Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Globally, UN Women has signed a Strategic Partnership Framework (SPF) with the Government of the UAE to accelerate the sustainable development agenda through womenโ€™s economic empowerment in Africa and Latin America. Under this SPF, aligned with the Gender Equality Accelerator (GEA) on Women and the World of Work, initiatives in Chile and Kenya will advance womenโ€™s entrepreneurship and decent work, promote gender-responsive procurement (GRP) across public and private sectors, and foster enabling markets for women. The GEA applies a comprehensive approach to womenโ€™s economic empowerment, promoting job creation, leadership, economic autonomy, and decent working conditions free from violence and harassment, while tackling discriminatory norms through policy and programmatic reform. Recognizing the transformative power of procurement to influence financial flows and gender outcomes, the GEA leverages GRP to ensure governments and private sector organizations adopt gender-responsive policies and increase procurement from women-owned, women-led, and gender-responsive businesses.

The GEA also recognizes the care economy as a key sector to drive women's economic empowerment, promote the redistribution of care responsibilities, and expand decent work opportunities for women.

In this context, under the overall guidance of the Country Head of Office, the Economic Empowerment Specialist serves as the Lead for the Accelerating Womenโ€™s Economic Empowerment in Latin America component of the UAE Strategic Partnership Framework (SPF) in Chile. The Specialist is responsible for overseeing the development, implementation and monitoring of initiatives that promote womenโ€™s entrepreneurship, decent work, income generation and inclusive markets. A central dimension of this role is to position gender-responsive procurement (GRP) as a catalytic strategy to foster inclusive supply chains and expand market opportunities for women-owned and women-led businesses across public and private sectors. The Specialist also advances the integration of care policies as a critical component of economic empowerment strategies, ensuring alignment with national priorities and international commitments, while promoting policies and partnerships that remove structural barriers to womenโ€™s full participation in the economy.ย 

Scope of Work :

1.Manage programme implementation and coordination on womenโ€™s economic empowerment

Manage and oversee the day-to-day implementation of womenโ€™s economic empowerment programs, particularly under the UAE SPF in Chile to advance on gender-responsive procurement (GRP), ensuring alignment with programme objectives. Provide technical advice and ensure coordination and synergies with the Economic Empowerment section at UN Women HQ and across the organization. Prepare and manage the annual workplan and budget for the Chile component of the SPF UAE, in coordination with the Programme Specialist at HQ. Contribute to monitoring, evaluation and donor reporting, ensuring documentation of results on womenโ€™s economic empowerment programs, particularly for the Accelerating Womenโ€™s Economic Empowerment in Latin America component of the UAE Strategic Partnership Framework (SPF) in Chile Ensure coordination of programme implementation with the Resource Mobilization and Private Sector Partnerships Specialist.ย  Ensure coordination with relevant UN agencies, government institutions and development partners to align efforts at national level.

2.Provide policy guidance, technical assistance and capacity development

Manage and provide policy and technical support to national, subnational, private sector and UN stakeholders engaged in advancing womenโ€™s economic empowerment. Coordinate institutional capacity development to enable the design and implementation of policies and initiatives that promote womenโ€™s economic autonomy, including policies related to GRP, womenยดs decent work, and care economy. Facilitate opportunities to connect women, women-owned, women-led and gender-responsive enterprises with public and private sector procurers and/or with care-related markets and services. Contribute to the development and dissemination of tools, standards and guidance to expand womenโ€™s participation in economic opportunities and reduce structural barriers, in close coordination with HQ expertise on GRP, entrepreneurship and care when relevant.

3.Manage knowledge management and innovation on womenโ€™s economic empowerment

Identify, document and promote lessons learned, good practices and innovative approaches on womenโ€™s economic empowerment, GRP, care, and decent work to inform policies, programme design and advocacy efforts. Contribute to the development and dissemination of knowledge products (e.g., reports, research papers, policy briefs) that advance the understanding and implementation of womenโ€™s economic empowerment strategies, especially on GRP. Facilitate national and global knowledge-sharing and coordination among practitioners, decision-makers and key stakeholders working on womenโ€™s economic empowerment.

4.Support advocacy, stakeholder engagement and partnerships

Develop and implement advocacy strategies to position womenโ€™s economic empowerment as a national priority, promoting enabling environments that integrate GRP, decent work, care policies as key components. Engage with governments, civil society, private sector actors and donors to build commitment to womenโ€™s economic empowerment.ย  Build and strengthen partnerships with key stakeholders to advance initiatives and mobilize resources that promote womenโ€™s economic participation and leadership. Contribute to global initiatives such as the annual Womenโ€™s Economic Empowerment Conference in the UAE, ensuring that Chileโ€™s experience on womenโ€™s economic empowerment, GRP is shared and informed by global dialogue.

5.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education and Certifications :

Masterโ€™s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience :

At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building is required. Experience in working in a gender-related area is needed. Experience in budget management, work planning, and active participation in programme development and proposal writing is required. Experience leading and coaching staff in international settings is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.ย  Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.ย 

Languages :

Fluency in English is required. Fluency in Spanish is required.
