and Certification:
โข ย ย ย ย Masterโs degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
โข ย ย ย ย A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
โข ย ย ย ย A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.
Experience:
โข ย ย ย ย At least 2 years of progressively responsible experience in managing complex and multi-component programme interventions with national partners, preferably related to thematic area is required.
โข ย ย ย ย Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is desirable.
โข ย ย ย ย Experience in Women, Peace and Security, peacebuilding, conflict prevention and
ย ย ย ย resolution in the Philippines.
โข ย ย ย ย Experience in BARMM is an advantage.
โข ย ย ย ย Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
โข ย ย ย ย Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Languages:
โข ย ย ย ย Fluency in English is required.
โข ย ย ย ย Fluency in Filipino is required.
