UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Entityโs unique triple mandate as the global leader on gender equality and womenโs empowerment includes (i) supporting Member States to strengthen global norms and standards for gender equality and womenโs empowerment, and mainstream gender perspectives in other thematic areas; (ii) promoting coordination and coherence across the UN system to enhance accountability and results for gender equality and womenโs empowerment; and (iii) undertaking operational activities to support Member States, upon their request, in translating global norms and standards into legislation, policies and strategies at the country and regional levels
UN Women South Sudan Country Office (CO) represents a long-standing presence for gender equality and womenโs empowerment in South Sudan, the worldโs newest country. Operational since UNIFEM under the governance of Sudan, the present-day UN Women CO in South Sudan operates across five thematic areas: Women, Peace and Security; Womenโs Economic Empowerment; women in governance and leadership; ending gender-based violence; and gender mainstreaming in humanitarian affairs. Given the conflict/post-conflict and fragile state context, particular importance is placed for the implementation of the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS), a national priority that was signed in September 2018. Marking the end of the conflict in South Sudan since December 2013. As part of the agreement, the start of the formation of the Revitalized Transitional Government of National Unity of the Republic of South Sudan, constituted by the parties to the conflict at the signing of the Peace Agreement, commenced in February 2020, which began a three-year Transitional Period for South Sudan.
Support ย to the Revitalized Transitional Government of National Unity and civil society ย and the R-ARCSS are the framing points of aligning UN Womenโs triple mandate with the Government of South Sudan, communities and stakeholders investing in the country. ย UN Womenโs work towards empowering women in leadership through our governance program, enhancing their livelihoods through economic empowerment programs and ensuring a peaceful and secure environment through our humanitarian and women peace and security programs remain our priorities for the current strategic period 2023 to 2027.ย
UN Womenโs mandated coordination scope ensures the streamlining of gender equality and womenโs empowerment (GEWE) through the UN entities operating in South Sudan. As such , facilitating the application of agreed mechanisms to ensure GEWE remains a major component of our work. ย Within our coordination mandate the office supports the Government of South Sudan in meeting its normative obligations as agreed and aligned to at regional and global levels. ย This includes support to regular reporting and domestication of obligations. ย
Reporting to the Country Representative, South Sudan, the Deputy Country Representative is responsible for the day-to-day management of the Country Office (CO) . The incumbent is responsible for substantially contributing to the design, implementation, management and oversight of the country programme and to the operations supporting its implementation to ensure effective and efficient delivery of results as planned in UN Womenโs Strategic Plan and the CO plans.

Functionsย
1. Manage the programme and operations team
Manage the day-to-day work of the programme and operations teams, including finalizing the teamโs annual workplan; Manage the process of programme conceptualization, planning, implementing and monitoring; and the management of material and financial resources; Lead the process of preparing programme implementation progress reports and identifying areas for UN Women Country Representativeโs action and/or decision; Technically support the development of the Office security strategy and plan, as required.ย
2.ย Provide advisory and specialized technical support on the strategic direction of the office
Advise and guide the Country Representative on strategic areas; Provide specialized technical and strategic support in managing all aspects of the programme design and related activities and for ensuring compliance and accountability in programme monitoring, reporting and evaluation; Develop policy documents, briefs and other strategic papers/materials for use in the development and presentation of innovative and coherent policy and programmatic positions; Serve as a senior member of the management team.ย
3. Represent UN Women in UN system coordination, with a focus on programming
As delegated by the UN Women Country Representative, represent UN Women in the United Nations Country Team (UNCT) and/or the Humanitarian Country Team (HCT) to collaborate with the Resident Coordinator and UN system on interagency coherence, collaboration, cooperation, resource mobilization, advocacy, common services, and operations; Ensure UN Womenโs participation in UN system thematic and other working groups to advance UN Womenโs mandate.ย
4. Provide technical support in creation of strategic partnerships and resource mobilization strategies
Provide substantive research and inputs in the formulation and implementation of the country resource mobilization strategy; Establish and maintain relations with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation and resource mobilization.ย
5. Represent UN Women and support advocacy strategies
Represent and advocate for UN Women in organizational, regional, global, public information/ relations events and key meetings, as delegated; Develop and implement advocacy and public communication strategies.ย
6. Facilitate knowledge management, innovation and capacity building
Manage the process of collecting and sharing lessons learned on gender equality and womenโs empowerment to build knowledge and capacity of partners and stakeholders; Oversee the design and program implementation of capacity building training activities to enhance skills and knowledge.7. Manage personnel under supervision
Manage the performance of personnel under supervision; provide managerial direction, guidance and leadership to staff and provide performance feedback and coaching to personnel supervision, ensure performance assessment are implemented on time and ensure personnel are fully aware of UN Women workplace relations policies; Create an enabling work environment;ย Identify learning and development opportunitiesย
8.ย ย ย ย The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education and certification:
Masterโs degree in international development, public administration, public policy or other relevant social science fields is required. At least 7 years of progressively responsible professional experience that combines strategic and managerial leadership in development programmes with a strong focus in the area of gender equality and womenโs empowerment at the national or international level, preferably in developing countries within the UN system, Agencies, Funds or Programmes is required. Field based experience working with multi-cultural teams is required. Experience leading and coaching staff in international settings is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.ย
